which was read twice and referred to the <committee-name committee-id="SSFR00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Foreign Relations</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date>May 4, 2023</action-date><action-desc>Reported by <sponsor name-id="S306">Mr. Menendez</sponsor>, with an amendment</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction></action><legis-type>A BILL</legis-type><official-title>To provide for the treatment of the Association of Southeast Asian Nations (ASEAN) as an international organization for purposes of the International Organizations Immunities Act, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one" changed="deleted" reported-display-style="strikethrough" committee-id="SSFR00"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Providing Appropriate Recognition and Treatment Needed to Enhance Relations with ASEAN Act</short-title></quote> or the <quote><short-title>PARTNER with ASEAN Act</short-title></quote>.</text></section><section id="id9de470ddfa2b4fec9e44f4b0cce5932b" changed="deleted" reported-display-style="strikethrough" committee-id="SSFR00"><enum>2.</enum><header>Statement of policy on deepening cooperation with ASEAN</header><text display-inline="no-display-inline">It is the policy of the United States—</text><paragraph id="id3d69b75dddc14dbb9fa0a22a8d62e416"><enum>(1)</enum><text>to reaffirm the United States-ASEAN Comprehensive Strategic Partnership, established in 2022 following 45 years of Dialogue Partnership;</text></paragraph><paragraph id="id57e4793e61d44ef096cf3210394aa46c"><enum>(2)</enum><text>to enhance United States-ASEAN cooperation in support of an open, transparent, resilient, inclusive and rules-based regional architecture in the Indo-Pacific;</text></paragraph><paragraph id="id1ca69b768c86475095827ad465f16e25"><enum>(3)</enum><text>to support regular, high-level United States official engagement with ASEAN, including the participation in the annual ASEAN Summit held each year;</text></paragraph><paragraph id="idd58905802e984482ab7df7098e901fe3"><enum>(4)</enum><text>to enhance cooperation with ASEAN member states as well as with the institution of ASEAN and the ASEAN Secretariat, including through the United States Mission to ASEAN, led by the United States Ambassador to ASEAN; and</text></paragraph><paragraph id="ida41d2cbcb2044b63bbf822496f356ade"><enum>(5)</enum><text>to welcome the decision in-principle by ASEAN to admit Timor-Leste to be ASEAN’s 11th member state and to encourage United States support to Timor-Leste in its capacity as an official ASEAN observer.</text></paragraph></section><section id="id121f215305724b4dad57bfe522407799" changed="deleted" reported-display-style="strikethrough" committee-id="SSFR00"><enum>3.</enum><header>Sense of Congress on the establishment of an ASEAN delegation to the United States</header><text display-inline="no-display-inline">It is the sense of Congress that it is in the United States interest to encourage the establishment, at the earliest opportunity, of an ASEAN delegation to the United States, to enhance cooperation between ASEAN and the United States at all levels.</text></section><section id="id1563ee86617743c0b977f56846757f4a" changed="deleted" reported-display-style="strikethrough" committee-id="SSFR00"><enum>4.</enum><header>Extension of diplomatic immunities to the Association of Southeast Asian Nations</header><text display-inline="no-display-inline">The provisions of the International Organizations Immunities Act (<external-xref legal-doc="usc" parsable-cite="usc/22/288">22 U.S.C. 288 et seq.</external-xref>) may be extended to the Association of Southeast Asian Nations in the same manner, to the same extent, and subject to the same conditions as such provisions may be extended to a public international organization in which the United States participates pursuant to any treaty or under the authority of any Act of Congress authorizing such participation or making an appropriation for such participation. </text></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section id="id64e3991b-96df-40b1-b28a-597f8fba090c" section-type="section-one" changed="added" reported-display-style="italic" committee-id="SSFR00"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Providing Appropriate Recognition and Treatment Needed to Enhance Relations with ASEAN Act</short-title></quote> or the <quote><short-title>PARTNER with ASEAN Act</short-title></quote>.</text></section><section id="id63adf7df-409f-46a9-9ea6-fb4cbccaca78" changed="added" reported-display-style="italic" committee-id="SSFR00"><enum>2.</enum><header>Statement of policy on deepening cooperation with ASEAN</header><text display-inline="no-display-inline">It is the policy of the United States—</text><paragraph id="id4536b3b0-2772-44c7-ba6a-291997b28837"><enum>(1)</enum><text>to reaffirm the United States-ASEAN Comprehensive Strategic Partnership, established in 2022 following 45 years of Dialogue Partnership;</text></paragraph><paragraph id="id3983a554-b1e4-4a89-a5ed-366df431bc14"><enum>(2)</enum><text>to enhance United States-ASEAN cooperation in support of an open, transparent, resilient, inclusive and rules-based regional architecture in the Indo-Pacific;</text></paragraph><paragraph id="idafc42d15-a64a-482f-965c-5ee17afdb5d1"><enum>(3)</enum><text>to support regular, high-level United States official engagement with ASEAN, including the participation in the annual ASEAN Summit held each year;</text></paragraph><paragraph id="idf1f3eaf8-f92d-4e5e-9e6a-bec0d982de0a"><enum>(4)</enum><text>to enhance cooperation with ASEAN member states, as appropriate, as well as with the institution of ASEAN and the ASEAN Secretariat, including through the United States Mission to ASEAN, led by the United States Ambassador to ASEAN; and</text></paragraph><paragraph id="id03528010-ade1-4c40-a994-793563e33da0"><enum>(5)</enum><text>to welcome the decision in-principle by ASEAN to admit Timor-Leste to be ASEAN’s 11th member state and to encourage United States support to Timor-Leste in its capacity as an official ASEAN observer.</text></paragraph></section><section id="idf0df2cb5-463e-43ba-a170-944564434df2" changed="added" reported-display-style="italic" committee-id="SSFR00"><enum>3.</enum><header>Sense of Congress on the establishment of an ASEAN delegation to the United States</header><text display-inline="no-display-inline">It is the sense of Congress that—</text><paragraph commented="no" display-inline="no-display-inline" id="id58ff7716957e4e25957a44c533e8fcf4"><enum>(1)</enum><text display-inline="yes-display-inline">it is in the United States interest to encourage the establishment, at the earliest opportunity, of an ASEAN delegation to the United States, to enhance cooperation between ASEAN and the United States at all levels;
