<section id="HCD8C2635D47C45BC8AC30C53A895E42F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Congressional Authorization for Federal Building Names Act</short-title></quote>.</text></section> <section id="H9D0E1236657D4F87B5121117A483D37F" section-type="subsequent-section"><enum>2.</enum><header>Prohibition on renaming of Federal property</header> <subsection id="HBF031C6EDDFA4DDA90BF6DC1C6B982A8"><enum>(a)</enum><header>Renaming Federal property</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/3">Chapter 3</external-xref> of title 5, United States Code, is amended by adding at the end the following new section:</text>

<section id="H0E9090CD57CA49238903FD507AD09210"><enum>307.</enum><header>Renaming of Federal property</header> 
<subsection id="H2FAC2A86AC0845D98F5CDDB6BCC90E58"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Federal property may not be renamed or redesignated except through a provision of law enacted by Congress that expressly renames or redesignates such property.</text></subsection> <subsection id="HB30901AD0E044D6B868E9BAC51EA1AB8" commented="no"><enum>(b)</enum><header>Federal property defined</header><text>In this section, the term <quote>Federal property</quote> means any feature (including a geographic or administrative feature), building (including a public building as defined in section 3301 of title 40), or other real property or interest in real property—</text> 
<paragraph id="H0D6088F0EC3A4EE1ABC8C37FE119CDB7" commented="no"><enum>(1)</enum><text>administered by a Federal agency; and</text></paragraph> <paragraph id="H26D3E8CF2CD4454E9BD0AF6A48A90D62" commented="no"> <enum>(2)</enum> <text>the name of which is designated or otherwise assigned by Federal statute.</text>
                            </paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H46193B3693F349E8ABE8EAA869284F0B"><enum>(b)</enum><header>Malicious mischief</header> 
<paragraph id="HC42F89323F1A4F64BF86A240B21B3AB9"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/65">Chapter 65</external-xref> of title 18, United States Code, is amended by adding at the end the following new section:</text> <quoted-block style="USC" id="H8DFA8AF4C63C4927BA1FC1638764C4E5" display-inline="no-display-inline"> <section id="H98D4B61DF8A3478195CF4CC2ABE55E86"><enum>1370.</enum><header>Displaying incorrect name on Federal property</header> <subsection id="HC76CBAE46CCE4BB8B51766A5C9DFBEA0"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Any covered officer or employee who willfully displays an incorrect name of a unit of Federal property on such property or renames a unit of Federal property without prior statutory authorization shall be subject to the following:</text>

                                    <enum>(1)</enum>
 <text display-inline="yes-display-inline">If the damage or attempted damage to such property exceeds the sum of $1,000, a fine under this title or imprisonment for not more than 10 years, or both.</text>
                                </paragraph>

                                    <enum>(2)</enum>
 <text>If the damage or attempted damage to such property does not exceed the sum of $1,000, a fine under this title or by imprisonment for not more than 1 year, or both.</text>
                                </paragraph></subsection>
<subsection id="H9BF15FD8E4204314956FA291D087061C"><enum>(b)</enum><header>Statute of limitations</header><text display-inline="yes-display-inline">An action under subsection (a) shall be commenced not later than 10 years after the date on which the violation occurs.</text></subsection> <subsection id="H47778DFACABA47419B21C248106DFA87"><enum>(c)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H787795531EBF4C2B88BDD001695EFC61"><enum>(1)</enum><header>Covered officer or employee</header><text>The term <quote>covered officer or employee</quote> means an officer or employee of the Federal Government that is politically appointed, including an officer or employee appointed to or acting in a position that requires Senate confirmation.</text></paragraph> <paragraph id="H36F6989AFBE24405B0469E92146B20C5"><enum>(2)</enum><header>Federal property</header><text>The term <quote>Federal property</quote> has the meaning given the term in section 307 of title 5.</text></paragraph></subsection> </section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HB966368F07F74DF89B5A1287B05F4311"><enum>(2)</enum><header>Effective date</header><text>The amendment made by paragraph (1) shall take effect on January 1, 2027.</text></paragraph></subsection> <subsection id="HB37CC7C3397F4CA1BD646F09D17A129C"><enum>(c)</enum><header>Naming or designating buildings</header><text>Section 3102 of title 40, United States Code, is amended by striking <quote>regardless of whether it was previously named by statute</quote> and inserting <quote>unless such building was previously named by statute</quote>.</text></subsection> 
<subsection id="HA5D8BD41BC6F43B3A861DA652BF1D9A1"><enum>(d)</enum><header>Clerical amendments</header> 
<paragraph id="H86F3174A6BC44147B9FE62D9FFDA5DF3"><enum>(1)</enum><text>The table of sections for chapter 3 of part I of title 5, United States Code, is amended by adding at the end the following new item:</text> <quoted-block style="USC" id="HA1B99F897D764EDE955ED522C0AA1539" display-inline="no-display-inline"> <toc regeneration="no-regeneration"> <toc-entry level="section">307.
