which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Secretary of Agriculture to establish and administer a pilot program to provide grants to support Food is Medicine programs, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HF901F1DA771E4794A114B39C12837D40"><section id="iddd6ffb7cd2104e5c95a5bef3067c0b29" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fueling Optimal Outcomes through Diet for Health Act of 2024</short-title></quote> or the <quote><short-title>FOOD for Health Act of 2024</short-title></quote>.</text></section><section section-type="subsequent-section" id="H28BAC14B4EA24823996658E2844F1521"><enum>2.</enum><header>Food is Medicine pilot grant program</header><subsection id="H2886E08C931342FEB611FD431C2FAC03"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of this Act, the Secretary shall establish and administer a pilot program to award grants, on a competitive basis, to eligible entities described in subsection (b) to support Food is Medicine programs.</text></subsection><subsection commented="no" id="H7D938B390EA04FD3BA5F9510490DF739"><enum>(b)</enum><header>Application</header><text>To be eligible for a grant under this section, an entity shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary determines is appropriate.</text></subsection><subsection id="H3FC12EB38E324DD7A6BA879863C0BB68"><enum>(c)</enum><header>Use of funds</header><text>A grant awarded under this section may only be used to support the activities of a Food is Medicine program, including—</text><paragraph id="H235A52F12D0143D6BCB6B09BCC51211C"><enum>(1)</enum><text display-inline="yes-display-inline">operating an on-site emergency feeding operation;</text></paragraph><paragraph id="H94A9B9BA71E841348D72B99215C4AD74"><enum>(2)</enum><text display-inline="yes-display-inline">medically tailored packaging or delivery of groceries;</text></paragraph><paragraph id="HA57B815A860D4F15AC9C73659E3EEEEE"><enum>(3)</enum><text display-inline="yes-display-inline">medically tailored meals and produce prescriptions;</text></paragraph><paragraph id="HE1251C87A37E43BEA8F197DBBA6370B1"><enum>(4)</enum><text>providing individual or group-based evidence-based cooking skills (including through the use of digital technologies);</text></paragraph><paragraph id="HC3D58BC8472749DAA04E389B7F80B229"><enum>(5)</enum><text>promoting dietary intervention strategies or other health-related strategies; and</text></paragraph><paragraph id="H01BE87116A5B47748ECFA85BDB1D4C0B"><enum>(6)</enum><text>transportation of program participants to and from the communities served by the program.</text></paragraph></subsection><subsection commented="no" id="H3187191FF6B94A058C591B09E0F59E98"><enum>(d)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding grants under this section, the Secretary shall give priority to eligible entities described in subsection (b)—</text><paragraph id="HD67F9AD31E334EE58A6EE1D15C072690"><enum>(1)</enum><text>that will incorporate local and regional foods, as determined by the Secretary, into activities funded by the grant; or</text></paragraph><paragraph commented="no" id="HFF58C446C0194870AA3D870E5F566D5E"><enum>(2)</enum><text>that will include registered dieticians or nutrition professionals in the activities funded by the grant.</text></paragraph></subsection><subsection id="H7189613275DB4EC98FB2840B59C0E07A"><enum>(e)</enum><header>Regional balance; advancing health equity</header><text>In awarding grants under this section, the Secretary shall, to the maximum extent practicable—</text><paragraph id="HC7D27A2E3F1A4AEDBE4FCAA5442D88F8"><enum>(1)</enum><text>ensure geographic diversity;</text></paragraph><paragraph id="H827557102A4746E59A07404AC6003743"><enum>(2)</enum><text>ensure the equitable treatment of—</text><subparagraph id="H0D7A16F3AE014FA3A3136D49BB397005"><enum>(A)</enum><text>urban, rural, and tribal communities; and</text></subparagraph><subparagraph id="H4568ECD866784A1E9F15DC9F3429AECE"><enum>(B)</enum><text>communities in territories of the United States; and</text></subparagraph></paragraph><paragraph id="HFC756609BEE246EB913B8E744BF542CE"><enum>(3)</enum><text>advance health equity.</text></paragraph></subsection><subsection id="H5DE617B9E7B44465813ADBDE6991BC57"><enum>(f)</enum><header>Reports</header><paragraph id="H351B7BC32A0345BE89BA665500F19453"><enum>(1)</enum><header>In general</header><subparagraph id="H8EC6F0E0DB5749379FDDD33E3620D24C"><enum>(A)</enum><header>Initial report</header><text>Not later than 2 years after the date of the establishment of the pilot program referred to in subsection (a), the Secretary shall submit to Congress a report that—</text><clause id="HB2EAD3C9427C4FD8A77C3482C672EF4B"><enum>(i)</enum><text>analyzes the efficiency of such pilot program; and</text></clause><clause id="H2BA6C53CD7C14AE3851AE11FBE06BF13"><enum>(ii)</enum><text>assesses the impact of such pilot program on patient outcomes and system costs.