which was referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Congratulating the National Treasury Employees Union on its 85th anniversary and commending the dedication shown Federal employees and continued service provided by the National Treasury Employees Union and the members of the National Treasury Employees Union.</official-title></form><preamble><whereas><text>Whereas, in 1938, a group of employees in Wisconsin banded together to eliminate political influence in the jobs of those employees as revenue collectors, marking the beginning of the National Treasury Employees Union (referred to in this preamble as <quote>NTEU</quote>);</text></whereas><whereas><text>Whereas that group persisted for 14 years and finally won civil service protections, leading to the establishment of the professional workforce at the Internal Revenue Service that exists today;</text></whereas><whereas><text>Whereas, in 1972, NTEU signed the first negotiated bargaining agreement of NTEU, which developed a shared set of responsibilities for managers and bargaining unit employees that were designed to improve the workforce and achieve the mission of the Internal Revenue Service;</text></whereas><whereas><text>Whereas, since that initial agreement, NTEU has promoted new and innovative workplace policies that benefit Federal employees and agencies, such as alternative work schedules and telework policies;</text></whereas><whereas><text>Whereas NTEU—</text><paragraph id="id5a07f8b011144a64a7143d07d9b3b4d9"><enum>(1)</enum><text>serves as a powerful voice for the members of NTEU and for Federal employees in general;</text></paragraph><paragraph id="id82e55fcb78de45dfbad2dc1769e6425c"><enum>(2)</enum><text>has successfully sought to promote and defend Federal service as a noble calling involving a variety of challenging and rewarding professions; and</text></paragraph><paragraph id="id82d35644a9244fddbb09371ce8d23f7a"><enum>(3)</enum><text>has fought tirelessly to ensure that Federal employees are free from discrimination, politicization, and retaliation for disclosing Federal Government waste, fraud, and abuse;</text></paragraph></whereas><whereas><text>Whereas the work of NTEU and the knowledge and skills of the highly trained individuals represented by NTEU who work for the Federal Government contribute significantly to the greatness and prosperity of the United States;</text></whereas><whereas><text>Whereas NTEU has grown to represent approximately 150,000 employees from 34 different Federal agencies, and the members of NTEU, among other things—</text><paragraph id="idc2192bbac08848b09a168b2fc58f7f58"><enum>(1)</enum><text>collect the revenue that funds the Federal Government;</text></paragraph><paragraph id="id51d89ea23e96459e8ecb5675c443d827"><enum>(2)</enum><text>help protect the borders of the United States;</text></paragraph><paragraph id="id557d99f15bda4d89b3bd06fa6b27d1e5"><enum>(3)</enum><text>ensure that individuals in the United States have clean air and water;</text></paragraph><paragraph id="id6338f81d88e84c88a2b1143bf3140c5e"><enum>(4)</enum><text>protect consumers, investors, bank depositors, and agriculture commodity traders;</text></paragraph><paragraph id="id62882786f8294af283992f69f73d79cf"><enum>(5)</enum><text>serve the beneficiaries of important health and social programs and ensure the safety of food and drugs in the United States; and</text></paragraph><paragraph id="idf6b89d74167c43a8b9de6723474f94e0"><enum>(6)</enum><text>protect and preserve the national parks and public lands of the United States;</text></paragraph></whereas><whereas><text>Whereas the mission of NTEU, to help create workplaces in which every Federal employee is treated with dignity and respect, has been met by the efforts of NTEU to—</text><paragraph id="ide9b3ca5ba2534899bb828599672bae95"><enum>(1)</enum><text>advocate for fair pay and benefits;</text></paragraph><paragraph id="iddf9ee05309b1410484d0ec70e05406c8"><enum>(2)</enum><text>negotiate for work-life balance initiatives; and</text></paragraph><paragraph id="idda581ea07daf4e54b0af17d9ee1301aa"><enum>(3)</enum><text>ensure a merit-based, nonpartisan civil service;</text></paragraph></whereas><whereas><text>Whereas, whether advocating on Capitol Hill, at the bargaining table, or in workplaces across the United States, NTEU continues to make history through its accomplishments; and</text></whereas><whereas><text>Whereas, in 2023, NTEU is celebrating its 85th anniversary: Now, therefore, be it</text></whereas></preamble><resolution-body><section id="S1" display-inline="yes-display-inline" section-type="undesignated-section"><text>That the Senate—</text><paragraph id="ida180aa9660d24c8cbf1f5b79e42c51ce"><enum>(1)</enum><text>congratulates the National Treasury Employees Union on its 85th anniversary; and</text></paragraph><paragraph id="id138f3c49c12642479e3184785a609050"><enum>(2)</enum><text>commends—</text><subparagraph id="id0222f826ac4c400b9b5ea6b1e6a2c78f"><enum>(A)</enum><text>the work of the National Treasury Employees Union; and</text></subparagraph><subparagraph id="idd9a590a419de4e2eab8335848faad146"><enum>(B)</enum><text>the members of the National Treasury Employees Union for their outstanding contributions to the United States. </text></subparagraph></paragraph></section></resolution-body></resolution>
