<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 814</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230315">March 15, 2023</action-date><action-desc><sponsor name-id="S253">Mr. Durbin</sponsor> (for himself and <cosponsor name-id="S324">Mrs. Shaheen</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To allow the Secretary of Homeland Security to designate Romania as a program country under the visa waiver program.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Romania Visa Waiver Act of 2023</short-title></quote>.</text></section><section id="id1b6d2b0648ee4c25aa2bdec63aef1a10"><enum>2.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that the Government of Romania should—</text><paragraph commented="no" display-inline="no-display-inline" id="ide386e63ecbd6456d8f34749551276c0b"><enum>(1)</enum><text display-inline="yes-display-inline">undertake all steps necessary to prepare Romania for participation in the visa waiver program under section 217 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1187">8 U.S.C. 1187</external-xref>) by developing a strategy to meet all criteria for the program; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6fdef6f2f7df4d81bdfb49d573ecc833"><enum>(2)</enum><text>continue to advance robust efforts to eliminate trafficking in persons, including by prioritizing the recommendations outlined in the report of the Department of State entitled <quote>Trafficking in Persons Report</quote> issued in July 2022.</text></paragraph></section><section id="id159e7adb262d41fab1ca488403df6cef"><enum>3.</enum><header>Eligibility of Romania for visa waiver program</header><text display-inline="no-display-inline">Notwithstanding any provision of section 217 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1187">8 U.S.C. 1187</external-xref>), the Secretary of Homeland Security may designate Romania as a program country under the visa waiver program established by that section.</text></section></legis-body></bill>
