        <official-title display="yes">Proposing an amendment to the Constitution of the United
            States to ensure that only citizens are eligible to vote in Federal
            elections.</official-title>

 <text display-inline="yes-display-inline">That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by conventions in three-fourths of the several States:</text>

                        <enum>1.</enum>
 <text display-inline="yes-display-inline">Only citizens of the United States may qualify to vote in any primary or other election for President or Vice President, for electors for President or Vice President, or for Senator or Representative in Congress. </text>
                    </section>

                        <enum>2.</enum>
 <text display-inline="yes-display-inline">Appropriate legislation to enforce this article shall be prescribed in each State by the legislature thereof; but the Congress may at any time by law make or alter such regulations. Congress shall have the power to enforce this article by appropriate legislation for the District constituting the seat of Government of the United States. </text>
