to grants to assist in the recognition of trafficking</header><text display-inline="no-display-inline">Section 106(b)(2) of the Victims of Trafficking and Violence Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7104">22 U.S.C. 7104(b)(2)</external-xref>) is amended—</text><paragraph id="id3ebb21b4840645b3b297ee20941dd48e" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">in the paragraph heading, by striking <quote><header-in-text style="OLC" level="paragraph">Grants to assist in the recognition of trafficking</header-in-text></quote> and inserting <quote><header-in-text style="OLC" level="paragraph">Frederick Douglass Human Trafficking Prevention Education Grants</header-in-text></quote>;</text></paragraph><paragraph id="id571a9df4cc9f4930bd952c80377b8643" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (B)—</text><subparagraph id="id23ceb86cc8744a81b91e3ef104330f01" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding clause (i), by inserting <quote>under a program named <quote>Frederick Douglass Human Trafficking Prevention Education Grants</quote></quote> after <quote>may award grants</quote>; and</text></subparagraph><subparagraph id="id4e93b4942e9240ccaacaae95ea12f963" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">in clause (ii), by inserting <quote>, linguistically accessible, and culturally responsive</quote> after <quote>age-appropriate</quote>;</text></subparagraph></paragraph><paragraph id="idaf28a7e3cbdf446a9d76e247104e9690" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">in subparagraph (C), in the subparagraph heading, by inserting <quote><header-in-text style="OLC" level="subparagraph">for Frederick Douglass Human Trafficking Prevention Education Grants</header-in-text></quote> after <quote><header-in-text style="OLC" level="subparagraph">Program requirements</header-in-text></quote>;</text></paragraph><paragraph id="id6fd9f9133ba249e1a29a87f9840d687b" commented="no" display-inline="no-display-inline"><enum>(4)</enum><text display-inline="yes-display-inline">by amending subparagraph (D) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id2710785864584c489b83daadc17e7c2d"><subparagraph id="ida8d913f1bad14a2181f7e44519bd3ec8" commented="no" display-inline="no-display-inline"><enum>(D)</enum><header display-inline="yes-display-inline">Priority</header><text display-inline="yes-display-inline">In awarding Frederick Douglass Human Trafficking Prevention Education Grants under this paragraph, the Secretary shall—</text><clause id="ide5580a9e949a4101bcb3321da3e11935" commented="no" display-inline="no-display-inline"><enum>(i)</enum><text display-inline="yes-display-inline">give priority to local educational agencies serving a high-intensity child sex trafficking area or an area with significant child labor trafficking;</text></clause><clause id="id3a6ad47b82d04363b3c11ce68ef6bc7c" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text display-inline="yes-display-inline">give additional priority to local educational agencies that partner with nonprofit organizations specializing in human trafficking prevention education, which partner with law enforcement and technology or social media companies, to assist in training efforts to protect children from labor trafficking and sexual exploitation and abuse including grooming, materials depicting the sexual abuse of children, and human trafficking transmitted through technology; and</text></clause><clause id="id51569c9f9ba14e65b478c14d23672d8d" commented="no" display-inline="no-display-inline"><enum>(iii)</enum><text display-inline="yes-display-inline">consult, as appropriate, with the Secretary of Education, the Secretary of Housing and Urban Development, the Secretary of the Interior, the Secretary of Labor, and the Attorney General, to identify the geographic areas in the United States with the highest prevalence of at-risk populations for child trafficking, including children who are members of a racial or ethnic minority, homeless youth, foster youth, youth involved in the child welfare system, and children and youth who run away from home or an out-of-home placement.</text></clause></subparagraph><after-quoted-block display="yes">; and</after-quoted-block></quoted-block></paragraph><paragraph id="idcb364e3148834a2fafc7af88245492c9" commented="no" display-inline="no-display-inline"><enum>(5)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id97472b1f10324e4bbf392573ddab649c"><subparagraph id="id929abcd7762d4c37abc54e0b1716d854" commented="no" display-inline="no-display-inline"><enum>(E)</enum><header display-inline="yes-display-inline">Criteria for selection</header><text display-inline="yes-display-inline">Grantees should be selected based on their demonstrated ability—</text><clause id="id0c6a6b8da3b54debbbdc43f6a45d4fc2" commented="no" display-inline="no-display-inline"><enum>(i)</enum><text display-inline="yes-display-inline">to engage stakeholders, including survivors of human trafficking, and Federal, State, local, or Tribal partners, to develop the programs;</text></clause><clause id="id6799f418b18145b09f31eb627993e279" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text display-inline="yes-display-inline">to train the trainers, guardians, K–12 students, teachers, and other school personnel in a linguistically accessible, culturally responsive, age-appropriate, and trauma-informed fashion; and</text></clause><clause id="id7cb15e9bb23443ada029a419d2886b85" commented="no" display-inline="no-display-inline"><enum>(iii)</enum><text display-inline="yes-display-inline">to create a scalable, repeatable program to prevent child labor trafficking and sexual exploitation and abuse, including grooming, child sexual abuse materials, and trafficking transmitted through technology that—</text><subclause id="ida34709766c56459ba3b69e1754ea895a" commented="no" display-inline="no-display-inline"><enum>(I)</enum><text display-inline="yes-display-inline">uses evidence-based (as such term is defined in section 8101(21)(A) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801(21)(A)</external-xref>)) best practices; and</text></subclause><subclause id="id61b5078133eb49f1ad93027dd30d43ae" commented="no" display-inline="no-display-inline"><enum>(II)</enum><text display-inline="yes-display-inline">employs appropriate technological tools and methodologies, including linguistically accessible, culturally responsive, age-appropriate, and trauma-informed approaches for trainers, guardians, educators, and K–12 students.</text></subclause></clause></subparagraph><subparagraph id="idfeaf0f1d3f8d4fd99af4dd4eecb5b316" commented="no" display-inline="no-display-inline"><enum>(F)</enum><header display-inline="yes-display-inline">Train the trainers</header><text display-inline="yes-display-inline">For purposes of subparagraph (E), the term <term>train the trainers</term> means having experienced or master trainers coach new trainers who are less experienced with a particular topic or skill, or with training overall, who can then teach the material to others, creating a broader reach, sustainability, and making efforts cost- and time-efficient (commonly referred to as <quote>training of trainers</quote>).