RES. 445</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20231102">November 2, 2023</action-date><action-desc><sponsor name-id="S396">Mrs. Blackburn</sponsor> (for herself, <cosponsor name-id="S385">Ms. Cortez Masto</cosponsor>, <cosponsor name-id="S266">Mr. Crapo</cosponsor>, <cosponsor name-id="S384">Mr. Tillis</cosponsor>, <cosponsor name-id="S317">Mr. Barrasso</cosponsor>, <cosponsor name-id="S378">Mr. Lankford</cosponsor>, <cosponsor name-id="S365">Mr. Scott of South Carolina</cosponsor>, <cosponsor name-id="S391">Mr. Young</cosponsor>, <cosponsor name-id="S373">Mr. Cassidy</cosponsor>, <cosponsor name-id="S306">Mr. Menendez</cosponsor>, <cosponsor name-id="S308">Mr. Cardin</cosponsor>, and <cosponsor name-id="S287">Mr. Cornyn</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Recognizing the importance of the economic relationship between the United States and Israel and affirming that trade facilitated by the United States-Israel Free Trade Agreement is a tool to support the economy of Israel during the conflict with Hamas.</official-title></form><preamble><whereas><text>Whereas, on October 7, 2023, Hamas launched violent and deadly attacks on Israel by air, land, and sea;</text></whereas><whereas><text>Whereas the United States and Israel have a longstanding economic and security relationship;</text></whereas><whereas><text>Whereas the United States-Israel Free Trade Agreement was signed into law in June 1985 and was the first free trade agreement entered into by the United States;</text></whereas><whereas><text>Whereas, since the signing of the Agreement, total trade between the United States and Israel has grown more than sevenfold;</text></whereas><whereas><text>Whereas the United States is Israel’s single largest trading partner;</text></whereas><whereas><text>Whereas the United States exported $14,200,000,000 in goods and $5,800,000,000 in services to Israel in 2022;</text></whereas><whereas><text>Whereas the United States imported $21,400,000,000 in goods and $9,200,000,000 in services from Israel in 2022;</text></whereas><whereas><text>Whereas the United States-Israel Free Trade Agreement also underpins the robust exchange of capital between the United States and Israel;</text></whereas><whereas><text>Whereas Israeli companies directly invested $10,600,000,000 in the United States during 2022, supporting more than 20,000 United States jobs; and</text></whereas><whereas><text>Whereas, following Hamas’s atrocious attacks on Israel, maintaining and expanding trade and investment between the United States and Israel is paramount: Now, therefore, be it</text></whereas></preamble><resolution-body><section id="S1" display-inline="yes-display-inline" section-type="undesignated-section"><text>That the Senate—</text><paragraph id="idab21511a0d124e529b7834072900bf78"><enum>(1)</enum><text>recognizes that the economic relationship between the United States and Israel is strong and has benefitted both countries and the peoples of both countries;</text></paragraph><paragraph id="id9e823fa3e3e044478dd4d6d27dd5c688"><enum>(2)</enum><text>expresses support for the people of Israel and the economy of Israel in the face of Hamas's attacks against Israel; and</text></paragraph><paragraph id="id0fe468b9a00249d08807573d84e4b854"><enum>(3)</enum><text>affirms that—</text><subparagraph commented="no" display-inline="no-display-inline" id="id48743c7c89b84bd881682bf63df336c4"><enum>(A)</enum><text display-inline="yes-display-inline">the United States-Israel Free Trade Agreement set the stage for robust growth in trade and investment between the United States and Israel; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1f63de90aa6840039db300c4c22b3e8e"><enum>(B)</enum><text display-inline="yes-display-inline">the Agreement can similarly serve as a tool for supporting the economy of Israel during the conflict with Hamas. </text></subparagraph></paragraph></section></resolution-body></resolution>
