<section id="HAC463F94AD1B43CEBE749F79B2AB62E5" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Defense Export Modeling Alignment for National Defense Act of 2026</short-title></quote> or the <quote><short-title>DEMAND Act of 2026</short-title></quote>.</text></section> 
<section id="H650255F0A9294DFBBF4B14E94BA06CEC"><enum>2.</enum><header>Department of Defense integration of demand for foreign military sales into industrial base planning</header> 
<subsection id="H8387266045AF4193A1FD64DF227C1EE0"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Defense shall include projected demand for foreign military sales, including any foreign military sales that are in progress, in—</text> <paragraph id="HB75E363D765146228750EC41C82D0844"><enum>(1)</enum><text>Any industrial base assessments conducted by the Secretary.</text></paragraph> 
<paragraph id="HAFCE176F8C834910B67F53A4CECB15F8"><enum>(2)</enum><text>Munitions production planning documents.</text></paragraph> <paragraph id="HF8577982CB744924AA0FEA1139F9543D"><enum>(3)</enum><text>Sustainment planning for major defense acquisition programs (as defined in section 4201 of title 10, United States Code).</text></paragraph> 
<paragraph id="H0A50F278FE83425BB4FDC3277FA004EB" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline">Decisions of the Secretary regarding production rate increases and capacity expansion of defense articles (as defined in section 644 of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2403">22 U.S.C. 2403</external-xref>)).</text></paragraph></subsection> <subsection id="H917343707C674A91B1140F739EDDAFEE"><enum>(b)</enum><header>Objectives</header><text display-inline="yes-display-inline">In carrying out subsection (a), the Secretary shall seek to achieve the following objectives with respect to the defense industrial base:</text> 
<paragraph id="HDCB3D15F746444E2A4070580FF425251"><enum>(1)</enum><text>Expand production capacity.</text></paragraph> <paragraph id="H728E4B8DC843401BA80FC207DD2D7BA1"><enum>(2)</enum><text>Stabilize critical suppliers and of the defense industrial base.</text></paragraph> 
<paragraph id="H36C30BAC860D45FB9B856C4A6DF8805F"><enum>(3)</enum><text>Incentivize capital investment in critical production lines.</text></paragraph></subsection> </section> </legis-body></bill>
