which was considered and agreed to</action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Supporting Senate military-connected fellowship opportunities, and for other purposes.</official-title></form><resolution-body><section commented="no" display-inline="no-display-inline" id="idcf525efa79b64755b36e017079ee2d59" section-type="section-one"><enum>1.</enum><header>Stars of Valor Fellowships program</header><subsection id="idC3634329E11A4D4AA8CC970A3E9965E4"><enum>(a)</enum><header>Definitions</header><text>In this section—</text><paragraph id="id3606683A6C87419F95A74FBBEF19934C"><enum>(1)</enum><text>the term <term>eligible individual</term> means an individual who meets the eligibility criteria established under subsection (d)(1)(A);</text></paragraph><paragraph id="id2764BB1A3096499AAC150AFA185EEA23"><enum>(2)</enum><text>the term <term>Program</term> means the Stars of Valor Fellowships Program established under subsection (b); and</text></paragraph><paragraph id="idFEB0539167CE49C08E632E6767445055" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text>the term <term>Sergeant at Arms</term> means the Sergeant at Arms and Doorkeeper of the Senate.</text></paragraph></subsection><subsection id="id28AC0EFFA959435F91ABAA234B50B68E"><enum>(b)</enum><header>Establishment</header><paragraph commented="no" display-inline="no-display-inline" id="id713bc6da5048436eab41ea48b9e368a0"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than December 31, 2024, and subject to the availability of appropriations, the Sergeant at Arms shall establish a central program, to be known as the <quote>Stars of Valor Fellowships Program</quote>, to enable eligible individuals to serve in the military-connected fellowship programs of the Senate.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide3965e40f25e486b8385811a3264da55"><enum>(2)</enum><header>Components</header><text display-inline="yes-display-inline">The Program shall oversee and provide fellowships through—</text><subparagraph commented="no" display-inline="no-display-inline" id="id09cfa3593b9f4129ab0066306de92f73"><enum>(A)</enum><text>the SFC Sean Cooley and SPC Christopher Horton Congressional Gold Star Family Fellowship Program established under section 1 of Senate Resolution 442 (117th Congress), agreed to November 4, 2021;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9757fc6df3c44c89ac29e466bde61ee3"><enum>(B)</enum><text>the McCain-Mansfield Fellowship Program established under section 1 of Senate Resolution 443 (117th Congress), agreed to November 4, 2021;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9bcd0814e39c4c51a4d5f1fe5ea9b3d1"><enum>(C)</enum><text>the Active-Duty Military Spouses Fellowship Program established under section 2; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id364f8fa0e7204300bbfc2a48dc402410"><enum>(D)</enum><text> any additional military-connected fellowship program for eligible individuals established in regulations promulgated by the Committee on Rules and Administration of the Senate.</text></subparagraph></paragraph></subsection><subsection id="idDB33CB16B1FA495E9B461B90881C4C52"><enum>(c)</enum><header>Fellowships</header><text>Under a fellowship in the Program, an eligible individual may serve a 24-month fellowship in the office of a Senator.</text></subsection><subsection id="idE6136D7A95B245A58675FE3A8A0AD12F"><enum>(d)</enum><header>Administration</header><paragraph id="id8D95CFCF049C4AE1B0FCD798199B7933"><enum>(1)</enum><header>In general</header><text>The Committee on Rules and Administration of the Senate shall promulgate regulations for the administration of the Program, including establishing the criteria for—</text><subparagraph id="id95B2FF37FFF84C6B915140F28A047275"><enum>(A)</enum><text>eligibility to participate in the fellowship programs described in subsection (b)(2); and</text></subparagraph><subparagraph id="id0527B8BC5A0440AABC5DFBF4033F3FEB"><enum>(B)</enum><text>a method of prioritizing the assignment of fellowships to the offices of Senators under the Program, if the amount made available to carry out the Program for a fiscal year is not enough to provide fellowships in all offices requesting to participate in the Program for such fiscal year.