R. 10171</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260827">August 27, 2026</action-date><action-desc><sponsor name-id="M001206">Mr. Morelle</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name>, and in addition to the Committees on <committee-name committee-id="HIF00">Energy and Commerce</committee-name>, and <committee-name committee-id="HED00">Education and Workforce</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish a supplemental food and nutrition services grant program, and for other purposes.</official-title></form><legis-body id="HC4FC2D0B0AF84B32A6EFADF0C4E22418" style="OLC"><section id="HA691F7E4DB1E41ABA0B27231B2CC404A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving Health Through Integrated Food and Nutrition Services at Federally Qualified Health Centers Act</short-title></quote>.</text></section><section id="HBA36386F2AE044159D09EECB2F917CC7"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text><paragraph id="H99290A2AF8C54D64B948F1AE3614E9FD"><enum>(1)</enum><text display-inline="yes-display-inline">Millions of Americans face food insecurity, which is a key driver of poor health outcomes and chronic disease.</text></paragraph><paragraph id="HFB6B37D157504633888EAAE44CC2DC7F"><enum>(2)</enum><text>Federally qualified health centers are uniquely positioned to integrate food and nutrition services into clinical care.</text></paragraph><paragraph id="HF8442B885D384909BE115BBF7342B887"><enum>(3)</enum><text>Federally qualified health centers serve populations that are disproportionately affected by food insecurity, chronic disease, and limited access to affordable, nutritious food. Addressing food access as a health intervention is essential to improving patient outcomes and reducing long-term health care costs.</text></paragraph></section><section id="H607D130DE5454821B26469916AA91627"><enum>3.</enum><header>Supplemental food and nutrition services grant program</header><subsection id="H3FD9CD4B86C347DF8BDB944F23A0E794"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration, (in this section referred to as the <quote>Secretary</quote>) shall establish a program to award grants, on a competitive basis, to Federally qualified health centers to—</text><paragraph id="HD37533CC9EC2443B80EDA4D25DAECC1B"><enum>(1)</enum><text>implement food insecurity screening tools;</text></paragraph><paragraph id="HE56C451D90B8416FBE1D5D63A69CB820"><enum>(2)</enum><text>operate on-site food pantries;</text></paragraph><paragraph id="HF79886FCB3F843B8A921CC0484B870FF"><enum>(3)</enum><text>partner with food banks, farms, and nutrition assistance programs;</text></paragraph><paragraph id="H5E1E6B4C4B3A4803B4901DF0DA2107CC"><enum>(4)</enum><text>employ registered dieticians and nutrition professionals; and</text></paragraph><paragraph id="H907EAB9153FA46089D9A37E8036B3C82"><enum>(5)</enum><text>offer culturally tailored nutrition education.</text></paragraph></subsection><subsection id="HC84C347B685F4D80AB1F0BB610F8EF9A" commented="no"><enum>(b)</enum><header>Applications</header><text>To be eligible for a grant under this section, a Federally qualified health center shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></subsection><subsection id="HD2157B6A9D36410EB099B41ADD56CFDB"><enum>(c)</enum><header>Technical assistance and capacity building</header><text>The Secretary shall provide to recipients of grants under this section—</text><paragraph id="HD2DDBC04082E4670856C15CB0DAB6A3B"><enum>(1)</enum><text>training and best practices for integrating food and nutrition services into care delivery; and</text></paragraph><paragraph id="HBF7529FD9C3546CD9811F882CC461018"><enum>(2)</enum><text>support for data collection, evaluation, and reporting.</text></paragraph></subsection><subsection id="HCFFF36D0DADB4436B04155B2CEAFA58A"><enum>(d)</enum><header>Coordination with Federal nutrition programs</header><text display-inline="yes-display-inline">In administering the program under this section, the Secretary shall coordinate with the Secretary of Agriculture and the Administrator for the Centers for Medicare &amp; Medicaid Services to—</text><paragraph id="H1DB8EFCCB8E74C1F9B67708E8E7C8B83"><enum>(1)</enum><text>streamline referrals and enrollment in—</text><subparagraph id="H561724218B9848469441D9BC149299A9"><enum>(A)</enum><text display-inline="yes-display-inline">the supplemental nutrition assistance program under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011 et seq.</external-xref>) (in this section referred to as <quote>SNAP</quote>);</text></subparagraph><subparagraph id="H18C48F68E98E4DAD96225CD88D4E7A42"><enum>(B)</enum><text display-inline="yes-display-inline">the special supplemental nutrition program for women, infants, and children under section 17 of the Child Nutrition Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/42/1786">42 U.S.C. 1786</external-xref>) (in this section referred to as <quote>WIC</quote>); and</text></subparagraph><subparagraph id="HB3F8A0DCDE5F4628BB950835E123BE30"><enum>(C)</enum><text>other nutrition programs;</text></subparagraph></paragraph><paragraph id="H0E51097587D9481B8FB9C4BE70E12325"><enum>(2)</enum><text>encourage Medicaid waivers or demonstration projects that support nutrition services as reimbursable care; and</text></paragraph><paragraph id="HA809C275F3CC4E53844065EC556BFDA1"><enum>(3)</enum><text>explore opportunities under value-based payment models to fund food and nutrition interventions.</text></paragraph></subsection><subsection id="H8DCEE98314E247658F611D670B388FDD"><enum>(e)</enum><header>Reporting and evaluation</header><text>As a condition of receiving a grant under this section, a Federally qualified health center shall agree to submit to the Secretary annual reports detailing—</text><paragraph id="H55135091E98B41E4A1599651D226C543"><enum>(1)</enum><text>the number of patients served by the grant;</text></paragraph><paragraph id="H3F3E056B57B34D24AC88D3C52A3597B9"><enum>(2)</enum><text>the number of referrals to, and enrollments in, SNAP, WIC, and other nutrition programs; and</text></paragraph><paragraph id="HE88E4DE5FB3C4A09A11681AADF1E1A01"><enum>(3)</enum><text display-inline="yes-display-inline">the community partnerships and resource utilization facilitated by the grant.</text></paragraph></subsection><subsection id="H9783C1B4989F41BF9FCC4F92A92C924F"><enum>(f)</enum><header>Federally qualified health center defined</header><text display-inline="yes-display-inline">In this section, the term <term>Federally qualified health center</term> has the meaning given the term in section 1861(aa) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395x">42 U.S.C. 1395x(aa)</external-xref>).</text></subsection><subsection id="HE21FEA5F2C414790BB2F6F59364BEDBA"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $100,000,000 for each of fiscal years 2027 through 2031.</text></subsection></section></legis-body></bill>
