which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To reauthorize the Junior Duck Stamp Conservation and Design Program Act of 1994, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H3FBAB25E5B5E40EC9A23208697AB757A"><section section-type="section-one" id="H6D3993F52F5B4B09B3412E1003629C77"><enum>1.</enum><header>Reauthorization of Junior Duck Stamp Conservation and Design Program Act of 1994</header><subsection id="HF1DAB8EBC8564EA6810C66AFDBBF7E16"><enum>(a)</enum><header>Definition of State</header><text display-inline="yes-display-inline">Section 5 of the Junior Duck Stamp Conservation and Design Program Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/16/719b-1">16 U.S.C. 719b–1</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id640562b75e8d46a39c600aaaa70b1476"><enum>(1)</enum><text>by striking <quote>the Virgin</quote> and inserting <quote>and the United States Virgin</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0ac62c1a7cf44ff599389446bee7cc3c"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>, and any other territory or possession of the United States</quote>.</text></paragraph></subsection><subsection id="HE34D1F4517A444988B520E6EB3A79E76"><enum>(b)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Section 6 of the Junior Duck Stamp Conservation and Design Program Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/16/719c">16 U.S.C. 719c</external-xref>) is amended—</text><paragraph id="H6EFE7E1538534D93A7560C7A98338667"><enum>(1)</enum><text>in subsection (a), by striking <quote>$350,000 for each of the fiscal years 2006 through 2010</quote> and inserting <quote>$550,000 for each of fiscal years 2024 through 2030</quote>; and</text></paragraph><paragraph id="H388679F6A5AD44A3B3C01F31D21930E1"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph id="H9BBAD92043E14B37BCD280C7F984E88D"><enum>(A)</enum><text>in paragraph (1), by striking <quote>$100,000</quote> and inserting <quote>$200,000</quote>; and</text></subparagraph><subparagraph id="H1A677DEAD9A1474094DC1962F37798EE"><enum>(B)</enum><text>in paragraph (2), by striking <quote>$250,000</quote> and inserting <quote>$350,000</quote>.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id12fc91c867764ef28ba9ff90f2f395aa"><enum>(c)</enum><header>Technical amendments</header><paragraph commented="no" display-inline="no-display-inline" id="id61163d65745a456293b6889e6acb88a1"><enum>(1)</enum><text>Section 3 of the Junior Duck Stamp Conservation and Design Program Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/16/719a">16 U.S.C. 719a</external-xref>) is amended by striking subsection (c) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id73D02BDB0B2B4264BDBE295E9322A2A1"><subsection commented="no" display-inline="no-display-inline" id="ID85D60A686A6448D58F20E4884DF59D48"><enum>(c)</enum><header display-inline="yes-display-inline">Use of proceeds</header><text display-inline="yes-display-inline">Amounts received under subsection (b) shall be available to the Secretary until expended, without further appropriations, solely for—</text><paragraph id="ID003CFAB67C614E4DA69A7F8D826FC809"><enum>(1)</enum><text>awards, prizes, and scholarships to individuals who submit designs in competitions under subsection (a), that are—</text><subparagraph id="IDFA2B7985F8AB4B6A8E647DB084EB7C9C"><enum>(A)</enum><text>selected in the competition as winning designs; or</text></subparagraph><subparagraph id="IDABC2BCCBF7B54FB28D79FEFB3786D2B9"><enum>(B)</enum><text>otherwise determined in the competition to be superior;</text></subparagraph></paragraph><paragraph id="IDF7166A0D14754A5F8C3DB9887CC2F6AE"><enum>(2)</enum><text>awards and prizes to schools, students, teachers, and other participants to further education activities related to the conservation education goals of the Program;</text></paragraph><paragraph id="IDAE791824281044D5A20109D010A2A134"><enum>(3)</enum><text>award ceremonies for winners of national and State Junior Duck Stamp competitions;</text></paragraph><paragraph id="ID5210444C97464865AF69F4B28A4C3965"><enum>(4)</enum><text>travel expenses for winners of national and State Junior Duck Stamp competitions to award ceremonies, if—</text><subparagraph id="IDB7472D5766744E7594A006F0CBF78792"><enum>(A)</enum><text>the event is intended to honor students for winning a national competition; or</text></subparagraph><subparagraph id="ID8FD5BD9925084139971A143AE733080E"><enum>(B)</enum><text>the event is intended to honor students for winning a State competition;</text></subparagraph></paragraph><paragraph id="IDFFB0FE5329044271B757C9B71C0184AE"><enum>(5)</enum><text>expenses for licensing and marketing under subsection (b);</text></paragraph><paragraph id="ID5D65B76E6DAF41358E29E898ED2F662A"><enum>(6)</enum><text>expenses for migratory bird reference materials or supplies awarded to schools that participate in the Program; and</text></paragraph><paragraph id="IDBB555C88BD23437F99B1C6D6F1AD3C07"><enum>(7)</enum><text>expenses for marketing and educational materials developed to promote the Program.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7ec049bf399146ee9b509a11cb7c5bac"><enum>(2)</enum><text>Section 4 of the Junior Duck Stamp Conservation and Design Program Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/16/719b">16 U.S.C. 719b</external-xref>) is amended by striking <quote>section 3(c)(1)(A) and (B)</quote> and inserting <quote>paragraphs (1) and (2) of section 3(c)</quote>.</text></paragraph></subsection></section></legis-body></bill>
