To amend the Individuals with Disabilities Education Act to ensure that students with an individualized education program receive a certificate of completion upon completion of secondary school education.

To amend the Individuals with Disabilities Education Act to ensure that students with an individualized education program receive a certificate of completion upon completion of secondary school education.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
This Act may be cited as the “Certificate of Merit for Persons with Abilities and Special Support Needs Act” or the “COMPASS Act”.
SEC. 2. Individualized education programs.
Section 614(d)(1)(A)(i)(VIII) of the Individuals with Disabilities Education Act (20 U.S.C. 1414(d)(1)(A)(i)(VIII)) is amended—
(1) by striking “and” at the end of item (bb);
(2) by redesignating item (cc) as item (dd); and
(3) by inserting after item (bb), the following:
“(cc) the projected date for the child’s completion of the child’s secondary education program, and a statement that the child will receive a certification of completion on such date, without regard to whether the child is eligible to receive a regular secondary school diploma; and”.