</text></subparagraph><subparagraph id="id8889f2e65bfb40dba93d5e70719cfc55" commented="no" display-inline="no-display-inline"><enum>(G)</enum><header display-inline="yes-display-inline">Data collection</header><text display-inline="yes-display-inline">The Secretary shall consult with the Secretary of Education, the Secretary of Housing and Urban Development, and the Secretary of the Interior to determine the appropriate demographics of the recipients or of students at risk of being trafficked or exploited, to be collected and reported with respect to grants under this paragraph, which shall include data collection of, at a minimum, students who are economically disadvantaged, members of a racial or ethnic minority, homeless youth, foster youth, youth involved in the child welfare system, and children and youth who run away from home or an out-of-home placement.</text></subparagraph><subparagraph id="idb93b99a9a85444f99c44bb414c1c0e74" commented="no" display-inline="no-display-inline"><enum>(H)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 540 days after the date of the enactment of the <short-title>International Trafficking Victims Protection Reauthorization Act of 2024</short-title>, and annually thereafter, the Secretary of Health and Human Services shall submit to the <committee-name committee-id="SSJU00">Committee on the Judiciary of the Senate</committee-name>, the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions of the Senate</committee-name>, the <committee-name committee-id="">Committee on the Judiciary of the House of Representatives</committee-name>, the <committee-name committee-id="">Committee on Education and the Workforce of the House of Representatives</committee-name>, and the <committee-name committee-id="">Committee on Energy and Commerce of the House of Representatives</committee-name>, and make available to the public a report that includes data regarding—</text><clause id="id64debf3981fd4e939731c9ffd235d4f0" commented="no" display-inline="no-display-inline"><enum>(i)</enum><text display-inline="yes-display-inline">the total number of entities that received a Frederick Douglass Human Trafficking Prevention Education Grant during the previous fiscal year;</text></clause><clause id="id58369d7504a147518cdb2c79445ffae3" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text display-inline="yes-display-inline">the total number of partnerships or consultants that included survivors, nonprofit organizations specialized in human trafficking prevention education, law enforcement, and technology or social media companies;</text></clause><clause id="id278e79b55eb749e9a898bf4e0f6cde54" commented="no" display-inline="no-display-inline"><enum>(iii)</enum><text display-inline="yes-display-inline">the total number of elementary and secondary schools that established and implemented evidence-based (as such term is defined in section 8101(21)(A) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801(21)(A)</external-xref>)) best practices through programs developed using such grants;</text></clause><clause id="id387a55be101448a988f759e58daa71af" commented="no" display-inline="no-display-inline"><enum>(iv)</enum><text display-inline="yes-display-inline">the total number and geographic distribution of trainers, guardians, students, teachers, and other school personnel trained using such grants pursuant to this paragraph;</text></clause><clause id="id326b8eac7d414e158603b5cfbd9d05ad" commented="no" display-inline="no-display-inline"><enum>(v)</enum><text display-inline="yes-display-inline">the results of pre-training and post-training surveys to gauge trainees’ increased understanding of the scope and signs of child trafficking and child sexual exploitation and abuse, how to interact with potential victims and survivors of child trafficking and child sexual exploitation and abuse using age-appropriate and trauma-informed approach, and the manner in which to respond to potential child trafficking and child sexual exploitation and abuse;</text></clause><clause id="ide6206fa292cb457384529cf00b8470df" commented="no" display-inline="no-display-inline"><enum>(vi)</enum><text display-inline="yes-display-inline">the number of potential victims and survivors of child trafficking and child sexual exploitation and abuse identified and served by grantees, excluding any individually identifiable information about such children and acting in full compliance with all applicable privacy laws and regulations;</text></clause><clause id="ida9b35a0489974319bd72af79f4a3bc5a" commented="no" display-inline="no-display-inline"><enum>(vii)</enum><text display-inline="yes-display-inline">the number of students in elementary or secondary school identified by grantees as being at risk of being trafficked or sexually exploited and abused, excluding any individually identifiable information about such children.;</text></clause><clause id="id6825ad1b74ca4922b33a621d69fa9c83" commented="no" display-inline="no-display-inline"><enum>(viii)</enum><text display-inline="yes-display-inline">the demographic characteristics of child trafficking survivors and victims, sexually exploited and abused children, and students at risk of being trafficked or sexually exploited and abused described in clauses (vi) and (vii), excluding any individually identifiable information about such children; and</text></clause><clause id="id610c88a3ba10468ab269b0d02dee958b" commented="no" display-inline="no-display-inline"><enum>(ix)</enum><text display-inline="yes-display-inline">any service gaps and best practices identified by grantees.</text></clause></subparagraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></paragraph></section><section id="id3497545115834b62934cabad0c368ae7" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>102.</enum><header display-inline="yes-display-inline">Human Trafficking Survivors Employment and Education Program</header><subsection id="id0c59eedf3a0949ca9c4f54eb9ae5f8c8" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services may carry out a Human Trafficking Survivors Employment and Education Program to prevent the re-exploitation of eligible individuals who have been victims of trafficking, by assisting such individuals to integrate or reintegrate into society through social services support for the attainment of life-skills, employment, and education necessary to achieve self-sufficiency.