RES. 343</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20230914">September 14, 2023</action-date><action-desc><sponsor name-id="S284">Ms. Stabenow</sponsor> (for herself, <cosponsor name-id="S362">Mr. Kaine</cosponsor>, and <cosponsor name-id="S259">Mr. Reed</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Supporting the designation of September 17, 2023, as <quote>National Physician Suicide Awareness Day</quote> to raise awareness of, and promote a national discussion about, physician suicide and to reduce the stigma of mental health issues.</official-title></form><preamble><whereas><text>Whereas physicians work under intense pressure and are exposed to trauma on the job;</text></whereas><whereas><text>Whereas the risk of suicide within the medical profession is among the highest rates of any occupation;</text></whereas><whereas><text>Whereas each year in the United States roughly 300 to 400 physicians die by suicide;</text></whereas><whereas><text>Whereas the suicide rate—</text><paragraph id="id0e596ec56c0d4ab681761da8e6bda858"><enum>(1)</enum><text>among male physicians is 1.41 times higher than the general male population; and</text></paragraph><paragraph id="id3cb108bd24b14ac3a28e71dfe625f360"><enum>(2)</enum><text>among female physicians is even more pronounced, being 2.27 times higher than the general female population;</text></paragraph></whereas><whereas><text>Whereas difficult working conditions, burdensome administrative tasks, long hours, grief over losing patients, and watching the families of patients suffer add a layer of extreme stress for many frontline workers;</text></whereas><whereas><text>Whereas mental health and physical health are equally important components of overall health;</text></whereas><whereas><text>Whereas there are structural barriers in place that discourage self-care and mental health help-seeking behaviors among physicians; and</text></whereas><whereas><text>Whereas a day of public awareness and education campaigns is held on September 17 each year to shine a light on the tragedy of physician suicide: Now, therefore, be it</text></whereas></preamble><resolution-body><section id="S1" display-inline="yes-display-inline" section-type="undesignated-section"><text>That the Senate—</text><paragraph id="ida39a79064ab34571968e4cce6c50eef1"><enum>(1)</enum><text>supports the goal of National Physician Suicide Awareness Day to bring national attention to the mental health crisis affecting physicians in the United States;</text></paragraph><paragraph id="idcb5a5d35394644ffb743bb082edc0187"><enum>(2)</enum><text>dedicates a day of reflection to honor the memory of physicians who have died by suicide;</text></paragraph><paragraph id="id26880d81639043cf9a83db9b6a80b117"><enum>(3)</enum><text>recognizes the need for greater research into understanding and addressing the issues surrounding physician suicide, including the barriers to treatment, help-seeking behaviors to address burnout, and mental care options to prevent physician suicide; and</text></paragraph><paragraph id="id84b3f53b0d4b4770ac562c7c43ce77f6"><enum>(4)</enum><text>encourages the President to issue a proclamation calling on the people of the United States to observe National Physician Suicide Awareness Day with appropriate awareness and educational activities. </text></paragraph></section></resolution-body></resolution>
