Briefing on use and justification of waivers.</toc-entry></toc></section><title commented="no" level-type="subsequent" id="idd722b57f-68dc-48a0-94f1-dd147233996b" style="OLC" changed="not-changed"><enum>I</enum><header display-inline="yes-display-inline">Combating human trafficking abroad</header><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idb2b3ac5f-72f7-4a7d-aaad-110d6d5ffaac" changed="not-changed"><enum>101.</enum><header display-inline="yes-display-inline">United States support for integration of anti-trafficking in persons interventions in multilateral development banks</header><subsection commented="no" display-inline="no-display-inline" id="idb09183dc-ec79-4a40-ba78-9399b43f5169" changed="not-changed"><enum>(a)</enum><header display-inline="yes-display-inline">Requirements</header><text display-inline="yes-display-inline">The Secretary of the Treasury, in consultation with the Secretary of State acting through the Ambassador-at-Large to Monitor and Combat Trafficking in Persons, shall instruct the United States Executive Director of each multilateral development bank (as defined in section 110(d) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(d)</external-xref>)) to encourage the inclusion of a counter-trafficking strategy, including risk assessment and mitigation efforts as needed, in proposed projects in countries listed—</text><paragraph commented="no" display-inline="no-display-inline" id="idbf9a1267-722e-4a25-8918-d932fd183f49" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">on the Tier 2 Watch List (required under section 110(b)(2)(A) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)(2)(A)</external-xref>), as amended by section 104(a));</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf171b78d-ab0c-4a14-8136-268f1d64d2b4" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">under subparagraph (C) of section 110(b)(1) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)(1)</external-xref>) (commonly referred to as “tier 3”); and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide2f06e37-5315-4e76-8266-3fcf429ef2cc" changed="not-changed"><enum>(3)</enum><text display-inline="yes-display-inline">as Special Cases in the most recent report on trafficking in persons required under such section (commonly referred to as the “Trafficking in Persons Report”).</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id49e3fa88-fe07-49f3-bbbd-ee876c299210" changed="not-changed"><enum>(b)</enum><header display-inline="yes-display-inline">Briefings</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of the Treasury, in consultation with the Secretary of State, shall brief the appropriate congressional committees regarding the implementation of this section. </text></subsection><subsection commented="no" display-inline="no-display-inline" id="id03fc780b-7eda-4ab2-b8ad-7a413fd05283" changed="not-changed"><enum>(c)</enum><header display-inline="yes-display-inline">GAO report</header><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the appropriate congressional committees a report that details the activities of the United States relating to combating human trafficking, including forced labor, within multilateral development projects.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id865074c6-6b2a-4087-bc0d-61938037d6be" changed="not-changed"><enum>(d)</enum><header display-inline="yes-display-inline">Appropriate congressional committees defined</header><text display-inline="yes-display-inline">In this section, the term <quote>appropriate congressional committees</quote> means—</text><paragraph commented="no" display-inline="no-display-inline" id="id70b12c15-7c6e-4d71-a9ed-3c7fa5e2e01e" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">the Committee on Foreign Relations and the Committee on Appropriations of the Senate; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc257807e-b56a-401b-a057-ae32393965cc" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives.</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id9c7095fc-f84e-43e8-9e93-fb08c32dda2b" changed="not-changed"><enum>102.</enum><header display-inline="yes-display-inline">Expanding prevention efforts at the United States Agency for International Development</header><subsection commented="no" display-inline="no-display-inline" id="id0fb38e0f-d993-4eff-ba74-81f0a1d28614" changed="not-changed"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">In order to strengthen prevention efforts by the United States abroad, the Administrator of the United States Agency for International Development (referred to in this section as the <quote>Administrator</quote>) shall, to the extent practicable and appropriate—</text><paragraph commented="no" display-inline="no-display-inline" id="idf81eaa38-4ff2-4325-8054-264a222cde22" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">encourage the integration of activities to counter trafficking in persons (referred to in this section as <quote>C-TIP</quote>) into broader assistance programming;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id99f9d7d0-e0cd-4bf0-8907-f7ddf77fe804" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">determine a reasonable definition for the term <term>C-TIP Integrated Development Programs,</term> which shall include any programming to address health, food security, economic development, education, democracy and governance, and humanitarian assistance that includes a sufficient C-TIP element; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id29a85729-ef03-431c-beb6-254fa884d4c4" changed="not-changed"><enum>(3)</enum><text display-inline="yes-display-inline">ensure that each mission of the United States Agency for International Development (referred to in this section as <quote>USAID</quote>)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id3a6b624f-60f2-4b34-8f05-e1645f53b244" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">integrates a C-TIP component into development programs, project design, and methods for program monitoring and evaluation, as necessary and appropriate, when addressing issues, including—</text><clause commented="no" display-inline="no-display-inline" id="id7bb68f9a-1c66-4464-91e7-f0aa7c8ee749" changed="not-changed"><enum>(i)</enum><text display-inline="yes-display-inline">health;</text></clause><clause commented="no" display-inline="no-display-inline" id="id1855316d-bd27-45b4-8c10-76e8d04081d2" changed="not-changed"><enum>(ii)</enum><text display-inline="yes-display-inline">food security;</text></clause><clause commented="no" display-inline="no-display-inline" id="idb8956913-fd76-4cf4-9036-4cba08a9f48b" changed="not-changed"><enum>(iii)</enum><text display-inline="yes-display-inline">economic development;</text></clause><clause commented="no" display-inline="no-display-inline" id="id0509eb97-0c37-4273-bad0-1e2b09f8dc31" changed="not-changed"><enum>(iv)</enum><text display-inline="yes-display-inline">education; </text></clause><clause commented="no" display-inline="no-display-inline" id="ida6bb3b0c-045f-4de1-8dfa-521fad353dc9" changed="not-changed"><enum>(v)</enum><text display-inline="yes-display-inline">democracy and governance; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id3f986b72-58c8-4bfe-beea-3ead4a2c27cd" changed="not-changed"><enum>(vi)</enum><text display-inline="yes-display-inline">humanitarian assistance;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9bcd23bc-8f2d-4956-8438-0c29293a6fda" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">continuously adapts, strengthens, and implements training and tools related to the integration of a C-TIP perspective into the work of development actors; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbb6d5251-e593-498f-92a6-aea32a4ca0bb" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">encourages USAID Country Development Cooperation Strategies to include C-TIP components in project design, implementation, monitoring, and evaluation, as necessary and appropriate.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idf5be839e-3dc2-4ce9-b8a3-4d5c4cf7634a" changed="not-changed"><enum>(b)</enum><header display-inline="yes-display-inline">Reports and briefings required</header><paragraph commented="no" display-inline="no-display-inline" id="ide4f34478-2eda-4446-a42d-3c654acecadc" changed="not-changed"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of an Act making appropriations for the Department of State, Foreign Operations, and Related Programs through fiscal year 2027, the Secretary of State, in consultation with the Administrator, shall submit to the appropriate congressional committees a report on obligations and expenditures of all funds managed by the Department of State and USAID in the prior fiscal year to combat human trafficking and forced labor, including integrated C-TIP activities. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3a4dd80b-681c-4e62-b311-757940862015" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">The report required by paragraph (1) shall include—</text><subparagraph commented="no" display-inline="no-display-inline" id="id87cfe81b-96c5-4782-8ab2-5e36c924d757" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">a description of funding aggregated by program, project, and activity; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide55de00e-f348-4fd5-b9e6-edebb921890f" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">a description of the management structure at the Department of State and USAID used to manage such programs. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id00b82877-89e9-4427-b35f-b0e11cb4d529" changed="not-changed"><enum>(3)</enum><header display-inline="yes-display-inline">Biennial briefing</header><text display-inline="yes-display-inline">Not later than 6 months of after the date of the enactment of this Act, and every 2 years thereafter through fiscal year 2027, the Secretary of State, in consultation with the Administrator, shall brief the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives on the implementation of subsection (a).</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ida36c46b4-e64b-4ffc-af44-ec7baa10ed6e" changed="not-changed"><enum>(c)</enum><header display-inline="yes-display-inline">Appropriate congressional committees defined</header><text display-inline="yes-display-inline">In this section, the term <quote>appropriate congressional committees</quote> means—</text><paragraph commented="no" display-inline="no-display-inline" id="id47ebd4cf-2dd3-4de4-9276-50c407bf2f9f" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">the Committee on Foreign Relations and the Committee on Appropriations of the Senate; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfabec515-3923-4284-b586-9c46cb6cd2b1" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives. </text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id1d265746-b418-4b7f-9c76-0f3e844a346c" changed="not-changed"><enum>103.