<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 565</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230228">February 28, 2023</action-date><action-desc><sponsor name-id="S323">Mr. Risch</sponsor> (for himself, <cosponsor name-id="S395">Mrs. Hyde-Smith</cosponsor>, <cosponsor name-id="S266">Mr. Crapo</cosponsor>, <cosponsor name-id="S355">Mr. Cruz</cosponsor>, <cosponsor name-id="S350">Mr. Rubio</cosponsor>, and <cosponsor name-id="S399">Mr. Hawley</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Health and Human Services to award grants to pregnancy-help organizations.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Pregnancy Center Security Act</short-title></quote>.</text></section><section id="id4439E08241F4437E900EA0888199793B"><enum>2.</enum><header>Grants for pregnancy-help organizations</header><text display-inline="no-display-inline">Part P of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280g">42 U.S.C. 280g et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id42372E2F04B54E33B971B37D5A239F57"><section id="id78BFA2A18E4547908BE3CC4F1EDE14AE"><enum>399V–8.<?LEXA-Enum 399V–7.?></enum><header>Grants for pregnancy-help organizations</header><subsection id="idC7C4F97EABCA41B28C287810B331E2BA"><enum>(a)</enum><header>In general</header><text>The Secretary shall award grants, on a competitive basis, to pregnancy-help organizations.</text></subsection><subsection id="id7CA9BB8E6EEC4E5B9F022D3D14B53803"><enum>(b)</enum><header>Use of funds</header><paragraph id="idDDE15BD76CEB412784DB80CDF032FACA"><enum>(1)</enum><header>In general</header><text>A grant awarded under this section shall be used for upgrading the facilities of the pregnancy-help organization receiving such grant, including through—</text><subparagraph id="id858812B7A67F433A9CF4FC48F465C71D"><enum>(A)</enum><text>implementing security upgrades, such as by installing security cameras or security systems; or</text></subparagraph><subparagraph id="id6625C97AA27745C381B4E198B43CA13F"><enum>(B)</enum><text>improvements to comply with requirements under the Americans with Disabilities Act of 1990, including regulations promulgated under such Act.</text></subparagraph></paragraph><paragraph id="id46E5109055344514BD281CFA7E9E7A7A"><enum>(2)</enum><header>Prohibited uses</header><text>Notwithstanding paragraph (1), no funds from a grant under this section may be—</text><subparagraph id="id006831EFD2114A3AA4155B617F828C82"><enum>(A)</enum><text>used to perform, assist, counsel, prescribe, refer for, or encourage abortion; or</text></subparagraph><subparagraph id="id931EAADEB1E84F9494BEF345DD38803F"><enum>(B)</enum><text>provided by the pregnancy-help organization to any other entity that performs, assists, counsels, prescribes, refers for, or encourages abortion.</text></subparagraph></paragraph></subsection><subsection id="id050E0ECEB53C44DB8CE621C34BE38D9E"><enum>(c)</enum><header>Definition of pregnancy-help organization</header><text>In this section, the term <term>pregnancy-help organization</term>—</text><paragraph id="idB52F510E0D5C496D84E85EA9E0AB3364"><enum>(1)</enum><text>means an organization that seeks to provide a range of services to individuals facing unintended pregnancies, with the intention of encouraging pregnant women to give birth to their unborn children; and</text></paragraph><paragraph id="id3536143BC9F544308C2888E87F14E160"><enum>(2)</enum><text>notwithstanding paragraph (1), does not include any organization that—</text><subparagraph id="id026FFD1B03064160A9065AB8DE8558EE"><enum>(A)</enum><text>performs, assists, counsels, prescribes, refers for, or encourages abortion; or </text></subparagraph><subparagraph id="id844BDB1B5DBB4DC1B574805B8D74E230"><enum>(B)</enum><text>affiliates with any organization that performs, assists, counsels, prescribes, refers for, or encourages abortion. </text></subparagraph></paragraph></subsection><subsection id="id53FFD150B2214907A74B48C83E5537C5" commented="no"><enum>(d)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated such sums as may be necessary to carry out this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
