RES. 321</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20230727">July 27, 2023</action-date><action-desc><sponsor name-id="S417">Mr. Budd</sponsor> (for himself, <cosponsor name-id="S337">Mr. Coons</cosponsor>, <cosponsor name-id="S338">Mr. Manchin</cosponsor>, <cosponsor name-id="S307">Mr. Brown</cosponsor>, <cosponsor name-id="S398">Mr. Cramer</cosponsor>, <cosponsor name-id="S403">Ms. Sinema</cosponsor>, <cosponsor name-id="S423">Mr. Ricketts</cosponsor>, <cosponsor name-id="S384">Mr. Tillis</cosponsor>, <cosponsor name-id="S406">Mr. Kelly</cosponsor>, <cosponsor name-id="S370">Mr. Booker</cosponsor>, <cosponsor name-id="S318">Mr. Wicker</cosponsor>, <cosponsor name-id="S323">Mr. Risch</cosponsor>, <cosponsor name-id="S266">Mr. Crapo</cosponsor>, <cosponsor name-id="S327">Mr. Warner</cosponsor>, <cosponsor name-id="S293">Mr. Graham</cosponsor>, and <cosponsor name-id="S316">Mr. Whitehouse</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Expressing the sense of the Senate relating to nuclear power and the commitment of the Senate to embracing and promoting nuclear power as a clean baseload energy source necessary to achieve a reliable, secure, and diversified electric grid.</official-title></form><resolution-body><section id="S1" display-inline="yes-display-inline" section-type="undesignated-section"><text>That— </text><paragraph id="idf46d1e0a8f3e463d98d7fc357bd3bdae"><enum>(1)</enum><text>in order to maintain geopolitical energy leadership, reduce carbon emissions, and enhance the energy security of the United States, the Senate is committed to embracing and promoting nuclear power as a clean baseload energy source necessary to achieve a reliable, secure, and diversified electric grid; and</text></paragraph><paragraph id="idd399c924ccab4a598ab5db411a9ea197"><enum>(2)</enum><text>it is the sense of the Senate that—</text><subparagraph commented="no" display-inline="no-display-inline" id="idf1210ad4ace34abba98009d8ecebf87d"><enum>(A)</enum><text display-inline="yes-display-inline">among allies and partners of the United States, nuclear energy presents an advantageous export opportunity for United States advanced manufacturing and technical expertise; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id31c5d4658129405fbff1e4f0a5d9f836"><enum>(B)</enum><text display-inline="yes-display-inline">to realize the benefits of next-generation nuclear deployment—</text><clause commented="no" display-inline="no-display-inline" id="id4e605b2c79544a7ebf7f209ae3e71204"><enum>(i)</enum><text display-inline="yes-display-inline">a robust domestic production base of low-enriched uranium and high-assay, low-enriched uranium needs to be established;</text></clause><clause commented="no" display-inline="no-display-inline" id="id91c0a5616ba14d6491071c8dc2bba232"><enum>(ii)</enum><text display-inline="yes-display-inline">the domestic nuclear supply chain and the associated workforce needs to be further established, and a highly trained and capable workforce of scientists, engineers, operators, regulators, and trades workers needs to be cultivated; and</text></clause><clause id="idbc3146897e7b44ef9ab924edbfd4b0f7" commented="no" display-inline="no-display-inline"><enum>(iii)</enum><text display-inline="yes-display-inline">robust public-private financing mechanisms should be pursued. </text></clause></subparagraph></paragraph></section></resolution-body></resolution>
