<section id="H5CE4966EA9774BD29775FD5C2AE1F247" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Constituent Services Impacts of Federal Workforce Firings Act</short-title></quote>.</text></section> <section id="HB072F994D871417C9B8D36A248FB15E0"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="HB62A6E4058E244CEAF51D6E876A172B2"><enum>(1)</enum><text>Many Federal agencies provide essential constituent services, including processing benefits, responding to casework inquiries, administering grants, conducting outreach, and maintaining public facing operations.</text></paragraph> <paragraph id="H53185D77201144C69B873C22965236F7"><enum>(2)</enum><text>Federal reductions in force may significantly alter agency staffing levels, affecting the delivery of constituent facing services across the Federal Government.</text></paragraph> 
<paragraph id="HD008C58A39534C058AF42E8EF74DEBD0"><enum>(3)</enum><text>Workforce reductions may increase service backlogs, lengthen processing times, reduce access to in person or telephone assistance, and diminish the overall responsiveness of agencies to constituents.</text></paragraph> <paragraph id="H5B745CAEED9C438C8495F8F982FB1653"><enum>(4)</enum><text>Reductions in force may disproportionately affect agencies with high volumes of public interaction, including those administering Social Security, veterans benefits, immigration services, tax administration, and disaster assistance.</text></paragraph> 
<paragraph id="H6B907A8035194F528F2A7A320A7B7C48"><enum>(5)</enum><text display-inline="yes-display-inline">There is currently no comprehensive Federal assessment of how reductions in force affect constituent services, service delivery performance, or the ability of agencies to meet statutory and mission critical obligations.</text></paragraph> <paragraph id="H62A90CA51D7D48FB9A1A681FC9569C10"><enum>(6)</enum><text>During and after a reduction in force, agencies may be unable to provide timely information or case specific responses to Members of Congress or congressional staff, impairing the ability of Congress to assist constituents in resolving issues involving Federal programs.</text></paragraph></section> 
<section id="HF178DE14941B41E18E29A8BBFE55A5AA"><enum>3.</enum><header>GAO study on impact of reductions in force on agency constituent services</header> 
<subsection id="H31E55552E812491B96B6DEFDFCF7DE34"><enum>(a)</enum><header>In general</header><text>The Comptroller General of the United States shall conduct a comprehensive study on the impacts of reductions in force on constituent services provided by Federal agencies.</text></subsection> <subsection id="H5BDBE91B525D4A4BB44F0C4CC04F9105"><enum>(b)</enum><header>Scope of study</header><text>Such study shall examine, at a minimum—</text> 
<paragraph id="HDE6C547288BD4381A1618125D98C1214"><enum>(1)</enum><text>changes in constituent service performance metrics following a reduction in force, including—</text> <subparagraph id="HAE61060D59C54AFAB48D58BCB17DF851"><enum>(A)</enum><text>processing times for benefits, claims, and applications;</text></subparagraph> 
<subparagraph id="H8C474BD3B50543829ED2BEDCD6126FEA"><enum>(B)</enum><text>casework responsiveness and resolution rates;</text></subparagraph> <subparagraph id="H872CA29FB9A844FC880FC7F766093CC4"><enum>(C)</enum><text>call center wait times and service availability; and</text></subparagraph> 
<subparagraph id="H2C08DF78A7324451B8887E8D0B02DBD3"><enum>(D)</enum><text>public facing operational capacity, including field office hours and staffing;</text></subparagraph></paragraph> <paragraph id="H110294F076D2491AB5EA920156F3A3CE"><enum>(2)</enum><text>impacts on service backlogs and delays across agencies with significant constituent interaction;</text></paragraph> 
<paragraph id="H1F754F213A2F46949A6E6432524F1F89"><enum>(3)</enum><text>effects on agencies ability to meet statutory deadlines or mission critical service obligations;</text></paragraph> <paragraph id="H95DA0344187D418088E2984A05313083"><enum>(4)</enum><text>operational and administrative challenges faced by agencies in maintaining constituent services during and after a reduction in force;</text></paragraph> 
<paragraph id="HDD1325AB1A604525A7DACB52AA1251F9"><enum>(5)</enum><text>differences in impacts based on—</text> <subparagraph id="H2EC2E3E5EE0C485E9E2FFE1A7D351C6C"><enum>(A)</enum><text>size and scale of the reduction in force;</text></subparagraph> 
