<section id="H80BA77AE949043AA86A12C5DEB9D9C74" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Terminating Radical Attempts to Negate Sex Through Government Research Act</short-title></quote> or the <quote><short-title>TRANS Government Research Act</short-title></quote>.</text></section> 
<section id="HA5B0E9DA03CE4E39B203D2AB6F404509"><enum>2.</enum><header>Prohibition on availability of Federal funds for certain research</header> 
<subsection id="H26CE6DB202E045A7A98C58B7813C334B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, no Federal funds may be made available to directly or indirectly conduct, support, or fund covered research.</text></subsection> <subsection id="H65676F4DD29D4F848CC94F3154720002"><enum>(b)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H0487DAC194774F319414DF6FA8B7BC64"><enum>(1)</enum><header>Covered research</header><text>The term <quote>covered research</quote> means research that studies the effects of—</text> <subparagraph id="H498465C5BA534DDABF3D20AE901B1A8B"><enum>(A)</enum><text>gender-related medical treatment; or</text></subparagraph> 
<subparagraph id="H9B50913A1BED403AB648DC6303726BD1"><enum>(B)</enum><text>any other means of altering the body or physical appearance of a person to no longer correspond to the sex of such person, including by—</text> <clause id="H59B94F4DBE314EAA88A06B4A42530D29"><enum>(i)</enum><text>disrupting the natural development of the body of such person;</text></clause> 
<clause id="H3BA0085D49BB4A02AF01E6AAD5C889DE"><enum>(ii)</enum><text>inhibiting the natural functions of the body of such person; and</text></clause> <clause id="H3E0BCBCF3130476D9EB7FED5815D67EE"><enum>(iii)</enum><text>modifying the physical appearance or attire of such person.</text></clause></subparagraph></paragraph> 
<paragraph id="HD2C73496ECC94FCDB5C79B0F3BB85D2D"><enum>(2)</enum><header>Female</header><text>The term <quote>female</quote> means an individual who, but for a developmental or genetic anomaly or historical accident, naturally has, had, will have, or would have a reproductive system that produces, transports, and utilizes eggs for fertilization.</text></paragraph> <paragraph id="H58EA763EEBA64F8EB0511E07ABB9328D"><enum>(3)</enum><header>Gender-related medical treatment</header><text>The term <quote>gender-related medical treatment</quote> means—</text> 
<subparagraph id="H2E93A0C370C740A690E30325FD602523"><enum>(A)</enum><text>with respect to an individual who is female, medical treatment provided for the purpose of addressing the perception of such individual that such individual is not female, including—</text> <clause id="H0D48CAD56B78424388F63EE7E6C56E5A"><enum>(i)</enum><text display-inline="yes-display-inline">a surgical procedure, including—</text> 
<subclause id="H95D8658FAE8842409A3CAAB30ACBEBDC"><enum>(I)</enum><text>a vaginectomy;</text></subclause> <subclause id="H4E9F9035E0894FD0BFA640D29A56C548"><enum>(II)</enum><text>a hysterectomy;</text></subclause> 
<subclause id="HD8C930D9D4284B4798908AEBF06F4927"><enum>(III)</enum><text>an oophorectomy;</text></subclause> <subclause id="HB60FBB3FAE4946CD92118F88C840869F"><enum>(IV)</enum><text>the reconstruction of the urethra;</text></subclause> 
<subclause id="H1FA76FE638E54AD28CE63838E2CD4725"><enum>(V)</enum><text>a metoidioplasty;</text></subclause> <subclause id="H1613CC04E6A44188BF5E9C9E48927D07"><enum>(VI)</enum><text>a phalloplasty;</text></subclause> 
<subclause id="HBCD5C0F80E844759934CAE77870CEC59"><enum>(VII)</enum><text>a salpingo-oophorectomy;</text></subclause> <subclause id="H3D5A72B1337F47E29804FAA364CA92B0"><enum>(VIII)</enum><text>a scrotoplasty;</text></subclause> 
<subclause id="HDF11F0E7C61C4B16B4312E7CA2EE60A1"><enum>(IX)</enum><text>the implantation of erection or testicular protheses;</text></subclause> <subclause id="HA24E6CF21260401CB6F68FF2158932B6"><enum>(X)</enum><text>a subcutaneous mastectomy;</text></subclause> 
<subclause id="HE016DAFDA90F4D2ABA17A03DADBB5176"><enum>(XI)</enum><text>vocal cord surgery;</text></subclause> <subclause id="H99587AFA534E443F96DD567C6C651BAF"><enum>(XII)</enum><text>pectoral implantation; and</text></subclause> 