</text></subsection><subsection id="id8cf639d09eaf4cc7848fd1418a4823c3" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Services provided</header><text display-inline="yes-display-inline">Services offered, provided, and funded by the Program shall include (as relevant to the victim of trafficking)—</text><paragraph id="idc2cc3e8488254bc3acc37b8c6fa97278" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">enrollment and participation in—</text><subparagraph id="idbbadc48e6a3d46c69d467d4589bb6984" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">basic education, including literacy education and English as a second language education;</text></subparagraph><subparagraph id="id501ef185b1be42d195da5b7addedcc8a" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">job-related skills training;</text></subparagraph><subparagraph id="idbf5e5f44ed074c5a9dceba2ea5cedd7a" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">vocational and certificate programs; and</text></subparagraph><subparagraph id="id3cd6cd3c246344f6b35dd87acb43c9cd" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text display-inline="yes-display-inline">programs for attaining a regular high school diploma or its recognized equivalent;</text></subparagraph></paragraph><paragraph id="idcd84d94476444da591e0ae7793a6fa5c" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">life-skill training programs, including management of personal finances, self-care, and parenting classes;</text></paragraph><paragraph id="ide9661929211d4299b0a6b1110b0aacee" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">resume creation and review;</text></paragraph><paragraph id="idd43ae4e2dbe84435be27cff87c9f7666" commented="no" display-inline="no-display-inline"><enum>(4)</enum><text display-inline="yes-display-inline">interview coaching and counseling;</text></paragraph><paragraph id="idcf930108e8e54d4cbcc8fb3515eca653" commented="no" display-inline="no-display-inline"><enum>(5)</enum><text display-inline="yes-display-inline">assistance with expungement of criminal records when such records are for nonviolent crimes that were committed as a consequence of the eligible individual’s victimization, including assistance with credit repair;</text></paragraph><paragraph id="idda7d51286f59412caeb6c0e873ee7437" commented="no" display-inline="no-display-inline"><enum>(6)</enum><text display-inline="yes-display-inline">assistance with enrollment in college or technical school;</text></paragraph><paragraph id="id2ddb6160cfcd4252ae4c6dff70774c57" commented="no" display-inline="no-display-inline"><enum>(7)</enum><text display-inline="yes-display-inline">scholarship assistance for attending college or technical school;</text></paragraph><paragraph id="idaba8d680f0af4525b1a27b4e6ebd694a" commented="no" display-inline="no-display-inline"><enum>(8)</enum><text display-inline="yes-display-inline">professional coaching or professional development classes;</text></paragraph><paragraph id="id4a5d63060527476b97bf556d3cd58825" commented="no" display-inline="no-display-inline"><enum>(9)</enum><text display-inline="yes-display-inline">case management to develop an individualized plan with each victim of trafficking, based on each person’s needs and goals; and</text></paragraph><paragraph id="id95bd655b1a8d4812a94df69e83952238" commented="no" display-inline="no-display-inline"><enum>(10)</enum><text display-inline="yes-display-inline">assistance with obtaining victim compensation, direct victim assistance, or other funds for mental health care.</text></paragraph></subsection><subsection id="idd09f4c69d7c04b76a0513b6caf4bcb9b" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header display-inline="yes-display-inline">Service period</header><text display-inline="yes-display-inline">Eligible individuals may receive services through the Program for a cumulative period of 5 years.</text></subsection><subsection id="id0f5775aab7da4a43be9bd27ecaca98ed" commented="no" display-inline="no-display-inline"><enum>(d)</enum><header display-inline="yes-display-inline">Cooperative agreements</header><text display-inline="yes-display-inline">Subject to the availability of appropriations, the Secretary shall enter into cooperative agreements with 1 or more eligible organizations to carry out this section.</text></subsection><subsection id="id407fe9d17aa9496dad3af6fe83246494" commented="no" display-inline="no-display-inline"><enum>(e)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="idadadfa15678f44228653f7e0254e7b38" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">Eligible individual</header><text display-inline="yes-display-inline">The term <term>eligible individual</term> means a domestic or foreign victim of trafficking who—</text><subparagraph id="ida76fb2bc98804caa8d987b72666f0ce9" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">has attained 18 years of age; and</text></subparagraph><subparagraph id="id00a0d42fc62d48f39409b41fd834f825" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">is eligible to receive services under section 107(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7105">22 U.S.C. 7105(b)</external-xref>).</text></subparagraph></paragraph><paragraph id="id596aa632d8a74f00b043acfd036e457f" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header display-inline="yes-display-inline">Eligible organization</header><text display-inline="yes-display-inline">The term <term>eligible organization</term> means a service provider, including a nongovernmental organization, that has experience—</text><subparagraph id="id2f8badc3e96340e490bb4168ce010962" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">using national or local anti-trafficking networks to serve victims of trafficking;</text></subparagraph><subparagraph id="id11f351544ffc4f0191cc31efd5d35162" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">qualifying, providing, and coordinating services for victims of trafficking, as described in subsection (b), that is linguistically accessible, culturally responsive, age-appropriate, and trauma-informed;</text></subparagraph><subparagraph id="id008e5e590fdb46c9a873b77ac5735e8d" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">with respect to a service provider for victims of trafficking served by the Program who are not United States citizens, identifying and assisting foreign-born victims of trafficking, including helping them qualify for Continued Presence, T–Visas, and other Federal, State, and local services and funding; and</text></subparagraph><subparagraph id="id6d78c1d78dae4312a27040c1fe7b7ee9" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text display-inline="yes-display-inline">with respect to a service provider for victims of trafficking served by the Program who are United States citizens and legal permanent residents, identifying and assisting victims of trafficking (as defined in section 103 of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>)), especially youth and underserved populations.</text></subparagraph></paragraph><paragraph id="id0e635cb7291449e99a97d0c14c15479d" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header display-inline="yes-display-inline">Program</header><text display-inline="yes-display-inline">The term <term>Program</term> means the Human Trafficking Survivors Employment and Education Program established under this section.</text></paragraph><paragraph id="idf11764cf98c24ad491de69e56e8a6d8b" commented="no" display-inline="no-display-inline"><enum>(4)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Health and Human Services.</text></paragraph></subsection></section></subtitle></title><title id="id4309e2eae96d4b749e7c2981a80dc7f2" commented="no" level-type="subsequent"><enum>II</enum><header display-inline="yes-display-inline">Combating human trafficking abroad</header><section id="id8b0e29e3373d42b299c532f8450d6b8c" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>201.