<subparagraph id="HD4E9BA309DC2491C92C34825565F3D8D"><enum>(B)</enum><text>geographic distribution of affected employees; and</text></subparagraph> <subparagraph id="H6152C1802224480682B80D01956B56A6"><enum>(C)</enum><text>agency mission, service volume, and workforce composition;</text></subparagraph></paragraph> 
<paragraph id="H9F71D1F637A6464981706CA46E899429"><enum>(6)</enum><text>historical case studies of significant reductions in force occurring within the previous 20 years and their effects on constituent services;</text></paragraph> <paragraph id="HADC52344A6374314981C1C2EEAAF8E73"><enum>(7)</enum><text>strategies used by agencies to mitigate service disruptions;</text></paragraph> 
<paragraph id="H8BCB5BDC8A7D42BCB50C18EB1AAE76B1"><enum>(8)</enum><text display-inline="yes-display-inline">the extent to which reductions in force impede agencies’ ability to respond to congressional casework inquiries, including situations in which agencies cannot provide necessary information for Members of Congress to assist constituents;</text></paragraph> <paragraph id="H35CC2EC8A1944C89A1EDDF68BA3E3B1F"><enum>(9)</enum><text display-inline="yes-display-inline">whether an agency changed the definition of a backlog, completed case, processing time, service target, or other performance measure before or after the workforce reduction;</text></paragraph> 
<paragraph id="HC1EDC5C5F77F47B98D4CE9803EDB273E"><enum>(10)</enum><text>whether the agency reduced or restricted access to services, including shorter office hours, fewer appointments, abandoned calls, website problems, or people being turned away before a case was formally opened;</text></paragraph> <paragraph id="H7C4D5F5AF7AC45E4A795EF0F1BA26F64"><enum>(11)</enum><text>error rates, appeals, reversals, reopened cases, repeat contacts, missed inspections, and whether an issue was actually resolved rather than simply closed;</text></paragraph> 
<paragraph id="H43FBEDA00EDB4D1E8F87E99C6E23A280"><enum>(12)</enum><text>workload effects on the employees who remain, including caseloads, overtime, leave denials, burnout, morale, safety issues, and subsequent resignations or retirements;</text></paragraph> <paragraph id="HC865C366B4F442428CA75CFCEC960393"><enum>(13)</enum><text>whether work was shifted somewhere else, including to another agency component or contractors;</text></paragraph> 
<paragraph id="HB058AD12B65B41A8B0F174C650714CB5"><enum>(14)</enum><text>the full cost of the reductions in force, including overtime, contracting, severance, relocation, litigation, rehiring, and retraining, rather than just the initial payroll savings;</text></paragraph> <paragraph id="HE9C0F3F4AAF745A7AF8929A1580689A8"><enum>(15)</enum><text>localized impacts, including at field offices, geographic regions, occupations, or programs;</text></paragraph> 
<paragraph id="H1D5585667704473B9823BBD4C9FDFB33"><enum>(16)</enum><text>longer-term impacts, including institutional knowledge loss and increased attrition; and</text></paragraph> <paragraph id="HCD355FDADEAF44CD8727E8006B4512B4"><enum>(17)</enum><text>whether the mitigation efforts were sustainable or depended on overtime, deferred work, reduced quality control, or employees temporarily absorbing additional duties.</text></paragraph></subsection> 
<subsection id="H0BA7AF6C0D8345A7827A106F9EFCAA84"><enum>(c)</enum><header>Consultation</header><text>In conducting the study, the Comptroller General shall seek to consult with—</text> <paragraph id="H47D1C520A976457495FEB3ADAC437F96"><enum>(1)</enum><text>Federal agencies with substantial constituent service responsibilities;</text></paragraph> 
<paragraph id="H6C33926C654E4831A6BE37E0A6779A6A"><enum>(2)</enum><text>the Office of Personnel Management;</text></paragraph> <paragraph id="H34FED6629D84465593487B61C866B280"><enum>(3)</enum><text>labor unions representing Federal employees; and</text></paragraph> 
<paragraph id="H79B7B1F4CA7E4DB38ADA0A1AC4C43A83"><enum>(4)</enum><text>public administration experts, service delivery researchers, and workforce analysts.</text></paragraph></subsection> <subsection id="HAF6ECA94C3D3475BB09449D32672AC36"><enum>(d)</enum><header>Data Sources</header><text>The study may use administrative data, surveys, performance metrics, economic modeling, and publicly available service delivery statistics.</text></subsection> 
<subsection id="H45AA6B5432E54004900A6DCDCC963481"><enum>(e)</enum><header>GAO Report</header> 