<subclause id="H65FC53AA4DB0439FAA707CFD6DAC3A15"><enum>(XIII)</enum><text>penile transplantation;</text></subclause></clause> <clause id="H2BB80664FA6849089773FB2B9D6E5ECE"><enum>(ii)</enum><text>an exogenous dose of testosterone or other androgen; and</text></clause> 
<clause id="HE27CC1D6708D47888F38A44C953D9C11"><enum>(iii)</enum><text>a puberty blocker, including—</text> <subclause id="H78EA2C362BFD493FA3A33CF139F5D3E7"><enum>(I)</enum><text display-inline="yes-display-inline">a gonadotropin-releasing hormone (GnRH) agonist; and</text></subclause> 
<subclause id="H13AF952B576349EC9E99930B77BFCE01"><enum>(II)</enum><text>a synthetic drug that—</text> <item id="HC6D7CDC62FB14FF591881A6B57FFA82D"><enum>(aa)</enum><text>suppresses the production of estrogen and progesterone; or</text></item> 
<item id="H03553FD198B747B0BD3EAA8242E1541C"><enum>(bb)</enum><text>delays or suppresses pubertal development; and</text></item></subclause></clause></subparagraph> <subparagraph id="H1FB3C47FAF154304945968CEC8786EC8"><enum>(B)</enum><text>with respect to an individual who is male, medical treatment provided for the purpose of addressing the perception of such individual that such individual is not male, including—</text> 
<clause id="H16E6FA3330E24438BDFB3DBA93FE51E2"><enum>(i)</enum><text>a surgical procedure, including—</text> <subclause id="HEA6B36F27294484CA33D54E1DA494232"><enum>(I)</enum><text>a penectomy;</text></subclause> 
<subclause id="H37CBF715769D44C19358CEEA4399C805"><enum>(II)</enum><text>an orchiectomy;</text></subclause> <subclause id="HCDE4772398E24EDE94E7AACC667E93D0"><enum>(III)</enum><text>a vaginoplasty;</text></subclause> 
<subclause id="H99F65258E35E4227A178899D9906F0AD"><enum>(IV)</enum><text>a clitoroplasty;</text></subclause> <subclause id="H16D5121691814373B8A126AF43A75A90"><enum>(V)</enum><text>a vulvoplasty;</text></subclause> 
<subclause id="H7B8D85643080432B9CD8E93BCF05609D"><enum>(VI)</enum><text>an augmentation mammoplasty;</text></subclause> <subclause id="H17497B162D5C426F8AF69FECA3990A12"><enum>(VII)</enum><text>facial feminization surgery;</text></subclause> 
<subclause id="H2F7B6A15795F4A96B45720E161C6CCC0"><enum>(VIII)</enum><text>vocal cord surgery;</text></subclause> <subclause id="H72D0F385251B4599BEB26EEF4EBB3DD2"><enum>(IX)</enum><text>a chondrolaryngoplasty;</text></subclause> 
<subclause id="H84AA2398A8E840308054431A140C0250"><enum>(X)</enum><text>gluteal augmentation; and</text></subclause> <subclause id="H4E59DDA490F04A74A8007ED8806A7296"><enum>(XI)</enum><text>uterine transplantation;</text></subclause></clause> 
<clause id="HD0224E82DE0948C3A75331DA0E6A6345"><enum>(ii)</enum><text>an exogenous dose of estrogen; and</text></clause> <clause id="H8A84C2EF18444463ABC2CCFA3D24B707"><enum>(iii)</enum><text>a puberty blocker, including—</text> 
<subclause id="HFEB69B4A98A04350AA95B14D22CFF9F3"><enum>(I)</enum><text display-inline="yes-display-inline">a gonadotropin-releasing hormone (GnRH) agonist; and</text></subclause> <subclause id="H56F5DC49997B42578B817F93B1392800"><enum>(II)</enum><text>a synthetic drug that—</text> 
<item id="HC18FB8CF2F07408F8636F8A1624105BB"><enum>(aa)</enum><text>suppresses the production of testosterone; or</text></item> <item id="H90B7981DC0B3466FBD44015E8CD28EA1"><enum>(bb)</enum><text>delays or suppresses pubertal development.</text></item></subclause></clause></subparagraph></paragraph> 
<paragraph id="HE67DC41E42804D858C41016F76CB0D07"><enum>(4)</enum><header>Male</header><text>The term <quote>male</quote> means an individual who, but for a developmental or genetic anomaly or historical accident, naturally has, had, will have, or would have a reproductive system that produces, transports, and utilizes sperm for fertilization.</text></paragraph> <paragraph id="HF096E62DED0A4564A1B6B2B213F987C2"><enum>(5)</enum><header>Sex</header><text>The term <quote>sex</quote> means the biological determination with respect to whether an individual is male or female.</text></paragraph></subsection></section>
