R. 10145</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260824">August 24, 2026</action-date><action-desc><sponsor name-id="M000194">Ms. Mace</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Federal Food, Drug, and Cosmetic Act to direct the Administrator of the Environmental Protection Agency to rely on certain data with respect to a toxicity determination related to a pesticide chemical residue, and for other purposes.</official-title></form><legis-body id="H8BB53BF6666541F3844A046B0D0EB96E" style="OLC"><section id="H42C5830429084AA79D3ED8BC0056DC8D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Scientific Oversight for Unbiased and Neutral Data in Pesticide Research Act</short-title></quote> or the <quote><short-title>SOUND Pesticide Research Act</short-title></quote>.</text></section><section id="H26A9874302D94AD7B3151533AE53202D"><enum>2.</enum><header>Multigenerational reproductive toxicity study requirement</header><subsection id="HB8CCB3D766324D6B9AC7F174CFAB1772"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 408(b)(2) of the Federal Food, Drug, and Cosmetic Act (<external-xref legal-doc="usc" parsable-cite="usc/21/346a">21 U.S.C. 346a(b)(2)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="HD8E6B59932AF47DD9F929BB78C9436E7" display-inline="no-display-inline"><subparagraph id="H4D14AF11623D4E10ADF0FE1C4B937A6A"><enum>(G)</enum><header>Multigenerational reproductive toxicity study</header><clause id="H4AB1809ABCFB4FA3A2E5988E1EDA4624"><enum>(i)</enum><header>Requirements</header><text>In establishing, modifying, leaving in effect, or revoking a tolerance or exemption for a pesticide chemical residue, the Administrator shall rely on data that is—</text><subclause id="H8638D55A455646A2B350F417232EBE54"><enum>(I)</enum><text>comprehensive, as determined by the Administrator; and</text></subclause><subclause id="H2744C36D9F194270B525A31D7CEBD8F3"><enum>(II)</enum><text>derived from a multigenerational reproductive toxicity study that includes not fewer than 4 generations of test species.</text></subclause></clause><clause id="H0D4B78CF5F2A47FA9F6C83902774E535"><enum>(ii)</enum><header>Review</header><text>Not later than 180 days after the date of enactment of the Scientific Oversight for Unbiased and Neutral Data Research Act of 2026, the Administrator shall determine whether each determination to establish, modify, revoke, or leave in effect a tolerance or exemption for a pesticide chemical residue under this section is supported by data that meets the requirements under clause (i).</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H394BDF23513548689C47402E9B800FC5"><enum>(b)</enum><header>Report</header><text>Not later than 2 years after the date of enactment of this Act, the Administrator of the Environmental Protection Agency shall submit to Congress a report that identifies each determination that was reviewed, updated, or otherwise changed as a result of the amendments made to section 408(b)(2) of the Federal Food, Drug, and Cosmetic Act (<external-xref legal-doc="usc" parsable-cite="usc/21/346a">21 U.S.C. 346a(b)(2)</external-xref>) by this section.</text></subsection></section></legis-body></bill>