</text></clause></subparagraph><subparagraph id="HCE6FB25832544BC49D9B6A32B1BF044E"><enum>(B)</enum><header>Final report</header><text>Not later than 6 years after the date of the establishment of the pilot program referred to in subsection (a), the Secretary shall submit to Congress an updated version of the report referred to in subparagraph (A).</text></subparagraph></paragraph><paragraph id="H04172A24A0764BE98FF08689A6FF1B35"><enum>(2)</enum><header>Elements</header><text>The reports described in paragraph (1) shall each contain descriptions of—</text><subparagraph id="H87A500539D0F4BBA9617387C07B1FCF3"><enum>(A)</enum><text display-inline="yes-display-inline">the details and implementation of the pilot program referred to in subsection (a);</text></subparagraph><subparagraph id="H30D057B5922B4669859E0761408F6F59"><enum>(B)</enum><text>the participant selection criteria used by Food is Medicine programs supported by grants awarded under this section;</text></subparagraph><subparagraph id="HA7EE1E25CD134C40A0A1B06FA1973C2D"><enum>(C)</enum><text>the diseases and other medical issues being addressed by grants awarded under this section;</text></subparagraph><subparagraph id="H326CEFEF8DD64EC094F5F084EAB87DE6"><enum>(D)</enum><text>the strategies of such Food is Medicine programs in providing healthy, affordable food to program participants;</text></subparagraph><subparagraph id="H0FF9A3AC5BD74993ADF51F0AE1266097"><enum>(E)</enum><text>the use and impact of medical nutrition therapy in coordination with the provision of food on the outcomes of participants treated by such Food is Medicine programs; and</text></subparagraph><subparagraph id="H4CD174307AE240F3A06188AC3297496F"><enum>(F)</enum><text>the impact of grants awarded under this section on the health (including behavioral health) of participants in such Food is Medicine programs.</text></subparagraph></paragraph></subsection><subsection display-inline="no-display-inline" id="H54BCBDD07D6542A88EA20D4FEBBC8653"><enum>(g)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="H64E8A02BDDBE4D9CA125320553B53C01"><enum>(1)</enum><header>Diet-related disease</header><text display-inline="yes-display-inline">The term <term>diet-related disease</term> means—</text><subparagraph id="HBC5DC33CB25E42498409DA71AF663691"><enum>(A)</enum><text>diabetes and prediabetes;</text></subparagraph><subparagraph id="H41B1B3A709C7428BA9760C46799B78DC"><enum>(B)</enum><text>a renal disease;</text></subparagraph><subparagraph id="HDDC662B23DEA4A9498BD56221F707FED"><enum>(C)</enum><text>obesity (as defined by the Centers for Disease Control and Prevention or as otherwise defined by the Secretary);</text></subparagraph><subparagraph id="HF04F553EF6304E15BB0BC897F300D939"><enum>(D)</enum><text>hypertension;</text></subparagraph><subparagraph id="H5902077BFC0C4567AF9B54F501EA8F7C"><enum>(E)</enum><text display-inline="yes-display-inline">dyslipidemia;</text></subparagraph><subparagraph id="H6D8D2B5DCFBE4C06A1B796D120712F09"><enum>(F)</enum><text>malnutrition;</text></subparagraph><subparagraph id="HCAFFB61A1CBF45AFB70E77BA5BF6EFB1"><enum>(G)</enum><text display-inline="yes-display-inline">an eating disorder;</text></subparagraph><subparagraph id="H3FEE7A5A2ED642AB89E2A9D348A67314"><enum>(H)</enum><text>cancer;</text></subparagraph><subparagraph id="H6D58DBB976E04BF9B91831DCC66D945B"><enum>(I)</enum><text>a gastrointestinal disease, including celiac disease;</text></subparagraph><subparagraph id="H0A8594E8354E4C84A39A85FF3E6A67F3"><enum>(J)</enum><text>HIV/AIDS;</text></subparagraph><subparagraph id="H018AD35518314CACB8B16829C4FCB896"><enum>(K)</enum><text>cardiovascular disease;</text></subparagraph><subparagraph id="H8FE4FB4DEEDE416C956D9CDC92427CCE"><enum>(L)</enum><text>mental illness, including depression and anxiety; and</text></subparagraph><subparagraph id="HD527575071BA419A9521909F830FE2A6"><enum>(M)</enum><text>any other disease as determined appropriate by the Secretary.</text></subparagraph></paragraph><paragraph id="HA61A398F55CB43E1A17675CA0D39823F"><enum>(2)</enum><header>Food is Medicine program</header><text>The term <term>Food is Medicine program</term> means a program developed or operated by a community-based organization (such as an emergency feeding operation), in partnership with a health care provider (such as a community health clinic), to deploy the provision of food or medical nutrition therapy services to benefit participants experiencing, at risk of, or recovering from a diet-related disease.</text></paragraph><paragraph id="H230698D8C7A943D7A101003322907C38"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Agriculture, in coordination with the Secretary of Health and Human Services.</text></paragraph></subsection><subsection id="H5B1A3BDB0A3049C6ACDA8953C93C155B"><enum>(h)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $20,000,000 for the period of fiscal years 2025 through 2029.</text></subsection></section></legis-body></bill>
