which was considered and agreed to</action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Designating the week of September 17 through September 23, 2023, as <quote>Community School Coordinators Appreciation Week</quote>.</official-title></form><preamble><whereas><text>Whereas community schools marshal, align, and unite the assets, resources, and capacity of schools and communities for the success of students, families, and communities;</text></whereas><whereas><text>Whereas community schools are an effective and evidence-based strategy for school improvement included under section 4625 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7275">20 U.S.C. 7275</external-xref>), as added by section 4601 of the Every Student Succeeds Act (<external-xref legal-doc="public-law" parsable-cite="pl/114/95">Public Law 114–95</external-xref>; 129 Stat. 2029);</text></whereas><whereas><text>Whereas community schools that provide integrated student supports, well-designed and expanded learning opportunities, and active family and community engagement and that use collaborative leadership and practices have positive academic and non-academic outcomes, including—</text><paragraph id="idb77800bfc06a4e48b8d28f9cdeb764c4"><enum>(1)</enum><text>improvements in—</text><subparagraph commented="no" display-inline="no-display-inline" id="id41d2f05b37e342f38768e10b2379afab"><enum>(A)</enum><text display-inline="yes-display-inline">student attendance;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6d17f24065b545308e9917ab46eeb803"><enum>(B)</enum><text display-inline="yes-display-inline">behavior;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1324c3fe036a489094fb9b79dc355501"><enum>(C)</enum><text display-inline="yes-display-inline">academic achievement;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id91268d96ceef4a20b0dd4e58752bee35"><enum>(D)</enum><text display-inline="yes-display-inline">mental and physical health;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida3a53b1ff321409ba665d99cb54370ea"><enum>(E)</enum><text display-inline="yes-display-inline">high school graduation rates; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id036f3403bd2c4d0a85fa2e2aa61cbf54"><enum>(F)</enum><text display-inline="yes-display-inline">school climate; and </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8d7905b950724b9ca7adb1ea38c36f89"><enum>(2)</enum><text display-inline="yes-display-inline">reduced racial and economic achievement gaps;</text></paragraph></whereas><whereas><text>Whereas community schools have the potential for helping people of the United States from underserved communities, as indicated in a 2021 report;</text></whereas><whereas><text>Whereas a 2019 report found that mental health care provided through community schools improved access to care, academic performance, and student conduct, including reducing the number of school suspensions and disciplinary referrals;</text></whereas><whereas><text>Whereas a 2020 study found that community schools in New York City had a positive impact on student attendance, on-time grade progression, and credit accumulation for high school students;</text></whereas><whereas><text>Whereas a 2016 report found early indicators that community schools in Baltimore led to improved family-school engagement;</text></whereas><whereas><text>Whereas community schools provide a strong social return on investment, with one study citing a social return of $3 to $15 for every dollar invested;</text></whereas><whereas><text>Whereas community school coordinators—</text><paragraph id="id8e24abbb32a641cdaa692e87b4f39918"><enum>(1)</enum><text>are essential to building successful community schools and creating, strengthening, and maintaining partnerships between community schools and their communities;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id88f5e246ad894bada01026c85df4d64c"><enum>(2)</enum><text display-inline="yes-display-inline">facilitate and provide leadership for the collaborative process and development of a system of supports and opportunities for children, families, and others within the community of a school that allow all students to learn and the community to thrive; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5225a71c09b54e63b4efae26a837b14b"><enum>(3)</enum><text>deliver a strong monetary return on investment for community schools and their communities, with one study citing a return of $7.11 for every dollar invested in the salary of a community school coordinator; and</text></paragraph></whereas><whereas><text>Whereas Community School Coordinators Appreciation Week, celebrated from September 17 through September 23, 2023, recognizes, raises awareness of, and celebrates the thousands of community school coordinators across the country and the critical role of community school coordinators in the success of students: Now, therefore, be it</text></whereas></preamble><resolution-body><section id="S1" display-inline="yes-display-inline" section-type="undesignated-section"><text>That the Senate—</text><paragraph id="id4acfc614a18843ff8f490141cc5999d5"><enum>(1)</enum><text>designates the week of September 17 through September 23, 2023, as <quote>Community School Coordinators Appreciation Week</quote>;</text></paragraph><paragraph id="idc145c532e804445ebbde3c3542b73aa0"><enum>(2)</enum><text>thanks community school coordinators for the work they do to serve students, families, and communities; and</text></paragraph><paragraph id="idd1a72be19a5a4bfc9e5a45b7fd59a906"><enum>(3)</enum><text>encourages students, parents, school administrators, and public officials to participate in events that celebrate Community School Coordinators Appreciation Week. </text></paragraph></section></resolution-body></resolution>
