A BILL

To amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to include community hardening as an eligible use of assistance under section 404 of such Act, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. Short title.

This Act may be cited as the “Community-Level Upgrades for Safer, Threat-Resistant Homes Act” or the “CLUSTER Act”.

SEC. 2. Hazard mitigation.

Section 404(f) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5170c(f)) is amended—

(1) in paragraph (13) by striking “and” at the end;

(2) in paragraph (14) by striking the period at the end and inserting “; and”; and

(3) by adding at the end the following:

“(15) community hardening or cluster hardening, including coordinated mitigation across private residential structures.”.
