<distribution-code display="yes">II</distribution-code><calendar>Calendar No. 5</calendar><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 81</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230125">January 25, 2023</action-date><action-desc><sponsor name-id="S411">Mr. Marshall</sponsor> (for himself, <cosponsor name-id="S348">Mr. Paul</cosponsor>, <cosponsor name-id="S376">Ms. Ernst</cosponsor>, <cosponsor name-id="S412">Mr. Tuberville</cosponsor>, <cosponsor name-id="S396">Mrs. Blackburn</cosponsor>, <cosponsor name-id="S397">Mr. Braun</cosponsor>, <cosponsor name-id="S378">Mr. Lankford</cosponsor>, <cosponsor name-id="S350">Mr. Rubio</cosponsor>, <cosponsor name-id="S374">Mr. Cotton</cosponsor>, and <cosponsor name-id="S318">Mr. Wicker</cosponsor>) introduced the following bill; which was read the first time</action-desc></action><action><action-date date="20230126">January 26, 2023</action-date><action-desc>Read the second time and placed on the calendar</action-desc></action><legis-type>A BILL</legis-type><official-title>To provide a moratorium on all Federal research grants provided to any institution of higher education or other research institute that is conducting gain-of-function research.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Viral Gain-of-Function Research Moratorium Act</short-title></quote>.</text></section><section id="id6CF7CCAA08AB4AF187BE2F052E776C5A"><enum>2.</enum><header>Prohibition on Federal research grants for institutions and research institutes conducting gain-of-function research</header><subsection id="id6718890BF502403E9392C35A1914D1D4"><enum>(a)</enum><header>Definition of gain-of-Function research</header><text>In this section, the term <term>gain-of-function research</term> means any research that—</text><paragraph id="idA1F47855420A42698F132269188C2B8F"><enum>(1)</enum><text> could confer attributes to influenza, MERS, or SARS viruses such that the virus would have enhanced pathogenicity or transmissibility in any organism; or</text></paragraph><paragraph id="id11E158FD08494AC888BB4BB9E0B831B4"><enum>(2)</enum><text> involves methods that could enhance potential pandemic pathogens or related risky research with potentially dangerous pathogens. </text></paragraph></subsection><subsection id="idEC3C7A3FE5854FD98B7616D09BE67AE8"><enum>(b)</enum><header>Prohibition</header><text>Notwithstanding any other provision of law, no research grants supported by Federal funds may be awarded to institutions of higher education, or other research institutes, that are conducting gain-of-function research.</text></subsection></section></legis-body><endorsement><action-date date="20230126">January 26, 2023</action-date><action-desc>Read the second time and placed on the calendar</action-desc></endorsement></bill>
