RES. 484</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20231205">December 5, 2023</action-date><action-desc><sponsor name-id="S338">Mr. Manchin</sponsor> (for himself and <cosponsor name-id="S252">Ms. Collins</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Condemning the terrorist organization Hamas.</official-title></form><preamble><whereas><text>Whereas the First Amendment to the Constitution of the United States provides the right to free speech, to peacefully assemble, and to practice one’s religion without fear of persecution;</text></whereas><whereas><text>Whereas the First Amendment does not provide the right to engage in defamation, or to threaten or incite violence in support of the ideology of terrorist organizations; </text></whereas><whereas><text>Whereas there have been protests across the United States in support of Hamas in the wake of the ongoing conflict between Israel and terrorist groups in the Gaza Strip;</text></whereas><whereas><text>Whereas the majority of protests have been peaceful assemblies in support of Israelis and Palestinians;</text></whereas><whereas><text>Whereas a small minority of individuals has used the conflict to sow animosity and violence in support of terrorist groups such as Hamas;</text></whereas><whereas><text>Whereas Hamas is a terrorist organization, supported by the current Iranian regime, dedicated to destroying the Jewish state of Israel through any means necessary;</text></whereas><whereas><text>Whereas Hamas does not protect or support the Palestinian people, but uses them to shield its weapons and militants;</text></whereas><whereas><text>Whereas Israel, exercising its right to self-defense, uses its military to shield its people;</text></whereas><whereas><text>Whereas antisemitism is fundamental to the principles of Hamas, whose heinous attacks led to the single worst mass killing of Jews since the Holocaust;</text></whereas><whereas><text>Whereas constructive dialogue on peaceful co-existence between Palestinians and Israelis has been co-opted by Hamas to further create division between the majority of the Palestinian and Israeli people who are simply seeking a peaceful and prosperous life; and</text></whereas><whereas><text>Whereas terrorist organizations, acts of terrorism, and the misinformation perpetrated by terrorist organizations should never be defended or sympathized with: Now, therefore, be it</text></whereas></preamble><resolution-body><section id="S1" display-inline="yes-display-inline" section-type="undesignated-section"><text>That the Senate—</text><paragraph id="id4f3c7f6049b24dc88d48fa63e595f060"><enum>(1)</enum><text>condemns the October 7, 2023, attack on Israel and the Jewish community by the terrorist organization known as Hamas;</text></paragraph><paragraph id="idc6e66b14dccf494ba543bf7090074de0"><enum>(2)</enum><text>recognizes that religious freedom is a universal human right;</text></paragraph><paragraph id="id315b13743a4445eead75a76b4f51fbd4"><enum>(3)</enum><text>encourages respect for the right of individuals to peacefully assemble and practice their religion freely without perpetrating violence on others;</text></paragraph><paragraph id="iddaec1220a154463b993bcfc908d18e1e"><enum>(4)</enum><text>acknowledges the right of Israel to defend and secure its nation;</text></paragraph><paragraph id="id7b2c1de340cc4ac381a3011e59260d72"><enum>(5)</enum><text>acknowledges the effort that must be made by Palestinians and Israelis to reach a resolution that opposes the objectives of terrorist organizations and creates prosperity for all individuals in the region; and</text></paragraph><paragraph id="id8703858d26b342c3b5bb212e8f35f921"><enum>(6)</enum><text>reaffirms the commitment of the United States to oppose all forms of terrorism. </text></paragraph></section></resolution-body></resolution>