<paragraph id="HB7C6B1CFCAF14ADEB8BF58E6DB10455D"><enum>(1)</enum><header>Deadline</header><text>Not later than 18 months after the date of the enactment of this Act, the Comptroller General shall submit a report on the study conducted under subsection (a) to—</text> <subparagraph id="HF697B591215A46F68DE86F680E94CDE1"><enum>(A)</enum><text>the Committee on Oversight and Government Reform of the House of Representatives;</text></subparagraph> 
<subparagraph id="H0B64494547F846E1BD090AC9C6232071"><enum>(B)</enum><text>the Committee on Homeland Security and Governmental Affairs of the Senate;</text></subparagraph> <subparagraph id="H4EB64DA76EB842B696D8D8945FD1F42B"> <enum>(C)</enum> <text>the Committee on Education and Workforce of the House of Representatives; and</text>
          </subparagraph> 
<subparagraph id="H8F34FF6566814485B0D0F79E7892E0D4"><enum>(D)</enum><text>the Committee on Health, Education, Labor, and Pensions of the Senate.</text></subparagraph></paragraph> <paragraph id="H6D85A93ED6A14A4286DD18784D86A8F1"><enum>(2)</enum><header>Contents</header><text>The report shall include—</text> 
<subparagraph id="H128A7C4AB7C247769DB409F7739216BF"><enum>(A)</enum><text>findings and analysis from the study, including—</text> <clause id="HF2C3E0EB39E943929B13263BFF24F364"><enum>(i)</enum><text>an assessment of how reductions in force affected constituent service delivery across agencies;</text></clause> 
<clause id="H9F74D6250B884E0FAE16EB07E347A4A3"><enum>(ii)</enum><text>identification of agencies experiencing the greatest service disruptions;</text></clause> <clause id="H869FC0DB6F364FA791E6CC39F02ADD02"><enum>(iii)</enum><text display-inline="yes-display-inline">evaluation of whether reductions in force improved or impaired agency efficiency; and</text></clause> 
<clause id="H7FC4196E62EE42CFBD458FD90133631E"><enum>(iv)</enum><text>recommendations for statutory or administrative changes to strengthen constituent service continuity during workforce reductions;</text></clause></subparagraph> <subparagraph id="H558BAC88248C474E9ED60E2789E9AE87"><enum>(B)</enum><text display-inline="yes-display-inline">projected short term and long term impacts of reductions in force on constituent services;</text></subparagraph> 
<subparagraph id="H4367B40427844F0E9DFF6D8A9E8BA62B"><enum>(C)</enum><text display-inline="yes-display-inline">policy options for Congress to consider, including potential Federal assistance, coordination mechanisms, or service continuity planning tools to address any identified delays in constituent services resulting from reductions in force; and</text></subparagraph> <subparagraph id="H8E50FFAA04624D9398E2213AEF9FFB3D"> <enum>(D)</enum> <text display-inline="yes-display-inline">an evaluation of how a reduction in force-related staffing shortages affected agencies’ ability to respond to congressional casework inquiries and provide information necessary for Members of Congress to assist constituents.</text>
                    </subparagraph></paragraph> 
<paragraph id="H34FAC4C79563446F9A42D9D003E9F816"><enum>(3)</enum><header>Public availability</header><text>The Comptroller General shall make the report publicly available on the website of the Government Accountability Office.</text></paragraph></subsection> <subsection id="H80D74C3B91D4446AA8734168F52E1E8C"><enum>(f)</enum><header>Definitions</header><text>In this Act—</text> 
<paragraph id="H075D52D1295E4AE0B7BB21FEA6966B00"><enum>(1)</enum><text>the term <term>constituent services</term> means services provided by Federal agencies, including processing benefits, responding to casework inquiries, administering applications, providing public information, responding to inquiries and requests from Congress, and maintaining public facing operations; and</text></paragraph> <paragraph id="H9D6C97EF7E49497D95247097BFEB712D"><enum>(2)</enum><text>the term <term>reduction in force</term> means—</text> 
<subparagraph id="H840478256F3B4269AFB9DAB5C282FD83"><enum>(A)</enum><text>a reduction in force under subchapter I of chapter 35 or section 3595 of title 5, United States Code; and</text></subparagraph> <subparagraph id="H6C367025EF8B4F849CDFEC0D78D03E49"><enum>(B)</enum><text display-inline="yes-display-inline">any other significant downsizing action with respect to the Federal civilian employees, including the Deferred Resignation Program, the mass termination of probationary employees, the use of the Voluntary Early Retirement Authority and Voluntary Separation Incentive Payments, hiring freezes, non-renewal of term or temporary employees, and forced relocations or directed reassignments leading to separation.</text></subparagraph></paragraph></subsection></section>