</enum><header display-inline="yes-display-inline">United States support for integration of anti-trafficking in persons interventions in multilateral development banks</header><subsection id="id5d8d7761bc974b80a4be99ee4d06bc47" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">Requirements</header><text display-inline="yes-display-inline">The Secretary of the Treasury, in consultation with the Secretary of State acting through the Ambassador-at-Large to Monitor and Combat Trafficking in Persons, shall instruct the United States Executive Director of each multilateral development bank (as defined in section 110(d) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(d)</external-xref>)) to encourage the inclusion of a counter-trafficking strategy, including risk assessment and mitigation efforts as needed, in proposed projects in countries listed—</text><paragraph id="id3d3736f939ea4555a34c8737ecc6402e" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">on the Tier 2 Watch List (required under section 110(b)(2)(A) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)(2)(A)</external-xref>), as amended by section 104(a));</text></paragraph><paragraph id="idd241b8d91cbb40408a1654745a6cf9ad" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">under subparagraph (C) of section 110(b)(1) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)(1)</external-xref>) (commonly referred to as <quote>Tier 3</quote>); and</text></paragraph><paragraph id="id60a25066751541e3943e437175a1ebb9" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">as Special Cases in the most recent report on trafficking in persons required under such section (commonly referred to as the <quote>Trafficking in Persons Report</quote>).</text></paragraph></subsection><subsection id="id60ba9e0a97444ed6a25c5a5c02f26a28" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Briefings</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of the Treasury, in consultation with the Secretary of State, shall brief the appropriate congressional committees regarding the implementation of this section.</text></subsection><subsection id="id88758a73440f422cb6d8792295af93f0" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header display-inline="yes-display-inline"><enum-in-header>GAO</enum-in-header> report</header><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the appropriate congressional committees a report that details the activities of the United States relating to combating human trafficking, including forced labor, within multilateral development projects.</text></subsection><subsection id="idf88af531682d4f3193f34a675761924f" commented="no" display-inline="no-display-inline"><enum>(d)</enum><header display-inline="yes-display-inline">Defined term</header><text display-inline="yes-display-inline">In this section, the term <term>appropriate congressional committees</term> means—</text><paragraph id="id8ca616437a5f41cfa513fc68a03185ac" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcbd782c9db344fddb3f232aa15f26aa1"><enum>(2)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSAP00">Committee on Appropriations of the Senate</committee-name>;</text></paragraph><paragraph id="idf8380fed33634e539bb2cd4dc4d431cf" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text the House of Representatives</committee-name>.</text></paragraph></subsection></section><section id="idf313fb4063464f7fbddaaa316db3d197" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>202.</enum><header display-inline="yes-display-inline">Expanding prevention efforts at the United States Agency for International Development</header><subsection id="ida3cd8e10ee484555bb3cc89cb16f0157" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">In order to increase the prevention efforts by the United States abroad, the Administrator of the United States Agency for International Development (USAID) shall—</text><paragraph commented="no" display-inline="no-display-inline" id="id25f6e7b0c9204f959d1042361bb45d87"><enum>(1)</enum><text display-inline="yes-display-inline">encourage incorporation of activities to counter trafficking in persons (C–TIP) into broader assistance programming;</text></paragraph><paragraph id="id9b4f557dd8c2474abb82a437e4abbb52" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">determine a reasonable definition for the term <term>C–TIP Incorporated Development Programs</term>, which shall at a minimum include any programming to address economic development, education, democracy and governance, food security, and humanitarian assistance that the Administrator determines includes a sufficient counter-trafficking in persons element incorporated in the program design or delivery;</text></paragraph><paragraph id="idf1572a26bad04b7686d60f5ea19a8bec" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">encourage that any program design or delivery that may directly serve victims of trafficking in persons is age-appropriate, linguistically accessible, culturally responsive, and survivor- and trauma-informed, and provides opportunities for anonymous and voluntary feedback from the beneficiaries receiving such services;</text></paragraph><paragraph id="idf421e3aaa6bd4f32a53df83fe0ea484f" commented="no" display-inline="no-display-inline"><enum>(4)</enum><text display-inline="yes-display-inline">encourage that each USAID mission incorporates a counter-trafficking in persons perspective and specific approaches into development programs, project design, and methods for program monitoring and evaluation, when addressing a range of development issues;</text></paragraph><paragraph id="id82c77cc53c56463f837dbf46a76053c7" commented="no" display-inline="no-display-inline"><enum>(5)</enum><text display-inline="yes-display-inline">implement robust training and disseminate tools around the incorporation of a counter-trafficking perspective and awareness in the day-to-day work of development professionals; and</text></paragraph><paragraph id="id727fb323b7d74e80bef95a937845ad4f" commented="no" display-inline="no-display-inline"><enum>(6)</enum><text display-inline="yes-display-inline">encourage subsequent Country Development Cooperation Strategies include a counter-trafficking in persons analytic component to guide future project design and promote the inclusion of counter-trafficking elements in project design, implementation, monitoring, and evaluation required for Tier 2 Watch List and Tier 3 countries (as such terms are defined for purposes of section 110 of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107</external-xref>), as amended).</text></paragraph></subsection><subsection id="id744c51363b8a48c5888bc8a8189d7ef2" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Reports and briefings required</header><paragraph id="id315cc167c3174f8696c3b66b834d9628" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of an Act making appropriations for the Department of State, Foreign Operations, and Related Programs through fiscal year 2028, the Secretary of State, in consultation with the Administrator, shall submit to the appropriate congressional committees a report on obligations and expenditures of all funds managed by the Department of State and USAID in the prior fiscal year to combat human trafficking and forced labor, including integrated C–TIP activities.