RES. 755</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20240709">July 9, 2024</action-date><action-desc><sponsor name-id="S373">Mr. Cassidy</sponsor> (for himself, <cosponsor name-id="S402">Ms. Rosen</cosponsor>, <cosponsor name-id="S363">Mr. King</cosponsor>, and <cosponsor name-id="S338">Mr. Manchin</cosponsor>) submitted the following resolution; which was considered and agreed to</action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Designating June 2024 as National Cybersecurity Education Month.</official-title></form><preamble><whereas><text>Whereas recent cyberattacks and vulnerabilities present cybersecurity risks to individuals and organizations and increase the urgency to grow and sustain a knowledgeable and skilled cybersecurity workforce in both the public and private sectors;</text></whereas><whereas><text>Whereas, according to CyberSeek.org, as of April 2024, in the United States, there are 1,239,018 individuals in the cybersecurity workforce and 469,930 open jobs in cybersecurity;</text></whereas><whereas><text>Whereas a 2017 report entitled <quote>Supporting the Growth and Sustainment of the Nation’s Cybersecurity Workforce: Building the Foundation for a More Secure American Future</quote>, transmitted by the Secretary of Commerce and the Secretary of Homeland Security, proposed a vision to <quote>prepare, grow, and sustain a cybersecurity workforce that safeguards and promotes America's national security and economic prosperity</quote>;</text></whereas><whereas><text>Whereas expanding cybersecurity education opportunities is important in order to address the cybersecurity workforce shortage and prepare the United States for ongoing and future national security threats;</text></whereas><whereas><text>Whereas cybersecurity education can—</text><paragraph id="iddcab0269d8914ee9b265bc95a642ee90"><enum>(1)</enum><text>provide learning and career opportunities for students across the United States in elementary through postsecondary education; and</text></paragraph><paragraph id="idfab9dc264ece4a0f9d6b085fd6994627"><enum>(2)</enum><text>bolster the capacity of the domestic workforce to defend the United States and secure the economy of the United States;</text></paragraph></whereas><whereas><text>Whereas, in 2021, Congress authorized, as part of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/283">Public Law 116–283</external-xref>; 134 Stat. 3388), the Cybersecurity Education Training Assistance Program (referred to in this preamble as ‘‘CETAP’’), a Department of Homeland Security initiative to provide cybersecurity career awareness, curricular resources, and professional development to elementary and secondary schools;</text></whereas><whereas><text>Whereas CYBER.ORG, a grantee of CETAP, has introduced cybersecurity concepts to more than 4,500,000 students and provided resources to more than 34,000 K–12 educators in all 50 States and 4 territories of the United States;</text></whereas><whereas><text>Whereas the mission of NICE, a partnership between government, academia, and the private sector led by the National Institute of Standards and Technology, is <quote>to energize, promote, and coordinate a robust community working together to advance an integrated ecosystem of cybersecurity education, training, and workforce development</quote>;</text></whereas><whereas><text>Whereas cybersecurity education is supported through multiple Federal programs and other related efforts, including—</text><paragraph id="idcddd9eaaf3b1457eb8be22468e3de738"><enum>(1)</enum><text>the Office of the National Cyber Director;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id69eb09e55e0943e191d88423988d52f0"><enum>(2)</enum><text display-inline="yes-display-inline">the NICE Community Coordinating Council;</text></paragraph><paragraph id="id1fb7b20f4dd1449a92bfb9b69409539e"><enum>(3)</enum><text>the Advanced Technological Education program administered by the National Science Foundation;</text></paragraph><paragraph id="ide34daa0580f248e5926934999cf47ee3"><enum>(4)</enum><text>the CyberCorps: Scholarship for Service program administered by the National Science Foundation, in collaboration with the Office of Personnel Management and the Department of Homeland Security;</text></paragraph><paragraph id="ide9111d414bf04234802ee713ecc2a6b2"><enum>(5)</enum><text>the Department of Defense Cybersecurity Scholarship Program administered by the Department of Defense;</text></paragraph><paragraph id="id37d1e0654e5648c09626ae727efaacb5"><enum>(6)</enum><text>the Cybersecurity Talent Initiative administered by the Partnership for Public Service;</text></paragraph><paragraph id="id7e2ae110dbaa4b1d8b7de426ccfe3503"><enum>(7)</enum><text>the National Centers of Academic Excellence in Cybersecurity administered by the National Security Agency;</text></paragraph><paragraph id="id3433ec38535444c697fa568d77aea7df"><enum>(8)</enum><text>the Presidential Cybersecurity Education Award;</text></paragraph><paragraph id="idd27172e0e06843969f23610dec52e7b4"><enum>(9)</enum><text>Career Technical Education (CTE) CyberNet Academies administered by the Office of Career, Technical, and Adult Education of the Department of Education;</text></paragraph><paragraph id="ida24d1ae591cf424fbeae3923430a76eb"><enum>(10)</enum><text>the GenCyber program administered by the National Security Agency, in collaboration with the National Science Foundation;</text></paragraph><paragraph id="idc936a795b33a47b78678ed7fc5afcca4"><enum>(11)</enum><text>widely used resources, including CareerOneStop, Occupational Outlook Handbook, and O*NET OnLine administered by the Department of Labor; and</text></paragraph><paragraph id="id8fd1450d2d894781b21fd66d0f43963e"><enum>(12)</enum><text>the Registered Apprenticeship Program administered by the Office of Apprenticeship of the Department of Labor; and</text></paragraph></whereas><whereas><text>Whereas ensuring access to cybersecurity education for all students in the United States regardless of race, ethnicity, socioeconomic status, sex, or geographic location will expand opportunities for high-earning jobs in high-demand fields: Now, therefore, be it </text></whereas></preamble><resolution-body><section display-inline="yes-display-inline" section-type="undesignated-section" id="S1"><text>That the Senate—</text><paragraph id="id65f8c45514f94dbb8b815b39458bbb17"><enum>(1)</enum><text>designates June 2024 as <quote>National Cybersecurity Education Month</quote>;</text></paragraph><paragraph id="id29508812e4364834b19a1dc799be9b00"><enum>(2)</enum><text>invites individuals and organizations in the United States—</text><subparagraph id="id99e2dc5c03eb424fb6cb83882815ac2e"><enum>(A)</enum><text>to recognize the essential role of cybersecurity education; and</text></subparagraph><subparagraph id="idacca9605ae764718995eab7df5bd0e0b"><enum>(B)</enum><text>to support Federal, State, and local educational efforts;</text></subparagraph></paragraph><paragraph id="id89fb01a81a64474d9e7379270395f44c"><enum>(3)</enum><text>encourages educational and training institutions to increase the understanding and awareness of cybersecurity education at such institutions; and</text></paragraph><paragraph id="id6b4324da8559439c90fdf0cf7e2cc6bd"><enum>(4)</enum><text>commits to—</text><subparagraph id="id0eaf4e32757249d589193c51d86c6cff"><enum>(A)</enum><text>raising awareness about cybersecurity education; and</text></subparagraph><subparagraph id="idec4cc06ee77f413b9c17265fb0208ba9"><enum>(B)</enum><text>taking legislative action in support of cybersecurity education to effectively build and sustain a skilled cybersecurity workforce. </text></subparagraph></paragraph></section></resolution-body></resolution>