</enum><header display-inline="yes-display-inline">Counter-trafficking in persons efforts in development cooperation and assistance policy</header><text display-inline="no-display-inline">The Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2151">22 U.S.C. 2151 et seq.</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id69c1e8da-dd95-4286-85b3-edad86c61e72" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">in section 102(b)(4)(<external-xref legal-doc="usc" parsable-cite="usc/22/2151-1">22 U.S.C. 2151–1(b)(4)</external-xref>)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id494e6fed-c70b-41bd-a55e-9f966c644802" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (F), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id40d96a45-b30f-4cd8-a88c-99124eaa6acb" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (G), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd04cb87d-691b-4ec3-b48f-e27011ecf453" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idcd9ee570-e0ae-45f4-b794-6e94dc52482b" changed="not-changed"><subparagraph commented="no" display-inline="no-display-inline" id="id73278cdf-565b-4e24-b71d-6be79543ee1c" changed="not-changed"><enum>(H)</enum><text display-inline="yes-display-inline">effective counter-trafficking in persons policies and programs.</text></subparagraph><after-quoted-block display="yes">; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id660b4073-07a9-4728-8433-d85e5c50621e" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">in section 492(d)(1)(<external-xref legal-doc="usc" parsable-cite="usc/22/2292a">22 U.S.C. 2292a(d)(1)</external-xref>)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id801eb378-bc42-43bf-baab-8bc9108d9228" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>that the funds</quote> and inserting the following: “that—</text><quoted-block style="OLC" display-inline="no-display-inline" id="id6ad7224e-4ecb-49c4-8d10-bc376be3081d" changed="not-changed"><subparagraph commented="no" display-inline="no-display-inline" id="ida09059e5-6f66-4049-95fd-131a0b4ee85d" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">the funds</text></subparagraph><after-quoted-block display="yes">;</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id214e98da-ea4c-4162-847c-c414909c5fd8" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (A), as added by subparagraph (A) of this paragraph, by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id35485958-3949-43ce-bb06-4fba179927eb" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id8deec5ef-f135-4095-9f90-a327edd7af18" changed="not-changed"><subparagraph commented="no" display-inline="no-display-inline" id="id304f72ea-a1eb-46c8-a847-8e21e45e6be1" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">in carrying out the provisions of this chapter, the President shall, to the greatest extent possible—</text><clause commented="no" display-inline="no-display-inline" id="iddacc262e-b731-4b1f-a0c9-ced93a442a83" changed="not-changed"><enum>(i)</enum><text display-inline="yes-display-inline">ensure that assistance made available under this section does not create or contribute to conditions that can be reasonably expected to result in an increase in trafficking in persons who are in conditions of heightened vulnerability as a result of natural and manmade disasters; and </text></clause><clause commented="no" display-inline="no-display-inline" id="id11dc66c5-d35b-4cc8-9529-e378d0bcaa66" changed="not-changed"><enum>(ii)</enum><text display-inline="yes-display-inline">integrate appropriate protections into the planning and execution of activities authorized under this chapter. </text></clause></subparagraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id487b83b6-b220-4b65-9e77-d7bd8394aa44" changed="not-changed"><enum>104.</enum><header display-inline="yes-display-inline">Technical amendments to tier rankings</header><subsection commented="no" display-inline="no-display-inline" id="id9258fd7f-8aae-4120-8810-c2b07cd2d0d4" changed="not-changed"><enum>(a)</enum><header display-inline="yes-display-inline">Modifications to tier 2 watch list</header><text display-inline="yes-display-inline">Section 110(b)(2) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)(2)</external-xref>), is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idd3c42cec-7c3c-4ab8-968c-d841e342e9d3" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">in the paragraph heading, by striking <quote><header-in-text level="paragraph" style="OLC">Special</header-in-text></quote> and inserting <quote><header-in-text level="paragraph" style="OLC">Tier 2</header-in-text></quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc196e120-6c4e-4dd5-83c9-2b4eed1d2c16" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (A)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id43753b57-1fe6-4fe9-b15b-f7db9a5d87ca" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>of the following countries</quote> and all that follows through <quote>annual report, where—</quote>and inserting <quote>of countries that have been listed pursuant to paragraph (1)(B) pursuant to the current annual report, in which—</quote>; or</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="idf4c1c12e-aa13-4cb4-990d-3068f48a93f3" changed="not-changed"><enum>(ii)</enum><text display-inline="yes-display-inline">sales, or financing on any terms, under the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2751">22 U.S.C. 2751 et seq.