<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 906</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230321">March 21, 2023</action-date><action-desc><sponsor name-id="S399">Mr. Hawley</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To withdraw normal trade relations treatment from products of the People's Republic of China, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ending Normal Trade Relations with China Act of 2023</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id93C2CCBDA7D84C8F9C1FCBE498121340"><enum>2.</enum><header display-inline="yes-display-inline">Withdrawal of normal trade relations treatment from the People’s Republic of China</header><text display-inline="no-display-inline">Notwithstanding title I of <external-xref legal-doc="public-law" parsable-cite="pl/106/286">Public Law 106–286</external-xref> (114 Stat. 880) or any other provision of law, effective on the date that is 2 years after the date of the enactment of this Act—</text><paragraph commented="no" display-inline="no-display-inline" id="ID039537FA0F594F0192898AA46C64C9A9"><enum>(1)</enum><text display-inline="yes-display-inline">normal trade relations treatment shall not apply pursuant to section 101 of that Act to the products of the People’s Republic of China; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID49493614637C41A1A9D246FB946DD0C9"><enum>(2)</enum><text display-inline="yes-display-inline">normal trade relations treatment may not thereafter be extended to the products of the People's Republic of China under the provisions of chapter 1 of title IV of the <act-name parsable-cite="TA74">Trade Act of 1974</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/19/2431">19 U.S.C. 2431 et seq.</external-xref>); </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3f00da0b75984dab8e38a3bd45b759ef"><enum>(3)</enum><text>the rates of duty set forth in column 2 of the Harmonized Tariff Schedule of the United States shall apply to all products of the People’s Republic of China; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb65f57f5586741f980e4f1dde3359c30"><enum>(4)</enum><text>the President may proclaim increases in the rates of duty applicable to products of the People’s Republic of China to rates that are higher than the rates described in paragraph (3).</text></paragraph></section></legis-body></bill>
