which was considered and agreed to</action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Designating October 20, 2024, as <quote>National Early Childhood Literacy Awareness Day</quote>.</official-title></form><preamble><whereas><text>Whereas many children from families with low incomes begin school already far behind children from families with higher incomes;</text></whereas><whereas commented="no"><text>Whereas research shows that children from families with low incomes are less likely to have interactions that are critical for language development, including—</text><paragraph id="id62da60f4cae44e99ac6ca132f95ba3fd"><enum>(1)</enum><text display-inline="yes-display-inline">being read to or spoken to regularly;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf6fe73f67ca94528b707045f56ac6c3c"><enum>(2)</enum><text display-inline="yes-display-inline">having access to books;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7933545870024cc7ba632b4752255563"><enum>(3)</enum><text display-inline="yes-display-inline">having a literacy-rich environment; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcc29aeaf4f7845d4b4d63f4ff1d60bd3"><enum>(4)</enum><text display-inline="yes-display-inline">accessing high-quality early childhood education programs;</text></paragraph></whereas><whereas commented="no"><text>Whereas language development is an important precursor to literacy;</text></whereas><whereas commented="no"><text>Whereas access to high-quality early childhood education programs can support early childhood language development and literacy;</text></whereas><whereas><text>Whereas, as early as 3 years of age, the vocabulary of a child can predict the future third-grade reading proficiency of the child;</text></whereas><whereas commented="no"><text display-inline="yes-display-inline">Whereas, during the first 3 years of life, children from families with low-incomes can hear as many as 30,000,000 fewer words than children from more affluent families;</text></whereas><whereas><text>Whereas, in 2022, the National Assessment of Educational Progress (referred to in this preamble as <quote>NAEP</quote>) reported that— </text><paragraph id="ida2ace000809e40a9b3c255a6d32975e5"><enum>(1)</enum><text>66 percent of fourth-grade public school students nationally performed below the NAEP proficient level in reading; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4a9913e520104498b9ebdb3fe54c128f"><enum>(2)</enum><text>37 percent of fourth-grade public school students nationally performed below the NAEP basic level in reading; and</text></paragraph></whereas><whereas><text>Whereas awareness of early childhood literacy issues must be heightened to encourage greater support to help children achieve reading proficiency: Now, therefore, be it </text></whereas></preamble><resolution-body><section display-inline="yes-display-inline" section-type="undesignated-section" id="S1"><text>That the Senate—</text><paragraph id="idbe6d58c9e985418eb1b27698e2af0082"><enum>(1)</enum><text>designates October 20, 2024, as <quote>National Early Childhood Literacy Awareness Day</quote>;</text></paragraph><paragraph id="id88b9d4b76edf45f5af637dfb06b89609"><enum>(2)</enum><text>encourages States, localities, schools, early childhood education programs, and nonprofit organizations to observe the day with appropriate programs and activities, with the goal of increasing public awareness about early childhood literacy issues;</text></paragraph><paragraph id="id974e223ddefe460dbc724cf2876979f3"><enum>(3)</enum><text>recognizes the need to make early childhood literacy a public priority;</text></paragraph><paragraph id="ide5911b5a1ae84655a42252fb4549b9d0"><enum>(4)</enum><text>supports the efforts of businesses, State and local governments, early childhood education programs, nonprofit organizations, educators, and volunteers dedicated to increasing childhood literacy rates;</text></paragraph><paragraph id="id99dfc07697ca460c8134dd8533006d2b"><enum>(5)</enum><text>applauds the initiatives of businesses, State and local governments, early childhood education programs, nonprofit organizations, educators, and volunteers that—</text><subparagraph id="id0cb97ef222144eeda6d93d0519ec42de"><enum>(A)</enum><text>use time and resources to address early childhood literacy issues, the causes of poor reading scores, and potential solutions to those issues; and</text></subparagraph><subparagraph id="id9387e0eca0e04dc7bc574ccbcafa871f"><enum>(B)</enum><text>work to promote the love of reading among children; and</text></subparagraph></paragraph><paragraph id="idf1d24a73d9b7425da7029cd9ee13e1a8"><enum>(6)</enum><text>encourages parents, other family members, and caregivers to introduce children to the world of books and other literacy activities in different ways, including by—</text><subparagraph commented="no" display-inline="no-display-inline" id="id439ed8cb8b044ed5b406df488ee1a22d"><enum>(A)</enum><text display-inline="yes-display-inline">reading to children; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc92cfd2917964641a8e9f4aad2057788"><enum>(B)</enum><text display-inline="yes-display-inline">telling stories; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id272b2defd87e4264aa41c93dff40ec91"><enum>(C)</enum><text display-inline="yes-display-inline">teaching letters and words; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf7239723169b47119284e7b7be54195b"><enum>(D)</enum><text display-inline="yes-display-inline">visiting libraries.</text></subparagraph></paragraph></section></resolution-body></resolution>
