which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Under Secretary of Commerce for Oceans and Atmosphere to conduct a project to improve forecasts of coastal marine fog.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fog Forecast Improvement Act</short-title></quote>.</text></section><section id="id1063232429584326988cf8e6c8c9193c"><enum>2.</enum><header>Project to improve forecasts of coastal marine fog</header><subsection id="idb68998166dfc4e1bafac2b9cb93e2f71"><enum>(a)</enum><header>In general</header><text>The Under Secretary shall conduct a project to improve forecasts of coastal marine fog.</text></subsection><subsection id="idbd90b683f4c44abc860a734a036e64ae"><enum>(b)</enum><header>Goal</header><text>The goal of the project required under subsection (a) is to enhance vessel safety and reduce the economic impact of coastal marine fog events, with a focus on—</text><paragraph id="id97282a72ecc843dd92e8a1c0fcc4ef6b"><enum>(1)</enum><text>increasing the number of marine-based observations through additional Federal Government platforms and commercially acquired observations in locations where impacts from marine fog and reduced visibility have major safety and economic impacts, including through the use of—</text><subparagraph id="id270c7fea5dd14e759b244e9873720af3"><enum>(A)</enum><text>buoys;</text></subparagraph><subparagraph id="id1fb0c555de5545b2a2efa4b237db57eb"><enum>(B)</enum><text>meteorological stations measuring visibility, temperature, dewpoint, and wind speed and direction as a stand-alone or co-located with water level sensors, such as those that are part of the physical oceanographic observation system program of the National Oceanic and Atmospheric Administration;</text></subparagraph><subparagraph id="idb8d76889d6af42b8af27dc81e757f2c8"><enum>(C)</enum><text>stationary platforms or drifting instruments;</text></subparagraph><subparagraph id="ida44548b38a6a49a9b0f010116b2b1033"><enum>(D)</enum><text>vessels;</text></subparagraph><subparagraph id="id92017a16cf0242c2bfb135a16264dc78"><enum>(E)</enum><text>unmanned systems;</text></subparagraph><subparagraph id="idccc4ca89cbb34f8f8090403fce2c240e"><enum>(F)</enum><text>remote sensing technologies, including rapid refresh hyperspectral satellite imagery; and</text></subparagraph><subparagraph id="id410daf445b73451c9ca9325083d4a252"><enum>(G)</enum><text>advanced algorithms that extract actionable information from observational data, including early detection and regular monitoring of marine fog;</text></subparagraph></paragraph><paragraph id="id3a0acefc9dfa42d280e855cd7eafe3c0"><enum>(2)</enum><text>advancing geographic coverage, resolution, skill, and accuracy of marine fog modeling, including, when feasible, additional locations and advancements in marine channel forecast capability;</text></paragraph><paragraph id="id5d0a46d6a64944fc98a423020ccdc6c0"><enum>(3)</enum><text>improving communication of marine fog advisories by the National Oceanic and Atmospheric Administration;</text></paragraph><paragraph id="id6915e19f22704acc874afe5ff996b707"><enum>(4)</enum><text>communicating risks posed by hazardous marine fog events in a way that maximizes informed decision making by the public; and</text></paragraph><paragraph id="id9b81503663b147a28d9b1ca763b5145e"><enum>(5)</enum><text>providing decision support services based on environmental information that is actionable to the recipient of a marine fog advisory.</text></paragraph></subsection><subsection id="id78a3dc5ef33848a9b66075db56ad0175"><enum>(c)</enum><header>Stakeholder engagement</header><text>In implementing the project required under subsection (a), the Under Secretary shall meet with public and private stakeholders regarding the planning, development, and implementation of the project.</text></subsection><subsection id="id8625f055818f40d08c27376ca0edf1ec" commented="no" display-inline="no-display-inline"><enum>(d)</enum><header>Project plan</header><text>Not later than one year after the date of the enactment of this Act, the Under Secretary shall develop a plan for the project required under subsection (a) that details the specific research, development, and technology transfer activities, as well as corresponding resources and timelines, necessary to achieve the goal set forth under subsection (b). </text></subsection><subsection commented="no" display-inline="no-display-inline" id="idaf1839a2a3c346ca88142a771065535f"><enum>(e)</enum><header>Under Secretary defined</header><text display-inline="yes-display-inline">In this section, the term <term>Under Secretary</term> means the Under Secretary of Commerce for Oceans and Atmosphere. </text></subsection></section></legis-body></bill>
