Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require a solid rocket motor industrial base strategy.</official-title></form><legis-body><section id="H2FC3B724F04B458AB6F418AF3FD4A709" section-type="section-one"><enum>1.</enum><header>Solid rocket motor industrial base</header><subsection id="H3BAD00FCE35D462993D04254F1DA6EAB"><enum>(a)</enum><header>In general</header><text>Not later than March 1, 2025, the Under Secretary of Defense for Acquisition and Sustainment, acting through the Director of the Joint Production Accelerator Cell of the Department of Defense and the Assistant Secretary of Defense for Industrial Base Policy, shall submit to the congressional defense committees a strategy for ensuring that the defense industrial base of the United States can meet requirements for programs of record relating to solid rocket motors.</text></subsection><subsection id="H14E02B9006EC4110A99798126FB37CEF"><enum>(b)</enum><header>Coordination</header><text>In developing the strategy required under subsection (a), the Under Secretary of Defense for Acquisition and Sustainment shall coordinate with the following:</text><paragraph id="HC98696D453ED472BA9DCD8383E87D2F9"><enum>(1)</enum><text>The Assistant Secretary of the Navy for Research, Development, and Acquisition.</text></paragraph><paragraph id="H4A45C75BF7A2422DB0008625D6FC8E85"><enum>(2)</enum><text>The Assistant Secretary of the Army for Acquisition, Logistics, and Technology.</text></paragraph><paragraph id="H129D6B90B7D64647BFD3EA3F8F08A822"><enum>(3)</enum><text>The Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics.</text></paragraph><paragraph id="HC800B8BC68E54021AF6E57948A288E63"><enum>(4)</enum><text>The Assistant Secretary of the Air Force for Space Acquisition and Integration.</text></paragraph><paragraph id="H8E6C5B89EEFA46AC97AB274FDB0FC3DC"><enum>(5)</enum><text>The Director of the Missile Defense Agency.</text></paragraph></subsection><subsection id="H7BBA4D3919D64E248A347CFEE8B3E24B"><enum>(c)</enum><header>Elements</header><text>The strategy under subsection (a) shall include the following:</text><paragraph id="HEFDB0331BF184D53A618E1C4007EF2AC"><enum>(1)</enum><text display-inline="yes-display-inline">An assessment of emerging technologies or manufacturing processes that would support the modernization or evolution of the defense industrial base of the United States to meet requirements for programs of record relating to solid rocket motors.</text></paragraph><paragraph id="HEEBA8861AEFD44378340B7EA2C91C69C"><enum>(2)</enum><text>A plan to prioritize government funding for the following:</text><subparagraph id="HC85B798D867847E3B6E5494743473513"><enum>(A)</enum><text display-inline="yes-display-inline">Government-owned, Government-operated energetic materials facilities.</text></subparagraph><subparagraph id="H21DBEDBCAB7C4717BC7A0410765A5AD5"><enum>(B)</enum><text display-inline="yes-display-inline">Government-owned, contractor-operated energetic materials facilities.</text></subparagraph><subparagraph id="H0EB5C262C0384936B5081E4A795BCEC6"><enum>(C)</enum><text display-inline="yes-display-inline">Private energetic materials facilities.</text></subparagraph></paragraph></subsection><subsection id="HEC009BE7378F457EA83A7BF5ECF14294" commented="no"><enum>(d)</enum><header>Review and report</header><paragraph id="HA875CB184BFA4E3D9A8A95C55BDBD3AD" commented="no"><enum>(1)</enum><header>Review</header><text>Not later than March 1, 2025, the Secretary of Defense shall seek to enter into a contract with a federally funded research and development center to conduct a review of the of the defense industrial base of the United States for solid rocket motors that includes the following: </text><subparagraph id="HF6FF5E4AAEA4469381458005A7A6D3C2" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">An assessment of the capacity and capability of existing solid rocket motor industrial base, including the supply base and personnel of such manufacturers, to support the expansion of the solid rocket motor industrial base. </text></subparagraph><subparagraph id="H63CF9E62FCFF48139045FDFEA84E1A95" commented="no"><enum>(B)</enum><text>The capability and capacity of potential new entrants to the solid rocket motor industrial base, including private entities funded by the Federal Government.</text></subparagraph><subparagraph id="HBA977FBB561E4EA9ABC24CEC6C6CEF84" commented="no"><enum>(C)</enum><text>An assessment of the process for qualifying new entrants, including new manufacturing processes, for solid rocket motors.</text></subparagraph><subparagraph id="H0F4186C04CE04AFDB5BA100E23C0B419" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">An assessment of the capacity and capability of the solid rocket motor industrial base to support the demands of existing programs of record.</text></subparagraph><subparagraph id="HC51EF64DE9C746E7B5BC64C92250B6C9" commented="no"><enum>(E)</enum><text display-inline="yes-display-inline">An assessment of the capacity and capability of the solid rocket motor industrial base to support potential future demands of programs of record.</text></subparagraph><subparagraph id="H4501BA5CE0B64A349C9624D896618521" commented="no"><enum>(F)</enum><text>A mapping of programs of record and potential future munitions programs to solid rocket motor manufacturer throughput.</text></subparagraph><subparagraph id="H6C676CC751384E2188842F952EDD7539" commented="no"><enum>(G)</enum><text>Identification of current and potential shortfalls in common precursors and chemicals.</text></subparagraph><subparagraph id="H0788D8018564412E9D68A1EB407DA3AB" commented="no"><enum>(H)</enum><text>A broad assessment of commercial sector, civil sector, and Department of Defense pressures on the solid rocket motor industrial base.</text></subparagraph></paragraph><paragraph id="H014A2BAFC4E94A21AC22E7BEF1BDD513" commented="no"><enum>(2)</enum><header>Report</header><subparagraph id="H2099AA1BF857474FAD60051C0BF7F9D4" commented="no"><enum>(A)</enum><header>To Secretary</header><text>Not later than September 30, 2025, a federally funded research and development center that enters into contract under this subsection shall submit to the Secretary of Defense a report on the results of the review conducted under paragraph (1).</text></subparagraph><subparagraph id="HD012E3C610BB44EE8CD8701B80AD7AD4" commented="no"><enum>(B)</enum><header>To Congress</header><text display-inline="yes-display-inline">Not later than 30 days after receipt of the report described in subparagraph (A), the Secretary of Defense shall submit such report, along with any comments of the Secretary, to the congressional defense committees.</text></subparagraph></paragraph></subsection><subsection id="H4BC3E184D0B14A83948E850018E67E11"><enum>(e)</enum><header>Energetic materials defined</header><text>The term <quote>energetic materials</quote> has the meaning given in section 148 of title 10, United States Code.</text></subsection></section></legis-body></bill>
