<section id="HD3C996FDB4E84B65AA5D4085D84E9D75" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Methane Pollution Accountability Act</short-title></quote>.</text></section> <section id="H68A3FEF9D878413CA907B4C52B4C3D21"><enum>2.</enum><header>Royalties on all extracted methane</header> <subsection id="HE6A1C2D2B4AE4E26BAF9CFB0DE094CCC"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">For all leases issued after the date of enactment of this Act, except as provided in subsection (b), royalties paid for gas produced from Federal land and on the outer Continental Shelf shall be assessed on all gas produced, including all gas that is consumed or lost by venting, flaring, or negligent releases through any equipment during upstream operations.</text></subsection> 
<subsection id="H4101659D11114726BBA478120CCD5220"><enum>(b)</enum><header>Exception</header><text>Subsection (a) shall not apply with respect to—</text> <paragraph id="H19DFC8014B83483FAF258EF9AA52BEEC"><enum>(1)</enum><text>gas vented or flared for not longer than 48 hours in an emergency situation that poses a danger to human health, safety, or the environment;</text></paragraph> 
<paragraph id="H042ACECB467641EF90CFBC7966F62B06"><enum>(2)</enum><text>gas used or consumed within the area of the lease, unit, or communitized area for the benefit of the lease, unit, or communitized area; or</text></paragraph> <paragraph id="HFA44046CD4BD40DFA222AF9709789ADD"><enum>(3)</enum><text>gas that is unavoidably lost.</text></paragraph></subsection></section> 
<section id="H6D80672AA1244C38871A2FE6D0DC6548"><enum>3.</enum><header>Waste prevention, production subject to royalties, and resource conservation</header><text display-inline="no-display-inline">The Director of the Bureau of Land Management shall enforce the final rule entitled <quote>Waste Prevention, Production Subject to Royalties, and Resource Conservation</quote> and published on April 10, 2024 (89 Fed. Reg. 25378), and may not finalize—</text> 
<paragraph id="H06456E019DC44BFE83EFCE680406E6C7">
        <enum>(1)</enum>
 <text>the proposed rule entitled <quote>Royalty for Oil and Gas Lost From Onshore Federal and Indian Leases</quote> and published on June 24, 2026 (91 Fed. Reg. 37906); or</text>
      </paragraph> 
<paragraph id="H312F3D9EB10C44579C172BDC034519EF">
        <enum>(2)</enum>
 <text display-inline="yes-display-inline">any other rule that revises the final rule entitled <quote>Waste Prevention, Production Subject to Royalties, and Resource Conservation</quote> and published on April 10, 2024 (89 Fed. Reg. 25378), unless the Director publishes a certification that the other rule will further minimize the waste of natural gas from oil and gas leases administered by the Director or improve air quality and public health.</text>
      </paragraph></section>