</text></subparagraph></paragraph><paragraph id="id0E47EB87F76743BAB6884388898188B1"><enum>(2)</enum><header>Placement</header><text>An eligible individual may serve in a fellowship under the Program at the office of a Senator in the District of Columbia or at a State office of the Senator.</text></paragraph></subsection><subsection id="id44214772D89E41F1916B19B93FE22D5A" commented="no" display-inline="no-display-inline"><enum>(e)</enum><header>Exclusion of appointees for purposes of compensation limits</header><text>The compensation paid to any eligible individual serving in a fellowship under the Program in the office of a Senator shall not be included in the determination of the aggregate gross compensation for employees employed by the Senator under section 105(d)(1) of the Legislative Branch Appropriation Act, 1968 (<external-xref legal-doc="usc" parsable-cite="usc/2/4575">2 U.S.C. 4575(d)(1)</external-xref>).</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id640ba7829b3d42658e8eac06ae65c24c"><enum>(f)</enum><header>Applicability</header><text>The requirements of this section shall apply to all fellowship programs described in subsection (b)(2).</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idbfc7abc413ee484b8af87f18c4358cd1"><enum>(g)</enum><header>Technical and conforming amendments</header><paragraph commented="no" display-inline="no-display-inline" id="idba2ff6ece5384c8bb44829c5fb5b1abd"><enum>(1)</enum><header>SFC Sean Cooley and SPC Christopher Horton Congressional Gold Star Family Fellowship Program</header><text display-inline="yes-display-inline">Section 1(d) of Senate Resolution 442 (117th Congress), agreed to November 4, 2021, is amended by striking paragraph (3).</text></paragraph><paragraph id="id7a222d75cfdb42af96544b7ee81b108b" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>McCain-Mansfield Fellowship Program</header><text display-inline="yes-display-inline">Section 1(d) of Senate Resolution 443 (117th Congress), agreed to November 4, 2021, is amended by striking paragraph (3). </text></paragraph></subsection></section><section section-type="subsequent-section" commented="no" display-inline="no-display-inline" id="id5bb5f051eee64d4c95f214bda8eb9294"><enum>2.</enum><header display-inline="yes-display-inline">Active-Duty Military Spouses Fellowship Program</header><subsection id="id7564d904be984498935167ef7025f5ed"><enum>(a)</enum><header>Definitions</header><text>In this section—</text><paragraph id="idbfe834736f2e4a57869b5a825208d25b"><enum>(1)</enum><text>the term <term>eligible individual</term> means an individual who—</text><subparagraph commented="no" display-inline="no-display-inline" id="id6aa95feef0224a13bf2a89bc60108f94"><enum>(A)</enum><text display-inline="yes-display-inline">is, as of the date of application for the Program, a spouse of a member of the Armed Forces serving on active duty; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf4928ddd190241b7941f67f774ce92d2"><enum>(B)</enum><text display-inline="yes-display-inline">meets any other eligibility criteria established for the Program by the Committee on Rules and Administration of the Senate under section 1(d)(1)(A); </text></subparagraph></paragraph><paragraph id="id2a402948a6f64e5b93f7c6dc43bf87fa"><enum>(2)</enum><text>the term <term>Program</term> means the Active-Duty Military Spouses Fellowship Program established under subsection (b); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id67aeacd250904237af4ecc9f2d87dbbf"><enum>(3)</enum><text>the term <term>Sergeant at Arms</term> means the Sergeant at Arms and Doorkeeper of the Senate.</text></paragraph></subsection><subsection id="idf97f86e2dacd408d8f32c9edae5b329e"><enum>(b)</enum><header>Establishment</header><text>Not later than December 31, 2024, and subject to the availability of appropriations, the Sergeant at Arms shall establish a fellowship program, to be known as the <quote>Active-Duty Military Spouses Fellowship Program</quote>, for eligible individuals.</text></subsection><subsection id="idd06cdeb4cabb4d71a48267b39cb81f33"><enum>(c)</enum><header>Administration</header><text>The Sergeant at Arms shall carry out the Program through the Stars of Valor Fellowships Program under section 1.</text></subsection></section></resolution-body></resolution>
