RES. 368</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20230926" legis-day="20230922">September 26 (legislative day, September 22), 2023</action-date><action-desc><sponsor name-id="S353">Mr. Schatz</sponsor> (for himself, <cosponsor name-id="S318">Mr. Wicker</cosponsor>, <cosponsor name-id="S308">Mr. Cardin</cosponsor>, <cosponsor name-id="S303">Mr. Thune</cosponsor>, <cosponsor name-id="S327">Mr. Warner</cosponsor>, and <cosponsor name-id="S395">Mrs. Hyde-Smith</cosponsor>) submitted the following resolution; which was considered and agreed to</action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Supporting the designation of the week of September 17 through September 23, 2023, as <quote>Telehealth Awareness Week</quote>.</official-title></form><preamble><whereas><text>Whereas telehealth allows a health care practitioner to furnish health care to a patient or a practitioner at a different physical location than the health care practitioner;</text></whereas><whereas><text>Whereas telehealth played a significant role in supporting access to quality health care for millions of patients during the COVID–19 public health emergency and continues to be important beyond the end of the public health emergency;</text></whereas><whereas commented="no"><text>Whereas Medicare beneficiaries used 88 times more telehealth services during the first year of the COVID–19 pandemic than they did in the prior year;</text></whereas><whereas><text>Whereas more than 8,000,000 unique Medicare beneficiaries received at least 1 telehealth service in 2022;</text></whereas><whereas><text>Whereas, in 2022, over 90 percent of Medicare beneficiaries who received a telehealth service were satisfied with their experience;</text></whereas><whereas commented="no"><text>Whereas, in 2022, telehealth was a routine health care modality with 15 percent of Medicare beneficiaries using telehealth in the last quarter of the calendar year; </text></whereas><whereas><text>Whereas, following the unprecedented use of telehealth services in response to the public health emergency, telehealth now represents a critical component of health care delivery;</text></whereas><whereas><text>Whereas legislative efforts to increase telehealth access have received bipartisan support in the Senate and the House of Representatives;</text></whereas><whereas><text>Whereas the United States has an opportunity to help improve access to health care for all individuals, including members of rural and underserved communities; and</text></whereas><whereas><text>Whereas <quote>Telehealth Awareness Week</quote> unites the efforts of patients, caregivers, health care providers, policymakers, and other stakeholders to advance the role of telehealth in health care: Now, therefore, be it</text></whereas></preamble><resolution-body><section display-inline="yes-display-inline" section-type="undesignated-section" id="S1"><text>That the Senate— </text><paragraph id="id8264440f267648a39d9e5e2877e757f9"><enum>(1)</enum><text>designates the week of September 17 through September 23, 2023, as <quote>Telehealth Awareness Week</quote>;</text></paragraph><paragraph id="id1ac958c1ceec484c870d8c9779376f70"><enum>(2)</enum><text>recognizes the impact of telehealth in delivering health care for patients across the United States; and</text></paragraph><paragraph id="id55ea77f597754d44980568af7eeb1d2f"><enum>(3)</enum><text>urges that steps should be taken to—</text><subparagraph id="id6ba4a8cf1cb440c4895b73429514a44a"><enum>(A)</enum><text>raise awareness about the benefits of telehealth;</text></subparagraph><subparagraph id="id9adc8e9eb12e44e88cbd9c3573b83386"><enum>(B)</enum><text>highlight resources for health care providers and patients regarding telehealth;</text></subparagraph><subparagraph id="id843ff155e84e473893ac0ca345e2aecb"><enum>(C)</enum><text>collect and analyze data on the impacts of telehealth; and</text></subparagraph><subparagraph id="idd4910ac6c5194bbaa268d459ed98372e"><enum>(D)</enum><text>promote continued access to telehealth for all communities and across settings.</text></subparagraph></paragraph></section></resolution-body></resolution>
