<section id="H20D95F1066A44778941071F4D0B0BEF4" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Insider Trading on National Security Act of 2026</short-title></quote>.</text></section>
<section id="H2EB302F5C15047D2B13895D11175FD60"><enum>2.</enum><header>Inspector General report on insider trading during Operation Epic Fury</header> 
<subsection id="H4A5DF2A832F54626BFE98309B690B7BE"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than January 1, 2027, the Inspector General of the Department of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report on all complaints received by the Inspector General regarding insider trading on prediction and energy markets during Operation Epic Fury.</text></subsection> <subsection id="HD8C09D4B66234CF297C8EA2EB666A2A5"><enum>(b)</enum><header>Elements</header><text>The report under subsection (a) shall include—</text> 
<paragraph id="HF571CA1914004D98BDB867FEBE1D5273"><enum>(1)</enum><text>the number of complaints received regarding insider trading as described in subsection (a);</text></paragraph> <paragraph id="H83BE432E54944306B398C248DFBD95AF"><enum>(2)</enum><text>identification of whether such complaints were against members of the Armed Forces, civilian employees of the Department of Defense, or contractors;</text></paragraph> 
<paragraph id="H0AC8362AF8E848CC9CA6A71A5EC2972B"><enum>(3)</enum><text>the outcomes of those complaints, including whether they were substantiated and any accountability actions taken;</text></paragraph> <paragraph id="H27A17B58170442FD94EC36077213DF4D"><enum>(4)</enum><text>any identified trends associated with the complaints;</text></paragraph> 
<paragraph id="H743B91D2BA5842FBA8296207A09B3050"><enum>(5)</enum><text>an assessment of the operational risks and security vulnerabilities posed by activities identified in the complaints; and</text></paragraph> <paragraph id="H7E8C52460B214D6F88176B2FD9F00A44"><enum>(6)</enum><text>recommendations for possible safeguards to detect, deter, and reduce the likelihood of such insider trading happening in the future.</text></paragraph></subsection></section>