</text></paragraph><paragraph id="idbf39897558e64dbf8d066d2c2547ee5c" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">The report required under paragraph (1) shall include—</text><subparagraph id="id59f06c720b4f46d5b541ae29e96bfd25" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">a description of funding aggregated by program, project, and activity; and</text></subparagraph><subparagraph id="idbc476a3e2ab14bfbb213868a0c1c5318" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">a description of the management structure at the Department of State and USAID used to manage such programs.</text></subparagraph></paragraph><paragraph id="id5112abdea1234d2880e37dfe7db2a043" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header display-inline="yes-display-inline">Biennial briefing</header><text display-inline="yes-display-inline">Not later than 6 months of after the date of the enactment of this Act, and every 2 years thereafter through September 30, 2028, the Secretary of State, in consultation with the Administrator, shall brief the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives regarding the implementation of the activities required under subsection (a).</text></paragraph></subsection><subsection id="id998dd78ec32542f2a3b8cd917deadd36" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header display-inline="yes-display-inline">Defined term</header><text display-inline="yes-display-inline">In this section, the term <term>appropriate congressional committees</term> means—</text><paragraph id="id737E6552DDAA4BF4B40C586AB8B50C5F" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text section-type="subsequent-section"><enum>203.</enum><header display-inline="yes-display-inline">Counter-trafficking in persons efforts in development cooperation and assistance policy</header><text display-inline="no-display-inline">The Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2151">22 U.S.C. 2151 et seq.</external-xref>) is amended—</text><paragraph id="id4e895f641f27466997dc3f22dd8a2839" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">in section 102(b)(4) (<external-xref legal-doc="usc" parsable-cite="usc/22/2151-1">22 U.S.C. 2151–1(b)(4)</external-xref>)—</text><subparagraph id="idcc180bde47c343ffb342b816cee35711" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (F), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">in section 492(d)(1) (<external-xref legal-doc="usc" parsable-cite="usc/22/2292a">22 U.S.C. 2292a(d)(1)</external-xref>)—</text><subparagraph id="id99bf513a891c4f5ab5c702408d5056db" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">by protections into the planning and execution of activities authorized under this chapter.</text></clause></subparagraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></subparagraph></paragraph></section><section id="idea1853625aa9499096079b7ff312355a" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>204.</enum><header display-inline="yes-display-inline">Technical amendments to tier rankings</header><subsection id="idf601b344b7384c7e96b1ae36a1ad44b6" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">Modifications to Tier 2 watch list</header><text display-inline="yes-display-inline">Section 110(b)(2) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)(2)</external-xref>) is amended—</text><paragraph id="id7ecaed083da240d0a5c7c88e7089e9f4" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">in the paragraph heading, by striking <quote><header-in-text style="OLC" level="paragraph">Special</header-in-text></quote> and inserting <quote><header-in-text style="OLC" level="paragraph">Tier 2</header-in-text></quote>; and</text></paragraph><paragraph id="id8e8b50710d6745368baf22748a5f9a74" commented="no" display-inline="no-display-inline" id="idbdf86113bff9444aacc7caa6d0ef0900"><subparagraph id="id28efa2d38ea24bb2a19c85acd945ba93" commented="no" display-inline="no-display-inline"><enum>(A)</enum><header display-inline="yes-display-inline">Submission of list</header><text display-inline="yes-display-inline">Not later than the date on which the determinations described in subsections (c) and (d) are submitted to the appropriate congressional committees in accordance with such subsections, the Secretary of State shall submit to the appropriate congressional committees a list of countries that the Secretary determines require special scrutiny during the following year. Such list shall be composed of countries that have been listed pursuant to paragraph (1)(B) pursuant to the current annual report because—</text><clause id="id98edc032ca1b4f58aa63d1b0ca5addc1" commented="no" display-inline="no-display-inline"><enum>(i)</enum><text display-inline="yes-display-inline">the estimated number of victims of severe forms of trafficking is very significant or is significantly increasing and the country is not taking proportional concrete actions; or</text></clause><clause id="id05a33e7c71694fa7bd380cda5eaa008a" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text display-inline="yes-display-inline">there is a failure to provide evidence of increasing efforts to combat severe forms of trafficking in persons from the previous year, including increased investigations, prosecutions and convictions of trafficking crimes, increased assistance to victims, and decreasing evidence of complicity in severe forms of trafficking by government officials.</text></clause></subparagraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idbe88c3b93034497db301fccceefea84a" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Modification to special rule for downgraded and reinstated countries</header><text display-inline="yes-display-inline">Section 110(b)(2)(F) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)(2)(F)</external-xref>) is amended—</text><paragraph id="id231825a5abe3419e90e081defad4d169" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">in the matter preceding clause (i), by striking <quote>the special watch list</quote> and all that follows through <quote>the country—</quote> and inserting <quote>the Tier 2 watch list described in subparagraph (A) for more than 2 years immediately after the country consecutively—</quote>;</text></paragraph><paragraph id="id59775c0d00f340c8afeff731f3447e9f" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">in clause (i), in the matter preceding subclause display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 1298 of the National Defense Authorization Act for Fiscal Year 2017 (<external-xref legal-doc="usc" parsable-cite="usc/22/7114">22 U.S.C. 7114</external-xref>) is amended—</text><paragraph id="id465beb7d123344549f4d6653890bb596" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (g)(2), by striking <quote>2020</quote> and inserting <quote>2028</quote>; and</text></paragraph><paragraph id="idfdb6bbdf86b04876b3f9257e16116a7e" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection Trafficking in Persons, a grant recipient shall—</text><paragraph id="id051b1c95adad41669512e3a48b3c8f1e" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">publish the names of all subgrantee organizations on a publicly available website; or</text></paragraph><paragraph id="id28a3e325f78b4d82a8dfed0046767b1c" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">if the subgrantee organization expresses a security concern, the grant recipient shall relay such concerns to the Secretary of State, who shall transmit annually the names of all subgrantee organizations in a classified annex to the chairs of the appropriate congressional committees (as defined in section 1298(i) of the National Defense Authorization Act of 2017 (<external-xref legal-doc="usc" parsable-cite="usc/22/7114">22 U.S.C. 7114(i)</external-xref>)).