RES. 22</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20230201">February 1, 2023</action-date><action-desc><sponsor name-id="S303">Mr. Thune</sponsor> (for himself and <cosponsor name-id="S381">Mr. Rounds</cosponsor>) submitted the following resolution; which was considered and agreed to</action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Congratulating the South Dakota State University Jackrabbits on winning the 2023 National Collegiate Athletic Association Division I Football Championship Subdivision title.</official-title></form><preamble><whereas><text>Whereas, on January 8, 2023, the South Dakota State University (referred to in this preamble as <quote>SDSU</quote>) Jackrabbits defeated the North Dakota State University Bison by a score of 45 to 21 in the 2023 National Collegiate Athletic Association (referred to in this preamble as the <quote>NCAA</quote>) Division I Football Championship Subdivision (referred to in this preamble as the <quote>FCS</quote>) Championship game in Frisco, Texas;</text></whereas><whereas><text>Whereas this is the first national championship for the SDSU Jackrabbits football program and first team national championship in the NCAA Division I era for SDSU athletics;</text></whereas><whereas><text>Whereas the SDSU Jackrabbits finished the 2022-2023 season with an overall record of 14 wins and 1 loss, with 8 wins and 0 losses in the Missouri Valley Football Conference, including earning a number 1 seed in the FCS playoffs;</text></whereas><whereas><text>Whereas the SDSU Jackrabbits have qualified for the FCS playoffs the past 11 seasons;</text></whereas><whereas><text>Whereas the 2022-2023 SDSU Jackrabbits—</text><paragraph id="id33FCDE10031F45E49EA98764AA3DE9BF"><enum>(1)</enum><text>averaged 34.2 points and 384.6 yards per game; and </text></paragraph><paragraph id="idA0E95E1C479B4551A5ED18B229A2A95A"><enum>(2)</enum><text>allowed only 15.8 points and 273.9 yards per game on average;</text></paragraph></whereas><whereas><text>Whereas the SDSU head coach, John Stiegelmeier, was awarded the 2022 American Football Coaches Association National Coach of the Year Award for the FCS and the Stats Perform 2022 Eddie Robinson Coach of the Year Award;</text></whereas><whereas><text>Whereas Coach Stiegelmeier, a native of Selby, South Dakota, announced his retirement after 26 seasons as head coach of the SDSU Jackrabbits, finishing his head coaching career at SDSU, his alma mater, with a record of 199 wins and 112 losses; and</text></whereas><whereas><text>Whereas SDSU President Barry Dunn and Athletic Director Justin Sell have cultivated a standard of excellence within SDSU athletics and guided the athletic programs at SDSU to national prominence: Now, therefore, be it:</text></whereas></preamble><resolution-body><section id="S1" display-inline="yes-display-inline" section-type="undesignated-section"><text>That the Senate—</text><paragraph id="id2a974f147634444a9d1c22b8422b0c93"><enum>(1)</enum><text>congratulates and honors the South Dakota State University football team on a successful season and for winning the 2023 National Collegiate Athletic Association Division I Football Championship Subdivision title;</text></paragraph><paragraph id="id35dbd6852bd14893905c96173e25cb88"><enum>(2)</enum><text>recognizes the hard work, dedication, determination, and commitment of the South Dakota State University football players, coaches, and staff; </text></paragraph><paragraph id="id03b2d0b3b59b40c9bb10ffc595609ae4"><enum>(3)</enum><text>commends the Head Coach of the South Dakota State University Jackrabbits football team, John Stiegelmeier, for his dedication and service to the South Dakota State University football program; and</text></paragraph><paragraph id="id8BC461A61DBF4C71A9BB3F5608DE94E7"><enum>(4)</enum><text>respectfully requests that the Secretary of the Senate transmit an enrolled copy of this resolution to—</text><subparagraph id="idD768265CD73649F8899E06D5C7218724"><enum>(A)</enum><text>the President of South Dakota State University, Barry Dunn;</text></subparagraph><subparagraph id="id4593F13F585E4260AE42A03CEB672345"><enum>(B)</enum><text>the Athletic Director of South Dakota State University, Justin Sell; and</text></subparagraph><subparagraph id="idFE1790170BB3489E8D52D24A5DFA33C0"><enum>(C)</enum><text>the Head Coach of the South Dakota State University Jackrabbits football team, John Stiegelmeier.</text></subparagraph></paragraph></section></resolution-body></resolution>
