<section id="H325471087B6B4261BC04E5BA6EA828B8" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No PRC Seafood in Congress Act</short-title></quote>.</text></section> 
<section id="H40F38B81D48E426DB5EDDBF2E0951DBD"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text> <paragraph id="H9A9F5AFEB8A74FCFBEFFA333B95D585F"><enum>(1)</enum><text>Forced labor is pervasive in fishing, seafood harvesting, aquaculture, and seafood processing supply chains in the People’s Republic of China.</text></paragraph> 
<paragraph id="H1E5D1661201840C2827D42919E3CF500"><enum>(2)</enum><text>The lack of reliable supply-chain transparency and traceability makes it impracticable to verify that seafood products from the People’s Republic of China are free from forced labor.</text></paragraph></section> <section id="HE911B889C90447B2A9AE2D7E1239851B"><enum>3.</enum><header>Prohibition of Chinese seafood products in congressional dining facilities</header> <subsection id="H2C389C76632E41A9B058D51C6F4E3D6B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">No Chinese seafood product may be procured, served, or sold in a congressional dining facility.</text></subsection> 
<subsection id="H8C40A11F5A68416FBC8AA295A4360995"><enum>(b)</enum><header>Regulations</header><text>Not later than 180 days after the date of the enactment of this Act, each covered entity shall prescribe regulations to carry out this section with respect to a congressional dining facility under the jurisdiction, authority, supervision, or oversight of the covered entity.</text></subsection> <subsection id="H85C1F956761D43DCB85FB8B0FA9E3D32"><enum>(c)</enum><header>Country certifications</header><text>The regulations under subsection (b) shall require that any person who supplies a seafood product for a congressional dining facility to—</text> 
<paragraph id="H5DC0B69483264021A990190BBF551509"><enum>(1)</enum><text>certify each and every country in which the seafood contained in such product was fished, harvested, raised, produced, or processed; and</text></paragraph> <paragraph id="HFE25F0DD2D7643BC8F7C7D7961132FFF"><enum>(2)</enum><text>retain records sufficient to substantiate the certifications under paragraph (1).</text></paragraph></subsection> 
<subsection id="H46C478E7E1A14977BFF2B431B56DC89A"><enum>(d)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H19B1B4602B4D45D4A1DC6F1CD94F84B4"><enum>(1)</enum><header>Chinese seafood product</header><text>The term <quote>Chinese seafood product</quote> means seafood product intended for human consumption that—</text> 
<subparagraph id="H6010DB7D80F848BAA4F3BFF37E335B26"><enum>(A)</enum><text>is fished, harvested, raised, produced, or processed, in whole or in part, in the People’s Republic of China; or</text></subparagraph> <subparagraph id="H733D3A7D0F3F4DF787643759F678DE34"><enum>(B)</enum><text>is harvested or produced by a vessel—</text> 
<clause id="H75ECD7D65FD040EF8E5732E3BC55E73B"><enum>(i)</enum><text>owned or operated by a national of, or an entity organized under the laws of, the People’s Republic of China; or</text></clause> <clause id="H7CE7A9527E524B6D85404058F9D1C3D8"><enum>(ii)</enum><text>registered under the laws of the People’s Republic of China.</text></clause></subparagraph></paragraph> 
<paragraph id="HB0D8691300794A39AB46C19E4D9F9CDD"><enum>(2)</enum><header>Congressional dining facility</header><text>The term <quote>congressional dining facility</quote> means any cafeteria, restaurant, eatery, other dining establishment, or food service facility located in any of the Capitol Buildings, as defined in section 5101 of title 40, United States Code, or on the United States Capitol Grounds, as described in section 5102 of such title.</text></paragraph> <paragraph id="H656990E3327E468683084F9EBC080AFC"><enum>(3)</enum><header>Covered entity</header><text>The term <quote>covered entity</quote> means the following:</text> 
<subparagraph id="H81231D6895634384AA3D0042131302A2"><enum>(A)</enum><text>The Committee on House Administration of the House of Representatives.</text></subparagraph> <subparagraph id="HB20E181826AE4EC8B698B299E026789C"><enum>(B)</enum><text>The Committee on Rules and Administration of the Senate.</text></subparagraph> 
<subparagraph id="H437CBEC4B56E47E7939020EC166E1A30"><enum>(C)</enum><text>The Architect of the Capitol.</text></subparagraph> <subparagraph id="H0A5EAD39F31D4878B830BCF74435DF4B"><enum>(D)</enum><text>Any other entity with jurisdiction, authority, supervision, or oversight with respect to a congressional dining facility.</text></subparagraph></paragraph> 
<paragraph id="H862C8EB5C3304E6DADAADB8F27851A41"><enum>(4)</enum><header>People’s Republic of China</header><text>The term <quote>People’s Republic of China</quote> includes the Hong Kong Special Administrative Region and the Macau Special Administrative Region and does not include Taiwan.</text></paragraph> <paragraph id="HDAB10C8C9ACB4FAEBAEB991D2BDD8181"><enum>(5)</enum><header>Seafood product</header><text>The term <quote>seafood product</quote> includes the following:</text> 
<subparagraph id="H7142BBE6AF70464CA097710077C5B51F"><enum>(A)</enum><text>Fish, shellfish, processed fish, shellfish products, and all other forms of marine or aquatic animal life.</text></subparagraph> <subparagraph id="H2B7BC23FFE8842729D01437C7EBA2E24"><enum>(B)</enum><text>Any food for human consumption with respect to which a fish, shellfish, or other form of marine or aquatic animal life is a characterizing ingredient.</text></subparagraph></paragraph></subsection></section>