</text></paragraph></subsection><subsection id="idb8e17b9384084b81847194f3099322fb" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header display-inline="yes-display-inline">Award of funds</header><text display-inline="yes-display-inline">All grants issued under the program referred to in subsection (b) shall be—</text><paragraph id="id410ca0cf462b4a04831f6f38109ad941" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">awarded on a competitive basis; and</text></paragraph><paragraph id="id81593c618fdc41a893b83deb3d772418" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">subject to the regular congressional notification procedures applicable with respect to grants made available under section 1298(b) of the National Defense Authorization Act of 2017 (<external-xref legal-doc="usc" parsable-cite="usc/22/7114">22 U.S.C. 7114(b)</external-xref>).</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id9fe102f420ef4851810f4b82f6570953" section-type="subsequent-section"><enum>206.</enum><header display-inline="yes-display-inline">Clarification of nonhumanitarian, nontrade-related foreign assistance</header><subsection id="iddf1981a22e2744708ab9d1dfdeeeb1fc" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">Clarification of scope of withheld assistance</header><text display-inline="yes-display-inline">Section 110(d)(1) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(d)(1)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id80503f25dfaa400590e37817ac8728e2"><paragraph id="id0ed129f64c3140729c4fca31dc006d13" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">Withholding of assistance</header><text display-inline="yes-display-inline">The President has determined that—</text><subparagraph id="id3b8406b44d984357a7a0bcca907fa729" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">the United States will not provide nonhumanitarian, nontrade-related foreign assistance to the central government of the country or funding to facilitate the participation by officials or employees of such central government in educational and cultural exchange programs, for the subsequent fiscal year until such government complies with the minimum standards or makes significant efforts to bring itself into compliance; and</text></subparagraph><subparagraph id="id0f6136a4538a458e91638ee4d23d7e25" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">the President will instruct the United States Executive Director of each multilateral development bank and of the International Monetary Fund to vote against, and to use the Executive Director’s best efforts to deny, any loan or other utilization of the funds of the respective institution to that country (other than for humanitarian assistance, for trade-related assistance, or for development assistance that directly addresses basic human needs, is not administered by the central government of the sanctioned country, and is not provided for the benefit of that government) for the subsequent fiscal year until such government complies with the minimum standards or makes significant efforts to bring itself into compliance.</text></subparagraph></paragraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></subsection><subsection id="idc9fbb52ff11947c494ed22baecec1e82" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Definition of nonhumanitarian, nontrade related assistance</header><text display-inline="yes-display-inline">Section 103(10) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(10)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idf6e572f675ec405d97d00ed6e9fbc283"><paragraph id="id6994d4a344d542f0907e4c1151689020" commented="no" display-inline="no-display-inline"><enum>(10)</enum><header display-inline="yes-display-inline">Nonhumanitarian, nontrade-related foreign assistance</header><subparagraph id="id0fec625da81348109497a9d2b764a566" commented="no" display-inline="no-display-inline"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The term <term>nonhumanitarian, nontrade-related foreign assistance</term> means—</text><clause id="id3bcf55d56f7440fd86caad7f0126d765" commented="no" display-inline="no-display-inline"><enum>(i)</enum><text display-inline="yes-display-inline">sales, or financing on any terms, under the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2751">22 U.S.C. 2751 et seq.</external-xref>), other than sales or financing provided for narcotics-related purposes following notification in accordance with the prior notification procedures applicable to reprogrammings pursuant to section 634A of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2394-1">22 U.S.C. 2394–1</external-xref>); or</text></clause><clause id="idf69e5780155d4520a86b85595e86fb27" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text display-inline="yes-display-inline">United States foreign assistance, other than—</text><subclause id="id1d70ce6f5cf644c781ce28e0ef514407" commented="no" display-inline="no-display-inline"><enum>(I)</enum><text display-inline="yes-display-inline">with respect to the Foreign Assistance Act of 1961—</text><item id="ida6ca79e87cb44713abd9823f0fdc7f23" commented="no" display-inline="no-display-inline"><enum>(aa)</enum><text display-inline="yes-display-inline">assistance for display-inline="yes-display-inline">health programs under chapters 1 and 10 of part I and chapter 4 of part II of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2151">22 U.S.C. 2151 et seq.</external-xref>);</text></item></subclause><subclause id="idb2c422a4241d4cd5bfd6fa6bcd754ec2" commented="no" display-inline="no-display-inline"><enum>(II)</enum><text display-inline="yes-display-inline">assistance under the Food for Peace Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1691">7 U.S.C. 1691 et seq.</external-xref>);</text></subclause><subclause id="id2ead25e2fb6a456ca1d296f1b2a73b3a" commented="no" display-inline="no-display-inline"><enum>(III)</enum><text display-inline="yes-display-inline">assistance under sections 2(a), (b), and (c) of the Migration and Refugee Assistance Act of 1962 (<external-xref legal-doc="usc" parsable-cite="usc/22/2601">22 U.S.C. 2601(a)</external-xref>, (b), (c)) to meet refugee and migration needs;</text></subclause><subclause id="ide350a252a2af4fd5ae5cb3f34a4ba608" commented="no" display-inline="no-display-inline"><enum>(IV)</enum><text display-inline="yes-display-inline">any form of United States foreign assistance provided through nongovernmental organizations, international organizations, or private sector partners—</text><item id="idc5f434ee5fea435ea90a27f365963d89" commented="no" display-inline="no-display-inline"><enum>(aa)</enum><text display-inline="yes-display-inline">to combat human and wildlife trafficking;</text></item><item id="id50648032f390402da05f1b37df08a053" commented="no" display-inline="no-display-inline"><enum>(bb)</enum><text display-inline="yes-display-inline">to promote food security;</text></item><item id="id35eb78fd978f4cd8a02ecfbce7b7b9ec" commented="no" display-inline="no-display-inline"><enum>(cc)</enum><text display-inline="yes-display-inline">to respond to emergencies;</text></item><item