which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To designate the Holcombe Rucker Park National Commemorative Site in Harlem, New York, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H5450E47E847947FDBCE9FF8309E77B2F"><section section-type="section-one" id="H748A4A1246C24D60BF55CF6072C57C56"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Holcombe Rucker Park National Commemorative Site Act</short-title></quote>.</text></section><section id="idc6478f21d5e64ce294033b4fcf7588d0"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph commented="no" display-inline="no-display-inline" id="id7244649cba4a40d0be316d2e37463b59"><enum>(1)</enum><header>City</header><text>The term <quote>City</quote> means New York City, New York.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id983be101372e4f0ba30596fdf6ebb350"><enum>(2)</enum><header>Commemorative Site</header><text>The term <quote>Commemorative Site</quote> means the Holcombe Rucker Park National Commemorative Site designated by section 3(a).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8382ce32b2cb4401b3422797444c4867"><enum>(3)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of the Interior.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idccddc09dc2a44c5092680f07837642be"><enum>(4)</enum><header>State</header><text>The term <quote>State</quote> means the State of New York.</text></paragraph></section><section id="HF9EF6947433E44508AF38BB26A26FCC1"><enum>3.</enum><header>National Commemorative Site</header><subsection id="HFAD133F6AC4942B9A9A7EC0642873F2A"><enum>(a)</enum><header>Designation</header><text>Holcombe Rucker Park, in Harlem, New York, is designated as the <quote>Holcombe Rucker Park National Commemorative Site</quote>.</text></subsection><subsection id="HCEB843137C33485A8EC398B6566C874F"><enum>(b)</enum><header>Administration</header><paragraph id="H5276DF228794434FBB0AE6926990B9D0"><enum>(1)</enum><header>Cooperative agreements</header><text>The Secretary may enter into cooperative agreements with appropriate public or private entities, including the Mayor of the City (or a designee) for interpretive and educational purposes relating to the Commemorative Site, including installing a plaque, interpretive exhibit, or other marker, as appropriate, at the Commemorative Site, with the written consent of the owner of the Commemorative Site—</text><subparagraph commented="no" display-inline="no-display-inline" id="id2fc65e2c9ec2480e944e09b59243ebeb"><enum>(A)</enum><text display-inline="yes-display-inline">to memorialize the achievements of Holcombe Rucker; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc402958330a64221885d032a3c59160e"><enum>(B)</enum><text display-inline="yes-display-inline">to provide recognition of the historic role of Holcombe Rucker Park in the development of—</text><clause commented="no" display-inline="no-display-inline" id="idda01246b64214ad6b612c0893df08deb"><enum>(i)</enum><text display-inline="yes-display-inline">the game of basketball; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id901b200c0c1d44fdbb3c81ac5c4313a5"><enum>(ii)</enum><text display-inline="yes-display-inline">many of the most talented players of the game.</text></clause></subparagraph></paragraph><paragraph id="H9CC892C5966B4A238465892EE3C8754A"><enum>(2)</enum><header>Effect of designation</header><text>The Commemorative Site shall not be a unit of the National Park System.</text></paragraph><paragraph id="HC731B2A9FD494901A8592FE959739C54"><enum>(3)</enum><header>Limitations</header><text>Nothing in this Act—</text><subparagraph id="H0B6F8DD258EE47719EE9D456D74EBB9E"><enum>(A)</enum><text>authorizes the Secretary to interfere with the rights of any person with respect to private property or any local zoning ordinance or land use plan of the State or any political subdivision of the State, including prohibiting any actions that may otherwise be taken by a property owner (including any owner of the Commemorative Site) with respect to the property of the owner;</text></subparagraph><subparagraph id="H9D38E10836AD4A009076AD4A336688F2"><enum>(B)</enum><text>affects the administration of the Commemorative Site by the City or the State; or</text></subparagraph><subparagraph id="HB0B5B2EFF44C42709CC8168F09106590"><enum>(C)</enum><text>authorizes the Secretary to acquire land or interests in land through condemnation or other methods.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
