which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Public Health Service Act to authorize rural residency planning and development grant programs, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Residency Planning and Development Act of 2024</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="ide1285a00d7b745339d61549d47d5a221"><enum>2.</enum><header display-inline="yes-display-inline">Rural residency planning and development programs</header><text display-inline="no-display-inline">Title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/241">42 U.S.C. 241 et seq.</external-xref>) is amended by inserting after section 330A–2 the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id66F9B8DFB2D04D09BF296201EC38FD12"><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idb856fdc545c84fc3b05c599d2276c1a1"><enum>330A–3.<?LEXA-Enum 330A–3.?></enum><header>Rural residency planning and development program and rural residency planning and development technical assistance program</header><subsection commented="no" display-inline="no-display-inline" id="id8595ad15009f436c881e89995029f194"><enum>(a)</enum><header display-inline="yes-display-inline">Definition of rural residency program</header><text>In this section, the term <term>rural residency program</term> means a physician residency program, including a rural track program, accredited by the Accreditation Council for Graduate Medical Education (or a similar body) that—</text><paragraph commented="no" display-inline="no-display-inline" id="id7713e15f549b43c39bd94be4b058fa82"><enum>(1)</enum><text display-inline="yes-display-inline">trains residents in rural areas (as defined by the Secretary) for more than 50 percent of the total time of their residency; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1dabf6b4412746c490f0faa920526e84"><enum>(2)</enum><text display-inline="yes-display-inline">primarily focuses on producing physicians who will practice in rural areas, as defined by the Secretary.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id0f6df8d8202d4e2492d59e3952fabc9f"><enum>(b)</enum><header display-inline="yes-display-inline">Rural residency planning and development program</header><paragraph commented="no" display-inline="no-display-inline" id="idfef014cab167406dae4628a85d84c9e7"><enum>(1)</enum><header display-inline="yes-display-inline">Definition of eligible entity</header><text>In this subsection, the term <term>eligible entity</term>—</text><subparagraph commented="no" display-inline="no-display-inline" id="id470b16849cc04d5c9af9710b06e3578d"><enum>(A)</enum><text display-inline="yes-display-inline">means—</text><clause commented="no" display-inline="no-display-inline" id="id53a37f84bf3e4e7ebe364dde18769a3f"><enum>(i)</enum><text display-inline="yes-display-inline">a domestic public or private nonprofit or for-profit entity; or</text></clause><clause commented="no" display-inline="no-display-inline" id="idf66c0cb0d28944ddb627becbdd79f566"><enum>(ii)</enum><text display-inline="yes-display-inline">an Indian Tribe or Tribal organization; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf29340a604fa430184d08dd0a11c6e22"><enum>(B)</enum><text>may include faith-based or community-based organizations, rural hospitals, rural community-based ambulatory patient care centers (including rural health clinics), health centers operated by an Indian Tribe, Tribal organization, or urban Indian organization, graduate medical education consortiums (including institutions of higher education, such as schools of allopathic medicine, schools of osteopathic medicine, or historically Black colleges or universities), or other organizations as determined appropriate by the Secretary. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id32e93350b2a2404c974cde21acffce32"><enum>(2)</enum><header display-inline="yes-display-inline">Grants</header><subparagraph commented="no" display-inline="no-display-inline" id="id01734fdfb8ee46d1b1e334d680d48756"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may award grants to eligible entities to create new rural residency programs (including adding new rural training sites to existing rural track programs).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id869365ca88cb416b9e22986a79b34784"><enum>(B)</enum><header>Funding</header><text display-inline="yes-display-inline">Grants awarded under this subsection may be fully funded at the time of the award.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc9c2efbbdfa241f3ad572f38579a9f0e"><enum>(C)</enum><header>Term</header><text>The term of a grant under this subsection shall be 3 years and may be extended at the discretion of the Secretary.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2a50b44196e844e38a9a4d5b78bc0a96"><enum>(3)</enum><header>Applications</header><subparagraph commented="no" display-inline="no-display-inline" id="idaac98dab1e184b0880bb2c04dea2499f"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">To be eligible to receive a grant under this subsection, an eligible entity shall prepare and submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require, including a description of the pathway of the rural residency program as described in subparagraph (B).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf62450a218234989b4b194f5b091cb8c"><enum>(B)</enum><header>Pathway</header><text>A pathway of a rural residency program supported under this subsection shall be for—</text><clause commented="no" display-inline="no-display-inline" id="id26098215053442eea17445015b367405"><enum>(i)</enum><text display-inline="yes-display-inline">general primary care and high-need specialty care, including family medicine, internal medicine, preventive medicine, psychiatry, pediatrics, or general surgery; </text></clause><clause commented="no" display-inline="no-display-inline" id="id9cefb30c295d46b8a14cb0bf276f6b34"><enum>(ii)</enum><text>maternal health and obstetrics, which may be obstetrics and gynecology or family medicine with enhanced obstetrical training; or</text></clause><clause commented="no" display-inline="no-display-inline" id="id757a6dc40f7444cab553e6339e5a6437"><enum>(iii)</enum><text>any other pathway as determined appropriate by the Secretary.</text></clause></subparagraph></paragraph></subsection><subsection id="id892f408d7b4c427c88bc4b94034475b1"><enum>(c)</enum><header>Rural residency planning and development technical assistance program</header><paragraph id="idc84255268b43414680c1e59b4772f961"><enum>(1)</enum><header>Definition of eligible entity</header><text>In this subsection, the term <term>eligible entity</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="idEC39624A99E4461DB3219641D44FC79F"><enum>(A)</enum><text display-inline="yes-display-inline">a domestic public or private nonprofit or for-profit entity; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7F882FDE3FA141269DC2116CB6258407"><enum>(B)</enum><text display-inline="yes-display-inline">an Indian Tribe or Tribal organization.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id51c4a8a6a3dc4c57b0c5b3d880d27b24"><enum>(2)</enum><header display-inline="yes-display-inline">Grants</header><subparagraph commented="no" display-inline="no-display-inline" id="id804348805a6b4d40bc8b8ae60b9f284f"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text>The Secretary may award grants to eligible entities to provide technical assistance to awardees of and potential applicants of the program described in subsection (b).</text></subparagraph><subparagraph commented="no" id="id3e4dbba75e2f4235a177001230b77e41"><enum>(B)</enum><header>Funding</header><text>Grants awarded under this subsection may be fully funded at the time of the award.</text></subparagraph><subparagraph commented="no" id="ide71eb53ba09b47f6bcdf04b6c891b0a4"><enum>(C)</enum><header>Term</header><text>The term of a grant under this subsection shall be 4 years and may be extended at the discretion of the Secretary.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5a49a8ca83874d6d8591c6b7ea9280f6"><enum>(3)</enum><header>Applications</header><text>To be eligible to receive a grant under this subsection, an eligible entity shall prepare and submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id2ad0d5bdaa57487b8db62eb6590088c9"><enum>(d)</enum><header>Authorization of appropriations</header><paragraph commented="no" display-inline="no-display-inline" id="id336e5682cc4e41db9283e4e80973b34d"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section $15,000,000 for each of fiscal years 2025 through 2029.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0513879a3178473f850b576fd43c2344"><enum>(2)</enum><header>Availability</header><text display-inline="yes-display-inline">Any amounts appropriated under paragraph (1) shall remain available to the Secretary until expended.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