id="ide4cffedadab24c668d5df8d271577ea3" commented="no" display-inline="no-display-inline"><enum>(dd)</enum><text display-inline="yes-display-inline">to provide humanitarian assistance;</text></item><item id="idf1733e7bb7f44a3ba75375e5771ac259" commented="no" display-inline="no-display-inline"><enum>(ee)</enum><text display-inline="yes-display-inline">to address basic human needs, including for education;</text></item><item id="id3c922cf53fde4709a3207c357d4000d4" commented="no" display-inline="no-display-inline"><enum>(ff)</enum><text display-inline="yes-display-inline">to advance global health security; or</text></item><item id="id58fe9c31d3894047a770c656931723ec" commented="no" display-inline="no-display-inline"><enum>(gg)</enum><text display-inline="yes-display-inline">to promote trade; and</text></item></subclause><subclause id="idf17e6cd6f0eb4fe487486026b0f1e8bd" commented="no" display-inline="no-display-inline"><enum>(V)</enum><text display-inline="yes-display-inline">any other form of United States foreign assistance that the President determines, by not later than October 1 of each fiscal year, is necessary to advance the security, economic, humanitarian, or global health interests of the United States without compromising the steadfast United States commitment to combating human trafficking globally.</text></subclause></clause></subparagraph><subparagraph id="idddb9b0ae1c404efa821e46c222109ca4" commented="no" display-inline="no-display-inline"><enum>(B)</enum><header display-inline="yes-display-inline">Exclusions</header><text display-inline="yes-display-inline">The term <term>nonhumanitarian, nontrade-related foreign assistance</term> shall not include payments to or the participation of government entities necessary or incidental to the implementation of a program that is otherwise consistent with section 110.</text></subparagraph></paragraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></subsection></section><section id="idef1ae7f1d08e4eb5a5794cf365ba8013" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>207.</enum><header display-inline="yes-display-inline">Expanding protections for domestic workers of official and diplomatic persons</header><text display-inline="no-display-inline">Section 203(b) of the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/8/1375c">8 U.S.C. 1375c(b)</external-xref>) is amended by inserting after paragraph (4) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idbb6379bfe70d43f18bfcdcc83d6f7fbf"><paragraph id="id91da88293a414ea2bd5b39695c2c8987" commented="no" display-inline="no-display-inline"><enum>(5)</enum><header display-inline="yes-display-inline">National expansion of In-Person Registration Program</header><text display-inline="yes-display-inline">The Secretary shall administer the Domestic Worker In-Person Registration Program for employees with A–3 visas or G–5 visas employed by accredited foreign mission members or international organization employees and shall expand this program nationally, which shall include—</text><subparagraph id="iddb9c192d7a3e46f1a005335ebbb04fca" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">after the arrival of each such employee in the United States, and annually during the course of such employee’s employment, a description of the rights of such employee under applicable Federal and State law;</text></subparagraph><subparagraph id="id82cdc309df82432591cd1b1103777612" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">provision of a copy of the pamphlet developed pursuant to section 202 to the employee with an A–3 visa or a G–5 visa; and</text></subparagraph><subparagraph id="id3dd791ef68af423388dbba699a80547e" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">information on how to contact the National Human Trafficking Hotline.</text></subparagraph></paragraph><paragraph id="idf93b42c6815e4dafa53eded9e9e0227d" commented="no" display-inline="no-display-inline"><enum>(6)</enum><header display-inline="yes-display-inline">Monitoring and training of <enum-in-header>A</enum-in-header>–3 and <enum-in-header>G</enum-in-header>–5 visa employers accredited to foreign missions and international organizations</header><text display-inline="yes-display-inline">The Secretary shall—</text><subparagraph id="id14ff2711360b46fd8087122bbe9427bf" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">inform embassies, international organizations, and foreign missions of the rights of A–3 and G–5 domestic workers under the applicable labor laws of the United States, including the fair labor standards described in the pamphlet developed pursuant to section 202 and material on labor standards and labor rights of domestic worker employees who hold A–3 and G–5 visas;</text></subparagraph><subparagraph id="id75f9d05ea21f4d4c9c967ba33a4c3e44" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">inform embassies, international organizations, and foreign missions of the potential consequences to individuals holding a nonimmigrant visa issued pursuant to subparagraph (A)(i), (A)(ii), (G)(i), (G)(ii), or (G)(iii) of section 101(a)(15) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101(a)(15)</external-xref>) who violate the laws described in subclause (I)(aa), including (at the discretion of the Secretary)—</text><clause id="id649f9bf6dfe944e6921280627cda96f2" commented="no" display-inline="no-display-inline"><enum>(i)</enum><text display-inline="yes-display-inline">the suspension of A–3 visas and G–5 visas;</text></clause><clause id="idead61e6b119f4984b99b66efffdff308" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text display-inline="yes-display-inline">request for waiver of immunity;</text></clause><clause id="ide362be2fd09a41a1b5acf38d7124b90e" commented="no" display-inline="no-display-inline"><enum>(iii)</enum><text display-inline="yes-display-inline">criminal prosecution;</text></clause><clause id="id4f080a6c6943406891aa575b29085682" commented="no" display-inline="no-display-inline"><enum>(iv)</enum><text display-inline="yes-display-inline">civil damages; and</text></clause><clause id="id86e53079d2d54ce392be35ebf8f23066" commented="no" display-inline="no-display-inline"><enum>(v)</enum><text display-inline="yes-display-inline">permanent revocation of or refusal to renew the visa of the accredited foreign mission or international organization employee; and</text></clause></subparagraph><subparagraph id="idee4c00bd98964e25887219731cf128b7" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">require all accredited foreign mission and international organization employers of individuals holding A–3 visas or G–5 visas to report the wages paid to such employees on an annual basis.</text></subparagraph></paragraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></section><section id="id40ea6ed31532412a8c3ed2816612c440" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>208.