which was referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Recognizing the significance of endometriosis as an unmet chronic disease for women and designating March 2023 as <quote>Endometriosis Awareness Month</quote>.</official-title></form><preamble><whereas><text>Whereas more than 6,500,000 women in the United States are living with endometriosis;</text></whereas><whereas><text>Whereas endometriosis is a chronic disease that can be painful and debilitating and affects—</text><paragraph id="id15e6b1083c3143f18646bda2bd9e9313"><enum>(1)</enum><text>approximately 190,000,000 women throughout the world; </text></paragraph><paragraph id="idcea7df9ccb474e2a87b3c28a6c914f59"><enum>(2)</enum><text>an estimated 1 in 10 women of reproductive age in the United States; and</text></paragraph><paragraph id="idd070e245671742d8b6a8c082fb720dcc"><enum>(3)</enum><text>primarily women in their 30s and 40s, but can affect any woman who menstruates;</text></paragraph></whereas><whereas><text>Whereas the cause of endometriosis is not known, but risk factors include— </text><paragraph id="idCE5C7304821841C2A61235D3B611FAD1"><enum>(1)</enum><text>having a mother, sister, or daughter with endometriosis; </text></paragraph><paragraph id="id07C620D4B17441B78FEE76E699B71A01"><enum>(2)</enum><text>menstrual cycles that started at an early age; </text></paragraph><paragraph id="id197690F19196409C8A2748F1D9E86951"><enum>(3)</enum><text>menstrual cycles that are short; and </text></paragraph><paragraph id="id69BD250CD9914C3295CD13FBC8E5D90E"><enum>(4)</enum><text>periods that are heavy and last more than 7 days;</text></paragraph></whereas><whereas><text>Whereas endometriosis occurs when tissue similar to that of the lining of the uterus begins to grow outside the uterus;</text></whereas><whereas><text>Whereas, for many women, the only way currently available to be certain of an endometriosis diagnosis is to have a surgical procedure known as a laparoscopy;</text></whereas><whereas><text>Whereas the primary symptoms of endometriosis include pain and infertility, and many women with endometriosis live with debilitating, chronic pain;</text></whereas><whereas><text>Whereas symptoms of anxiety and depression are common among women with endometriosis, with reported rates as high as 75 to 90 percent;</text></whereas><whereas><text>Whereas, although endometriosis is one of the most common gynecological disorders in the United States, there is a lack of awareness and prioritization of endometriosis as an important health issue for women;</text></whereas><whereas><text>Whereas women can suffer from endometriosis for up to 10 years before being properly diagnosed;</text></whereas><whereas><text>Whereas approximately 75 percent of women with endometriosis experience a misdiagnosis;</text></whereas><whereas><text>Whereas the management of symptoms of endometriosis may include low-dose oral contraceptives, intrauterine devices (IUDs), painkillers, including nonsteroidal anti-inflammatory drugs (NSAIDs), and gonadotropin-releasing hormone (GnRH) agonist therapy;</text></whereas><whereas><text>Whereas in vitro fertilization (IVF) is often recognized as the best option for patients experiencing endometriosis-associated infertility and for whom initial surgery was unsuccessful; </text></whereas><whereas><text>Whereas endometriosis is associated with increased health care costs and poses a substantial burden to patients in the health care system;</text></whereas><whereas><text>Whereas, in the United States, the estimated average direct health care cost associated with endometriosis per patient is more than $13,000 per year;</text></whereas><whereas><text>Whereas 40 percent of women with endometriosis report impaired career growth due to endometriosis, and approximately 50 percent of women with endometriosis experience a decreased ability to work;</text></whereas><whereas><text>Whereas the Centers for Disease Control and Prevention found that the average number of <quote>bed days</quote> for patients with endometriosis was 18 days per year;</text></whereas><whereas><text>Whereas women with endometriosis can lose 11 hours per workweek through lost productivity;</text></whereas><whereas><text>Whereas the physical and psychological impact of endometriosis affects all domains of life, including social life, relationships, and work;</text></whereas><whereas><text>Whereas medical societies and patient groups have expressed the need for greater public attention and updated resources targeted to public education about this unmet health need for women;</text></whereas><whereas><text>Whereas there is a need for more research and updated guidelines to treat endometriosis;</text></whereas><whereas><text>Whereas there is an ongoing need for additional clinical research and treatment options to manage this debilitating disease; and</text></whereas><whereas><text>Whereas there is no known cure for endometriosis: Now, therefore, be it</text></whereas></preamble><resolution-body><section id="S1" display-inline="yes-display-inline" section-type="undesignated-section"><text>That the Senate—</text><paragraph id="id26a58382d21942969812c395eec6a2e4"><enum>(1)</enum><text>designates March 2023 as <quote>Endometriosis Awareness Month</quote>;</text></paragraph><paragraph id="id19f4c597c2034772b1f23e86127cb802"><enum>(2)</enum><text>recognizes the importance of endometriosis as a health issue for women that requires far greater attention, public awareness, and education about the disease;</text></paragraph><paragraph id="id2c1bb61a9aab457ba9726000a53c8502"><enum>(3)</enum><text>encourages the Secretary of Health and Human Services, the Secretary of Defense, and the Secretary of Veterans Affairs—</text><subparagraph id="idd13f49146481466d9be8621870d281b0"><enum>(A)</enum><text>to provide information to women, patients, and health care providers with respect to endometriosis, including available screening tools and treatment options, with a goal of improving the quality of life and health outcomes of women affected by endometriosis;</text></subparagraph><subparagraph id="id41183ddeef0a4a31bfeefbecba633d4a"><enum>(B)</enum><text>to conduct additional research on endometriosis and possible clinical options; and</text></subparagraph><subparagraph id="id04051e56a3b24af29ee0e512047d4a22"><enum>(C)</enum><text>to update information, tools, and studies currently available with respect to helping women live with endometriosis; and</text></subparagraph></paragraph><paragraph id="id1354513e11dd4d01b90e458dc91d070f"><enum>(4)</enum><text>respectfully requests that the Secretary of the Senate transmit an enrolled copy of this resolution to the Secretary of Health and Human Services. </text></paragraph></section></resolution-body></resolution>
