which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Public Works and Economic Development Act of 1965 with respect to the eligibility of youth sports facilities for certain grants, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H6DA9C76CC4204421B66344AFB83943A2"><section section-type="section-one" id="H9DB15E90CFFC44788AB516C91079C9A3"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Youth Sports Facilities Act of 2024</short-title></quote>.</text></section><section id="H344E40CACFF34335B37ED8C095922EA9"><enum>2.</enum><header>Youth sports facility eligibility</header><text display-inline="no-display-inline">Section 201 of the Public Works and Economic Development Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3141">42 U.S.C. 3141</external-xref>) is amended—</text><paragraph id="HEC123504C55D41499C6217C0E6BEB870"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)(1), by inserting <quote>youth sports,</quote> after <quote>public service,</quote>;</text></paragraph><paragraph id="HCB8DCAEB64E34BEEB29CD3274AA2F01C"><enum>(2)</enum><text>in subsection (b)(1)—</text><subparagraph id="HB42F5123A2F847FE9758DF04B1589328"><enum>(A)</enum><text>in subparagraph (A), by inserting <quote>or youth sports facilities</quote> after <quote>facilities</quote>; and</text></subparagraph><subparagraph display-inline="no-display-inline" id="HEE1DA12C61C945B2BBFE8CBFA8B9E571"><enum>(B)</enum><text>in subparagraph (C), by inserting <quote>or underemployed</quote> after <quote>unemployed</quote>;</text></subparagraph></paragraph><paragraph id="H9EC10CB8FC24401B810133460782020D"><enum>(3)</enum><text>by redesignating subsection (c) as subsection (d); and</text></paragraph><paragraph id="H06D1A3935BE94B33BEB9569D5B0AC823"><enum>(4)</enum><text>by inserting after subsection (b) the following:</text><quoted-block style="OLC" id="H44373D4041DA45C0AFF71FFB16312A60"><subsection id="H6717B51017BA4265AE60ADDF79A6DDB9"><enum>(c)</enum><header>Additional considerations</header><text>In awarding grants under this section, the Secretary may consider the extent to which a project would—</text><paragraph id="HB072F2A483D84944A0A64BC681FD9A7D"><enum>(1)</enum><text>lead to economic diversification in the area, or a part of the area, in which the project is or will be located;</text></paragraph><paragraph id="HAEC09D990BB94BC68D95C7561F3E8EDC"><enum>(2)</enum><text>address and mitigate the mental and physical health impacts of sedentary lifestyles and obesity on the health of a community by improving access to recreational space, including by developing youth sports facilities serving the community;</text></paragraph><paragraph id="H4FDF0A1A80B94CA0A5888B5398D90473"><enum>(3)</enum><text display-inline="yes-display-inline">benefit highly rural communities without adequate tax revenues to invest in active lifestyle infrastructure;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3a441c6646d7468699e7093eeb9ce34f"><enum>(4)</enum><text>primarily serve children who—</text><subparagraph commented="no" display-inline="no-display-inline" id="idab9678cc432b400ea244adac03f72b75"><enum>(A)</enum><text display-inline="yes-display-inline">are from low-income families in rural or underserved communities;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4e9326de1cbb41038a1eab6f07c78375"><enum>(B)</enum><text>lack access to indoor or outdoor facilities for covered physical education and sports activities; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id11722701610a4b128df7f9763ab6a57f"><enum>(C)</enum><text>live or attend school in communities with high rates of opioid use disorders or community violence;</text></subparagraph></paragraph><paragraph id="H4B76DB6E4D0C49B19D8124799035077F"><enum>(5)</enum><text>support youth sports and recreation to spur economic development, with a focus on urban and rural communities lacking facilities;</text></paragraph><paragraph id="H459F75E840CF4CCA954404AC5B4BF889"><enum>(6)</enum><text>promote job creation through youth sports facilities and adjacent businesses that support such facilities; and</text></paragraph><paragraph id="H5F326354368147F6B30EF66B2847108D"><enum>(7)</enum><text>promote travel and tourism.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