</enum><header display-inline="yes-display-inline">Trafficking for the purposes of organ harvesting</header><text display-inline="no-display-inline">Section 110(b)(1) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)(1)</external-xref>) is amended—</text><paragraph id="id9e6b416617b1454998bd478b9deb68b6" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (G), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="idef936348d7d646889a00784ec50023ef" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (H), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="id07a960f889294f86b75ca41edd71e477" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">by inserting after subparagraph (H) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id0db815c8dbc8410cb48c25a15bd68077"><subparagraph id="id111a95c6c00c4faabc28c64514af4f36" commented="no" display-inline="no-display-inline"><enum>(I)</enum><text display-inline="yes-display-inline">information about the trafficking in persons for the purpose of organ removal, including cases and steps governments are undertaking to prevent, identify, and eliminate such trafficking.</text></subparagraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></paragraph></section><section id="id1d9f9a621b944c67976716f53841790b" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>209.</enum><header display-inline="yes-display-inline">Effective dates</header><text display-inline="no-display-inline">Sections 204(b) and 206, and the amendments made by those sections, take effect on the date that is the first day of the first full reporting period for the report required under section 110(b)(1) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)(1)</external-xref>) after the date of the enactment of this Act.</text></section></title><title id="idd9961c40df754290b47fefcaaefe6476" commented="no" level-type="subsequent"><enum>III</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><section id="idf0a347adc8d242bfb868cd0299ee58f4" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>301.</enum><header display-inline="yes-display-inline">Extension of authorizations under the Victims of Trafficking and Violence Protection Act of 2000</header><text display-inline="no-display-inline">Section 113 of the Victims of Trafficking and Violence Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7110">22 U.S.C. 7110</external-xref>) is amended—</text><paragraph id="id1e6b9f8dfcf941a081ade7930a03070b" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>2018 through 2021, $13,822,000</quote> and inserting <quote>2024 through 2028, $17,000,000</quote>;</text></paragraph><paragraph id="idd5758c3e752f47c8b40adaa3768b4387" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)(1), by striking <quote>$19,500,000</quote> and all that follows through <quote>National Human Trafficking Hotline</quote> and inserting <quote>$25,000,000 for each of the fiscal years 2024 through 2028, of which $5,000,000 is authorized to be appropriated in each fiscal year for the National Human Trafficking Hotline and for cybersecurity and public education campaigns, in consultation with the Secretary of Homeland Security, for identifying and responding as needed to cases of human trafficking.</quote>;</text></paragraph><paragraph id="id72b088c9ab4440fda80c1ba6faf95d4e" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (c)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id19ff62ce32894538b05a6c3717dbcd77"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), in the matter preceding subparagraph (A), by striking <quote>2018 through 2021, $65,000,000</quote> and inserting <quote>2024 through 2028, $102,500,000</quote>;</text></subparagraph><subparagraph authorized by paragraph (1) to be appropriated for a fiscal year, not more than $37,500,000 may be made available to fund programs to end modern slavery.</text></paragraph><paragraph id="id43ddb336c15843d6ae212488ef90e8b2" commented="no" display-inline="no-display-inline"><enum>(4)</enum><header display-inline="yes-display-inline">Programs at the <enum-in-header>USAID</enum-in-header></header><text display-inline="yes-display-inline">Of the amount authorized to be appropriated by paragraph (1), $22,000,000 is authorized to be made available each fiscal year to the United States Agency for International Development, of which $2,000,000 is authorized to be allocated for countering trafficking in persons in Mexico, Guatemala, Honduras, through 2028, of which $35,000,000 is authorized to be appropriated for each fiscal year for the Office of Victims of Crime Housing Assistance Grants for Victims of Human Trafficking</quote>.</text></paragraph></section><section id="idebf0f8336e0448a58fe4c440aff58c44" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>302.</enum><header display-inline="yes-display-inline">Extension of authorizations under the International Megan’s Law</header><text display-inline="no-display-inline">Section 11 of the International Megan’s Law to Prevent Child Exploitation and Other Sexual Crimes Through Advanced Notification of Traveling Sex Offenders (<external-xref legal-doc="usc" parsable-cite="usc/34/21509">34 U.S.C. 21509</external-xref>) is amended by striking <quote>2018 through 2021</quote> and inserting <quote>2024 through 2028</quote>.</text></section></title><title id="idf0c8cb1978ae4fc0a9d5f58dd58e411e" commented="no" level-type="subsequent"><enum>IV</enum><header display-inline="yes-display-inline">Briefings</header><section id="id7b3386259b2646a3aabfceb76a91c560" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>401.</enum><header display-inline="yes-display-inline">Briefing on annual trafficking in person’s report</header><text display-inline="no-display-inline">Not later than 30 days after the public designation of country tier rankings and subsequent publishing of the Trafficking in Persons Report, the Secretary of State shall brief the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives on—</text><paragraph id="idd134c54df5f04c7f8327558b45a75d2c" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">countries that were downgraded or upgraded in the most recent Trafficking in Persons Report; and</text></paragraph><paragraph id="id0b8d1fd1f132486f8f153a2e6fb60198" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">the efforts made by the United States to improve counter-trafficking efforts in those countries, including foreign government efforts to better meet minimum standards to eliminate human trafficking.</text></paragraph></section><section id="id0f21178eb0744ebf9edab5d62684f2e3" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>402.</enum><header display-inline="yes-display-inline">Briefing on use and justification of waivers</header><text display-inline="no-display-inline">Not later than 30 days after the President has determined to issue a waiver under section 110(d)(5) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(d)(5)</external-xref>), the Secretary of State shall brief the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives on—</text><paragraph id="idb910c7940ebc4015b398866bb0afc2da" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">each country that received a waiver;</text></paragraph><paragraph id="ide9e3da6ce3d04c5ea39670255832d0fc" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">the justification for each such waiver; and</text></paragraph><paragraph id="idd9538d9728494997b5734b105e185c9b" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">a description of the efforts made by each country to meet the minimum standards to eliminate human trafficking.</text></paragraph></section></title></legis-body><attestation><attestation-group><attestation-date
