RES. 186</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260514">May 14, 2026</action-date><action-desc><sponsor name-id="I000056">Mr. Issa</sponsor> submitted the following joint resolution; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>JOINT RESOLUTION</legis-type><official-title display="yes">Establishing a ratification deadline for the Congressional Apportionment Amendment.</official-title></form><resolution-body style="OLC" id="H5C7B8D56B4904169871A984DF19BBE60"><section display-inline="no-display-inline" section-type="section-one" id="HAD4A8547DF9D45C9A3E887EA67E2C2A6"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This joint resolution may be cited as the <quote><short-title>Congressional Apportionment Amendment Deadline Act</short-title></quote>.</text></section><section id="HA48DF6F3209840D2836179694E96681B"><enum>2.</enum><header>Ratification deadline</header><subsection id="H0F19C3807AC54157BB376748E77EC3DA"><enum>(a)</enum><header>In general</header><text>Notwithstanding the absence of a ratification deadline at the time of proposal, the Congressional Apportionment Amendment shall be valid to all intents and purposes as part of the Constitution only if it is ratified by the legislatures of three-fourths of the several States not later than December 31, 2026.</text></subsection><subsection id="HE52120CA30964B2DADA3C6E82CB2A3AD"><enum>(b)</enum><header>Validity after deadline</header><text>Any ratification of such amendment occurring after the date specified in <internal-xref idref="H0F19C3807AC54157BB376748E77EC3DA" legis-path="2.(a)">subsection (a)</internal-xref> shall not be valid for purposes of adopting the amendment.</text></subsection></section><section id="H1DB7200431994607B08C3EB0A90C57AC"><enum>3.</enum><header>Congressional authority</header><text display-inline="no-display-inline">Congress asserts its authority under Article V of the Constitution of the United States to establish reasonable conditions for the ratification of proposed amendments, including the imposition of a ratification deadline.</text></section></resolution-body></resolution>
