<section id="H8C729F447FD540BFA02984D4596C5345" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Grant Responsibility and Accountability for Numerical Transparency Reform Act of 2026</short-title></quote> or the <quote><short-title>GRANT Reform Act of 2026</short-title></quote>.</text></section> <section id="HFE5DC29F27E64C41B546DD957EEE8097"><enum>2.</enum><header>Federal grants</header> <subsection id="H488BC66E07E54F20AE3134C84CE165BC"><enum>(a)</enum><header>Annual GAO report on Federal grants required</header><text display-inline="yes-display-inline">Not later than 6 months after the date of the enactment of this Act, and annually thereafter, the Comptroller General shall make available on a publicly available website and submit to the relevant committees of Congress a report on Federal grants, with respect to the previous fiscal year, that includes the following:</text> 
<paragraph id="HFDFC95C988EF4B90995500A72ABEC1D8"><enum>(1)</enum><text display-inline="yes-display-inline">The name of, purpose for, and amount of money dispensed for each grant.</text></paragraph> <paragraph id="H562740A1BC254B37AF3B66FA43E5D5B7"><enum>(2)</enum><text>The name of the entity that received funding for the grant.</text></paragraph> 
<paragraph id="HC601156277524266AFEF4C2F48A9D5F3"><enum>(3)</enum><text>The name and a description of the project the grant is funding.</text></paragraph></subsection> <subsection id="H9B296AD3D45C41CBA1C24A9A63A3951D"><enum>(b)</enum><header>Project reports from grant recipients required</header> <paragraph id="H48349A327F4940AEA55BAD5B7895A7E9"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 3 months after the date on which a project is completed, a recipient of a Federal grant for that project shall submit to the Comptroller General a report on the following:</text> 
<subparagraph id="H3E758C9E3DE947E8B55DF55E83B977A0"><enum>(A)</enum><text>The aggregate amount of Federal funds used for salaries under the grant.</text></subparagraph> <subparagraph id="H8256D7A77C254DA2BF20BC9D2682B0BC"><enum>(B)</enum><text>The names of and amount of payments to subcontractors.</text></subparagraph> 
<subparagraph id="HE117EB99C30C4803B06AAA76765E02B4"><enum>(C)</enum><text>The amount of administrative costs, materials, and any unspent funds.</text></subparagraph> <subparagraph id="H3812320B6A834A63966BD41C51435727" commented="no"><enum>(D)</enum><text>Any other information determined by the Director of the Office of Management and Budget.</text></subparagraph></paragraph> 
<paragraph id="HA84AE48691574A7A89E82C09E8F5E369"><enum>(2)</enum><header>Penalty for noncompliance</header><text>Any grant recipient that does not comply with paragraph (1) shall not be eligible for a Federal grant until the requirement is met.</text></paragraph> <paragraph id="H3E504854D16C416CA90ABEC2F4E0EAFA"><enum>(3)</enum><header>Applicability</header><text>This subsection applies with respect to any grant distributed on and after the date of the enactment of this section.</text></paragraph> </subsection> 
<subsection id="H026A91A3BC474C4E97DE35A3CF5845A8"><enum>(c)</enum><header>GAO annual report</header><text display-inline="yes-display-inline">Not later than 9 months after the date of the enactment of this section, and annually thereafter, the Comptroller General shall submit to the relevant committees of Congress a report that compiles the information submitted pursuant to subsection (b)(1).</text> </subsection> <subsection id="H94938058FB1C41B9A8AF3334100B7F56"><enum>(d)</enum><header>OMB guidance</header><text>Not later than 3 months after the date of the enactment of this section, the Director—</text> 
<paragraph id="HF0A59A0E19994B4984D1387392E0D232"><enum>(1)</enum><text>shall issue guidance on the reports required pursuant to subsections (a), (b), and (c); and</text></paragraph> <paragraph id="HD7912A4A258C4936BAD7DBE666E4FF8A"><enum>(2)</enum><text>shall notify grant recipients of the report requirement described in subsection (b).</text></paragraph></subsection> 
<subsection id="H44EA5C41C6D543F5A7D4D66A57D1F343"><enum>(e)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> <paragraph id="H9B26FFBFC62E48198F608BDE91B55377"><enum>(1)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the Office of Management and Budget.</text> </paragraph> 
<paragraph id="HE76A5B3C3689469FB90DFDE78C9555CE"><enum>(2)</enum><header>Relevant committees of Congress</header><text>The term <term>relevant committees of Congress</term> means the following:</text> <subparagraph id="H197C4DDD75E74D5F9CC5F3E2AECBF35F"><enum>(A)</enum><text>Each authorizing committee of the House of Representative and the Senate.</text></subparagraph> 
<subparagraph id="HDDC789E0C4FE46F892CA60375BB9FB9A"><enum>(B)</enum><text display-inline="yes-display-inline">The Appropriations Committee of the House of Representative and the Senate.</text></subparagraph> <subparagraph id="H1D902A6AD7F7404F9D28940D9A335959"><enum>(C)</enum><text display-inline="yes-display-inline">The Committee on the Budget of the House of Representative and the Senate.</text></subparagraph></paragraph> </subsection></section>
