<official-title display="yes">Proposing an amendment to the Constitution of the United States to
            clarify the 14th amendment does not provide for automatic citizenship for the children
            of aliens.</official-title>

<resolution-body style="constitutional-amendment" id="HB2CE031648454EF1BA097A6D361A1EDE">
<section display-inline="yes-display-inline" section-type="undesignated-section" id="HCFF4427902664F2BAEB5E6B91E009DF6"><enum/><text display-inline="yes-display-inline">That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission for ratification:</text> <quoted-block style="traditional" id="HBAD2FB4AF4A849B0AE927FC0A5976D7C" display-inline="no-display-inline"><constitution-article id="HFE97DC5A61144B4E941E5F330BB85ADD"> <enum> —</enum> <section id="H5E8819E36BFD4878AF9F3CF4E2C69D4D" section-type="section-one"> <enum>1.</enum> <text display-inline="yes-display-inline">For purposes of the 14th article of amendment to the Constitution of the United States, a person born in the United States may only be considered to be ‘subject to the jurisdiction of the United States’ if the person is born in the United States of parents, at least one of whom is—</text>
                        <paragraph id="H0D4B1C5B450842C89982FE240BC2F6AD">
                            <enum>(1)</enum>
 <text>a citizen of the United States;</text> </paragraph> <paragraph id="HAB4309FD518B4CF08CBBCB7A8191D793"> <enum>(2)</enum> <text>a national of the United States; or</text>
                        </paragraph>
                        <paragraph id="HEA5F2D014BA54C1BBA8C6AEBCEEBE334">
                            <enum>(3)</enum>
 <text>an alien lawfully admitted for permanent residence in the United States whose residence is in the United States.</text>
                        </paragraph>
                    </section>
                    <section id="H2C7F87C9C05E48C59DC59141F85F2C29" display-inline="no-display-inline" section-type="section-one">
                        <enum>2.</enum>
 <text display-inline="yes-display-inline">Congress shall have the power to carry out this article through appropriate legislation.</text>