</external-xref>), other than sales or financing provided for narcotics-related purposes following notification in accordance with the prior notification procedures applicable to reprogrammings pursuant to section 634A of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2394-1">22 U.S.C. 2394–1</external-xref>).</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id991868d4-3e8d-436f-9a35-02b53e0d8cee" changed="not-changed"><enum>(B)</enum><header display-inline="yes-display-inline">Exclusions</header><text display-inline="yes-display-inline">The term <term>nonhumanitarian, nontrade-related foreign assistance</term> shall not include payments to or the participation of government entities necessary or incidental to the implementation of a program that is otherwise consistent with section 110.</text></subparagraph></paragraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></subsection></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id67a81635-3799-4ef2-9a94-4651ff5247b8" changed="not-changed"><enum>107.</enum><header display-inline="yes-display-inline">Expanding protections for domestic workers of official and diplomatic visa holders</header><text display-inline="no-display-inline">Section 203(b) of the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/8/1375c">8 U.S.C. 1375c(b)</external-xref>) is amended by inserting after paragraph (4) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3aaaaa04-ade7-4eed-be11-2ad366cbd956" changed="not-changed"><paragraph commented="no" display-inline="no-display-inline" id="id49cc7395-8a05-4ffc-89e3-d048ff91fb47" changed="not-changed"><enum>(5)</enum><header display-inline="yes-display-inline">National expansion of in-person registration program</header><text display-inline="yes-display-inline">The Secretary shall administer the Domestic Worker In-Person Registration Program for employees with A–3 visas or G–5 visas employed by accredited foreign mission members or international organization employees and shall expand this program nationally, which shall include—</text><subparagraph commented="no" display-inline="no-display-inline" id="id954544b3-89ee-48df-91a0-065e246389ad" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">after the arrival of each such employee in the United States, and annually during the course of such employee's employment, a description of the rights of such employee under applicable Federal and State law;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf18576dc-0cb4-45f9-89ac-7a45b02cbeb7" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">provision of a copy of the pamphlet developed pursuant to section 202 to the employee with an A–3 visa or a G–5 visa; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4993a95c-58e8-475d-ae11-50513e7b96ad" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">information on how to contact the National Human Trafficking Hotline.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9267be93-0f2f-4c22-8257-431d6cd863a4" changed="not-changed"><enum>(6)</enum><header display-inline="yes-display-inline">Monitoring and training of A–3 and G–5 visa employers accredited to foreign missions and international organizations</header><text display-inline="yes-display-inline">The Secretary shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="idde57b8ac-cbf7-471d-a7ac-ddc21863273c" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">inform embassies, international organizations, and foreign missions of the rights of A–3 and G–5 domestic workers under the applicable labor laws of the United States, including the fair labor standards described in the pamphlet developed pursuant to section 202. Information provided to foreign missions, embassies, and international organizations should include material on labor standards and labor rights of domestic worker employees who hold A–3 and G–5 visas;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb3315851-1d72-47de-81ed-b522b81bead5" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">inform embassies, international organizations, and foreign missions of the potential consequences to individuals holding a nonimmigrant visa issued pursuant to subparagraph (A)(i), (A)(ii), (G)(i), (G)(ii), or (G)(iii) of section 101(a)(15) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101(a)(15)</external-xref>) who violate the laws described in subclause (I)(aa), including (at the discretion of the Secretary)—</text><clause commented="no" display-inline="no-display-inline" id="id76788380-0b8f-4c4a-9312-eb3a4ce8317a" changed="not-changed"><enum>(i)</enum><text display-inline="yes-display-inline"> the suspension of A–3 visas and G–5 visas; </text></clause><clause commented="no" display-inline="no-display-inline" id="id8b6bad9c-f12e-43a6-aca6-52f4660381b1" changed="not-changed"><enum>(ii)</enum><text display-inline="yes-display-inline">request for waiver of immunity; </text></clause><clause commented="no" display-inline="no-display-inline" id="id876c738d-e712-4fe9-87e8-2f5a775996a7" changed="not-changed"><enum>(iii)</enum><text display-inline="yes-display-inline">criminal prosecution; </text></clause><clause commented="no" display-inline="no-display-inline" id="id88ce2b2c-ec0a-4a05-b356-5c48fa2e26ca" changed="not-changed"><enum>(iv)</enum><text display-inline="yes-display-inline">civil damages; and </text></clause><clause commented="no" display-inline="no-display-inline" id="idb68af09b-057b-4af1-8e84-57f8e51e71be" changed="not-changed"><enum>(v)</enum><text display-inline="yes-display-inline">permanent revocation of or refusal to renew the visa of the accredited foreign mission or international organization employee; and </text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id513c69a8-be74-4cf8-8f37-40804d4fd02a" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">require all accredited foreign mission and international organization employers of individuals holding A–3 visas or G–5 visas to report the wages paid to such employees on an annual basis.