which was read twice, considered, read the third time, and passed</action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Director of National Intelligence to declassify information relating to the origin of COVID–19, and for other purposes. </official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>COVID–19 Origin Act of 2023</short-title></quote>.</text></section><section id="id470ed0932fde48838546e7df91f95530"><enum>2.</enum><header>Sense of congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text><paragraph id="id3ee0f85c0e7446728ba8eda6b2bf9e48"><enum>(1)</enum><text>identifying the origin of Coronavirus Disease 2019 (COVID–19) is critical for preventing a similar pandemic from occurring in the future;</text></paragraph><paragraph id="ide3dac3c49a9a49479aac316abc0087cf"><enum>(2)</enum><text>there is reason to believe the COVID–19 pandemic may have originated at the Wuhan Institute of Virology; and</text></paragraph><paragraph id="id474b34b2b58547dbb4ef6f779b5b2f8b"><enum>(3)</enum><text>the Director of National Intelligence should declassify and make available to the public as much information as possible about the origin of COVID–19 so the United States and like-minded countries can—</text><subparagraph id="id89794f547d714aa2b8f2f3a370257335"><enum>(A)</enum><text>identify the origin of COVID–19 as expeditiously as possible, and</text></subparagraph><subparagraph id="id337b00e99cae431480b5c53df92e9dce"><enum>(B)</enum><text>use that information to take all appropriate measures to prevent a similar pandemic from occurring again.</text></subparagraph></paragraph></section><section id="ida427af95dd1842628b0dd1467f66dc86"><enum>3.</enum><header>Declassification of information related to the origin of COVID–19</header><text display-inline="no-display-inline">Not later than 90 days after the date of the enactment of this Act, the Director of National Intelligence shall—</text><paragraph id="idf8ad08bf61db488e939a80666ee003d5"><enum>(1)</enum><text>declassify any and all information relating to potential links between the Wuhan Institute of Virology and the origin of the Coronavirus Disease 2019 (COVID–19), including—</text><subparagraph id="idf8b8c679c56d49e18814b977afab86ca"><enum>(A)</enum><text>activities performed by the Wuhan Institute of Virology with or on behalf of the People’s Liberation Army;</text></subparagraph><subparagraph id="id78f3cf8e489848af99fa842e7a474a20"><enum>(B)</enum><text>coronavirus research or other related activities performed at the Wuhan Institute of Virology prior to the outbreak of COVID–19; and</text></subparagraph><subparagraph id="idd258a39e2e0e46f4ac5ac2e31c333a9e"><enum>(C)</enum><text>researchers at the Wuhan Institute of Virology who fell ill in autumn 2019, including for any such researcher—</text><clause id="id8e6bb10829af4e1883df61411133f992"><enum>(i)</enum><text>the researcher’s name;</text></clause><clause id="ide1be6855f341431d9ad3aaf4c24ea1a9"><enum>(ii)</enum><text>the researcher’s symptoms;</text></clause><clause id="id45f65c2181544af6966e891f16cbe405"><enum>(iii)</enum><text>the date of the onset of the researcher’s symptoms;</text></clause><clause id="id3640f8bd690543a9a7d7acc97983ff8b"><enum>(iv)</enum><text>the researcher’s role at the Wuhan Institute of Virology;</text></clause><clause id="id3e53d1b55e4243f79c8f4951fcbe677a"><enum>(v)</enum><text>whether the researcher was involved with or exposed to coronavirus research at the Wuhan Institute of Virology;</text></clause><clause id="id331a03dc680f4f8ca319a356c299a29c"><enum>(vi)</enum><text>whether the researcher visited a hospital while they were ill; and</text></clause><clause id="ideebbdc631f214ac88dfa0057d9b555e3"><enum>(vii)</enum><text>a description of any other actions taken by the researcher that may suggest they were experiencing a serious illness at the time; and</text></clause></subparagraph></paragraph><paragraph id="id9062ff78f70e4122841c9810334de2bc"><enum>(2)</enum><text>submit to Congress an unclassified report that contains—</text><subparagraph id="idd1b54668e109433c836b71b3f977b0f3"><enum>(A)</enum><text>all of the information described under paragraph (1); and</text></subparagraph><subparagraph id="id9b3423f2cf414545881fe4e32ba43d5c"><enum>(B)</enum><text>only such redactions as the Director determines necessary to protect sources and methods. </text></subparagraph></paragraph></section></legis-body></bill>
