RES. 443</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20231031">October 31, 2023</action-date><action-desc><sponsor name-id="S307">Mr. Brown</sponsor> (for himself, <cosponsor name-id="S252">Ms. Collins</cosponsor>, <cosponsor name-id="S418">Mr. Fetterman</cosponsor>, <cosponsor name-id="S363">Mr. King</cosponsor>, <cosponsor name-id="S370">Mr. Booker</cosponsor>, <cosponsor name-id="S394">Ms. Smith</cosponsor>, and <cosponsor name-id="S359">Mr. Heinrich</cosponsor>) submitted the following resolution; which was considered and agreed to</action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Designating October 2023 as <quote>National Farm to School Month</quote>.</official-title></form><preamble><whereas><text>Whereas farm to school programs of varying scale operate in nearly 67,369 schools across the United States;</text></whereas><whereas><text>Whereas farm to school programs connect schools and local farms in order to—</text><paragraph id="id70D799471C484A64B45D94AB4CFC1EED"><enum>(1)</enum><text>serve nutritious meals in school cafeterias; and</text></paragraph><paragraph id="id1E2E19FADF3446028C123397F7510C94"><enum>(2)</enum><text>support local farmers, ranchers, and fishermen;</text></paragraph></whereas><whereas><text>Whereas farm to school programs include experiential education components that can lead to permanent improvements in the diets of children, both in school and at home;</text></whereas><whereas><text>Whereas farm to school programs facilitate the purchase of local food for school meals;</text></whereas><whereas><text>Whereas farm to school programs can benefit small and mid-sized agricultural producers by providing access to consistent markets;</text></whereas><whereas><text>Whereas farm to school programs can be particularly important for beginning or socially disadvantaged farmers, as schools provide a consistent and secure customer base;</text></whereas><whereas><text>Whereas farm to school programs can benefit local economies;</text></whereas><whereas><text>Whereas, for every $1 spent on local foods in schools, up to an additional $2 circulates in the local economy;</text></whereas><whereas><text>Whereas data from the Centers for Disease Control and Prevention shows that only 7 percent of children consume the recommended amount of vegetables;</text></whereas><whereas><text>Whereas communities with high levels of poverty have less access to fresh fruits and vegetables than higher income communities;</text></whereas><whereas><text>Whereas the increased consumption of fresh fruits and vegetables is 1 of 6 major strategies to prevent and control obesity, according to the Centers for Disease Control and Prevention;</text></whereas><whereas><text>Whereas studies have demonstrated that children in schools with an active farm to school program increase their average consumption of fresh fruits and vegetables by 1 or more servings per day;</text></whereas><whereas><text>Whereas farm to school programs—</text><paragraph id="id383940D4D285445CA0E34B4543CC5DCE"><enum>(1)</enum><text>are popular among children;</text></paragraph><paragraph id="id67D813871B574DCAA3D0C4E56F1267B4"><enum>(2)</enum><text>can increase interest in school meal programs; and</text></paragraph><paragraph id="idBF622836FB0F4116BB12A204A0A6ADED"><enum>(3)</enum><text>can decrease food waste; and</text></paragraph></whereas><whereas><text>Whereas October 2023 would be an appropriate month to designate as <quote>National Farm to School Month</quote>: Now, therefore, be it</text></whereas></preamble><resolution-body><section display-inline="yes-display-inline" section-type="undesignated-section" id="S1"><text>That the Senate—</text><paragraph id="idD8CCC956DD80446E881D806EA568F56C"><enum>(1)</enum><text>designates October 2023 as <quote>National Farm to School Month</quote>;</text></paragraph><paragraph id="idBD9BDB062CD745F5BD38B84C38E3F7AF"><enum>(2)</enum><text>recognizes support for policy improvements to farm to school programs in legislation reauthorizing child nutrition programs;</text></paragraph><paragraph id="id20DAA8D0E20D44AEB158750ECB2C25E7"><enum>(3)</enum><text>encourages schools, early care and education organizations, and local educational agencies to use local farm products in meals; and</text></paragraph><paragraph id="idB02DE38E956B460982C61AA14BDE6A82"><enum>(4)</enum><text>encourages schools, early care and education organizations, farmers and farm groups, local businesses, nonprofit institutions, churches, cities, State governments, and other local groups to raise awareness of farm to school efforts in their communities.</text></paragraph></section></resolution-body></resolution>