</text></subparagraph></paragraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="ide620c4ff-64f1-4a89-b6d9-91f166dda7ed" changed="not-changed"><enum>108.</enum><header display-inline="yes-display-inline">Effective dates</header><text display-inline="no-display-inline">Sections 104(b) and 106 and the amendments made by those sections take effect on the date that is the first day of the first full reporting period for the report required by section 110(b)(1) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)(1)</external-xref>) after the date of the enactment of this Act.</text></section></title><title commented="no" level-type="subsequent" id="id9e857e1d-526c-4c8b-ad2c-40156a73ad20" changed="not-changed"><enum>II</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id102fcf16-a6de-48a6-97f4-cddd88a02bb3" changed="not-changed"><enum>201.</enum><header display-inline="yes-display-inline">Extension of authorizations under the Victims of Trafficking and Violence Protection Act of 2000</header><text display-inline="no-display-inline">Section 113 of the Victims of Trafficking and Violence Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7110">22 U.S.C. 7110</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id6318086f-f183-4f60-9a1f-633a5ac73daa" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>2018 through 2021, $13,822,000</quote> and inserting <quote>2024 through 2027, $17,000,000 </quote>; and</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida8afeea2-ee93-429a-a72a-ec94a69f770b" changed="not-changed"><enum>(D)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id389af07e-8eee-474e-836c-b230bfb9fe9f" changed="not-changed"><subparagraph commented="no" display-inline="no-display-inline" id="id353a94b8-ce90-4c62-a40d-ca6db25189c2" changed="not-changed"><enum>(E)</enum><text display-inline="yes-display-inline">to fund programs to end modern slavery, in an amount not to exceed $37,500,000 for each of the fiscal years 2024 through 2027.</text></subparagraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idba377664-4ef6-4f33-98f6-581119c75d4f" changed="not-changed"><enum>202.</enum><header display-inline="yes-display-inline">Extension of authorizations under the International Megan’s Law</header><text display-inline="no-display-inline">Section 11 of the International Megan’s Law to Prevent Child Exploitation and Other Sexual Crimes Through Advanced Notification of Traveling Sex Offenders (<external-xref legal-doc="usc" parsable-cite="usc/34/21509">34 U.S.C. 21509</external-xref>) is amended by striking <quote>2018 through 2021</quote> and inserting <quote>2024 through 2027</quote>.</text></section></title><title commented="no" level-type="subsequent" id="id92fe1656-1645-4677-9066-81416dc72de5" style="OLC" changed="not-changed"><enum>III</enum><header display-inline="yes-display-inline">Briefings</header><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id45e84a7a-c0ea-42a3-8169-73d8b8d0c3db" changed="not-changed"><enum>301.</enum><header display-inline="yes-display-inline">Briefing on annual trafficking in person’s report</header><text display-inline="no-display-inline">Not later than 30 days after the public designation of country tier rankings and subsequent publishing of the Trafficking in Persons Report, the Secretary of State shall brief the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives on— </text><paragraph commented="no" display-inline="no-display-inline" id="id5922552f-e8a0-4413-9a30-b44824cbb8a1" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">countries that were downgraded or upgraded in the most recent Trafficking in Persons Report; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idae578995-25e8-4714-9228-2c252d5f1b1d" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">the efforts made by the United States to improve counter-trafficking efforts in those countries, including foreign government efforts to better meet minimum standards to eliminate human trafficking. </text></paragraph></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id15979742-bbaf-4e0e-992c-90aae331ce55" changed="not-changed"><enum>302.</enum><header display-inline="yes-display-inline">Briefing on use and justification of waivers</header><text display-inline="no-display-inline">Not later than 30 days after the President has determined to issue a waiver under section 110(d)(5) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(d)(5)</external-xref>), the Secretary of State shall brief the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives on—</text><subsection commented="no" display-inline="no-display-inline" id="id73217bbb-a477-4b15-b1f6-ad57d95c1f50" changed="not-changed"><enum>(a)</enum><text display-inline="yes-display-inline">each country that received a waiver;</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id25899dc4-3b37-43ec-9ddb-93e65c482cf0" changed="not-changed"><enum>(b)</enum><text display-inline="yes-display-inline">the justification for each such waiver;
