which was read the first time</action-desc></action><action><action-date date="20230126">January 26, 2023</action-date><action-desc>Read the second time and placed on the calendar</action-desc></action><legis-type>A BILL</legis-type><official-title>To protect social security benefits and military pay and require that the United States Government to prioritize all obligations on the debt held by the public in the event that the debt limit is reached.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Full Faith and Credit Act</short-title></quote>.</text></section><section id="idb04f63015e994994b1c405698fd65403"><enum>2.</enum><header>Prioritize obligations on the debt held by the public, social security benefits, medicare, veterans, and military pay</header><text display-inline="no-display-inline">If the debt of the United States Government reaches the statutory limit under section 3101 of title 31, United States Code, the following obligations shall take equal priority over all other obligations incurred by the United States Government:</text><paragraph id="idfa5c602a21b24ca39b1c88c0525d1a82"><enum>(1)</enum><text>The authority of the Department of the Treasury provided under section 3123 of title 31, United States Code, to pay with legal tender the principal and interest on debt held by the public.</text></paragraph><paragraph id="idc690a9b8ebd947dba6da7b43095ab06d"><enum>(2)</enum><text>The authority of the Commissioner of Social Security to pay monthly old-age, survivors', and disability insurance benefits under title II of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/401">42 U.S.C. 401 et seq.</external-xref>).</text></paragraph><paragraph id="id27baa0dd325b4cefae9bbacf55bb00d9"><enum>(3)</enum><text>The payment of pay and allowances for members of the Armed Forces on active duty and members of the United States Coast Guard. </text></paragraph><paragraph id="id795cd41670d341d5acca34cdd1a561b2"><enum>(4)</enum><text>The payment of compensation and pensions, and payments for medical services, provided by the Department of Veterans Affairs. </text></paragraph><paragraph id="idf8b1fa472937496281cc4d1e2bfd0e9b"><enum>(5)</enum><text>The Medicare programs under parts A, B, C, and D of title XVIII of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395c">42 U.S.C. 1395c et seq.</external-xref>).</text></paragraph></section><section id="id09d4c65551f345c5acfe00670cfa6a79"><enum>3.</enum><header>Limited debt limit authority</header><subsection id="id993bb3e4f52f443fb81d3c35faf6e9ba"><enum>(a)</enum><header>In general</header><text>If the Secretary of the Treasury determines, after consultation with the Director of the Office of Management and Budget, that incoming revenue will not be sufficient to pay the priority obligations specified under section 2 over an upcoming 2-week period during a period during which the debt of the United States Government has reached the statutory limit under section 3101 of title 31, United States Code—</text><paragraph id="idC0B33B66AC1F42A2BC709CCD0AE9CD60"><enum>(1)</enum><text>the Secretary, in coordination with the Director of the Office of Management and Budget, shall notify Congress of the amount of the expected revenue shortfall from the revenue required to pay in full the priority obligations specified under section 2 for such 2-week period; and</text></paragraph><paragraph id="ide0654d40655c4ebeb487ee3dcd625377"><enum>(2)</enum><text>the amount of the limit on debt held by the public under section 3101 of title 31, United States Code, shall be increased by the amount of the expected revenue shortfall.</text></paragraph></subsection><subsection id="id53bab584f3d2466d9a45d36e50174cb6"><enum>(b)</enum><header>Excess revenue</header><text>If incoming revenue exceeds the amount projected under subsection (a), any amount in excess shall be held in reserve and applied to the following 2-week period. </text></subsection></section></legis-body><endorsement><action-date date="20230126">January 26, 2023</action-date><action-desc>Read the second time and placed on the calendar</action-desc></endorsement></bill>
