which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish a program to fund electric public transportation in rural communities.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Electrifying Rural Transportation Act of 2024</short-title></quote>.</text></section><section id="id5DBD88AD0B51457BAEF05DC334FADE9B"><enum>2.</enum><header>Rural public transportation electrification program</header><subsection id="idF8DB4FECA03F4C8392C0F63CD33568CC"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="idFD2B62002F434BDCA235C0ADF61326E6"><enum>(1)</enum><header>Electric bus</header><text>The term <term>electric bus</term> means a battery-electric or plug-in hybrid bus.</text></paragraph><paragraph id="idde981c720eb34ee482c4beb3a4dcf347"><enum>(2)</enum><header>Electric vehicle</header><text>The term <term>electric vehicle</term>—</text><subparagraph commented="no" display-inline="no-display-inline" id="id6f2ba4badad649228d2ca670e3324dfa"><enum>(A)</enum><text display-inline="yes-display-inline">means a battery-electric or plug-in hybrid vehicle; and</text></subparagraph><subparagraph id="id5aaecbf035ca41ff862f93ed2566c579"><enum>(B)</enum><text>includes an electric bus.</text></subparagraph></paragraph><paragraph id="id5FDDE51B91F94A1F881EB2021CAD7EEC"><enum>(3)</enum><header>Eligible recipient</header><text>The term <term>eligible recipient</term> means a State or Indian tribe that is eligible for a grant under section 5311 of title 49, United States Code.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id631f5432587b481b8852f7ffca9c4dc6"><enum>(4)</enum><header>Microtransit</header><text>The term <term>microtransit</term>—</text><subparagraph commented="no" display-inline="no-display-inline" id="id506f0607a44d4a2ab994f79bed3e4ec2"><enum>(A)</enum><text display-inline="yes-display-inline">means a technology-enabled service that—</text><clause commented="no" display-inline="no-display-inline" id="idfba6ecff2b6243d7ab9fde56df71e5cb"><enum>(i)</enum><text display-inline="yes-display-inline">uses multi-passenger vehicles to provide shared-ride on-demand services with dynamically generated routing; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id108f9954866d425997758f1e657b778c"><enum>(ii)</enum><text display-inline="yes-display-inline">is traditionally provided in a designated service area; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida92928bb532b40a0833719627fde52df"><enum>(B)</enum><text display-inline="yes-display-inline">includes service models such as—</text><clause commented="no" display-inline="no-display-inline" id="id4e764d67265b4bf2a55018461fbddb6e"><enum>(i)</enum><text display-inline="yes-display-inline">first mile or last mile connections to fixed route services;</text></clause><clause commented="no" display-inline="no-display-inline" id="ida032df0e3d97408e988dd7ed20fbe95d"><enum>(ii)</enum><text display-inline="yes-display-inline">hub to hub zone-based services;</text></clause><clause commented="no" display-inline="no-display-inline" id="id65fe6f329d314c4d880e07b0ac52e348"><enum>(iii)</enum><text display-inline="yes-display-inline">the commingling of ADA complementary paratransit services with general transit service; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id7444ff4f91a4418a9566e0541003754c"><enum>(iv)</enum><text display-inline="yes-display-inline">point-to-point service within a specific zone or geographic area.</text></clause></subparagraph></paragraph><paragraph id="idE6ADBB4790034633AE64FE275FB65B2A"><enum>(5)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Transportation.</text></paragraph></subsection><subsection id="id2A42EE2090E54FCEB1A377D41AA8F908"><enum>(b)</enum><header>Grant program</header><text display-inline="yes-display-inline">The Secretary shall award grants to eligible recipients, in accordance with the formula under section 5311(c) of title 49, United States Code, for the electrification of buses, microtransit vehicles, and other public transportation fleet vehicles.</text></subsection><subsection id="id396CCBC5648D46A4A613B0A911331285"><enum>(c)</enum><header>Eligible projects</header><text>An eligible recipient may use a grant received under subsection (b)—</text><paragraph id="id667478ba21794f93865f204748a1c637"><enum>(1)</enum><text>to purchase—</text><subparagraph id="id37D34B35FEF24D81B7D8AEB7ED01DF5A"><enum>(A)</enum><text>an electric bus;</text></subparagraph><subparagraph id="id33dcddf9619e4902929041106c1057e0"><enum>(B)</enum><text>an electric vehicle, other than an electric bus, used for microtransit; or</text></subparagraph><subparagraph id="id04a0a1f98e6948d2866b976aa4347c77"><enum>(C)</enum><text>charging infrastructure;</text></subparagraph></paragraph><paragraph id="id7fb1fb6b8a014b489a8362bdfeabd429"><enum>(2)</enum><text>to renovate a bus facility by upgrading existing charging infrastructure or adding new charging infrastructure; or</text></paragraph><paragraph id="ideffa8dd123c544b18003c3d6106ee0b7"><enum>(3)</enum><text>for operating assistance for electric public transportation, including electric vehicles.</text></paragraph></subsection><subsection id="idDD1ABF6728E742F89D626570D1FFA125"><enum>(d)</enum><header>Technical assistance</header><text>The Secretary may use not more than 5 percent of the amounts made available to carry out this section for a fiscal year to provide technical assistance to eligible recipients.</text></subsection><subsection id="idee3eacf30ce544c28b8a2b2152e19d47"><enum>(e)</enum><header>Workforce development training</header><text>An eligible recipient may use not more than 5 percent of the amount of a grant received under subsection (b) for workforce development training for a transit agency in a rural area, as defined in section 5302 of title 49, United States Code, including—</text><paragraph id="idd38f1d5b00794721acf08b4e5a65ec69"><enum>(1)</enum><text>costs associated with obtaining proper operating and driving licenses for electric vehicles;</text></paragraph><paragraph id="idfea79710f2e74e97b33e5480c69e420a"><enum>(2)</enum><text>the cost of training for operations and maintenance of electric buses and other electric vehicles; and</text></paragraph><paragraph id="idede496fb62ce4670adc477dd92af25e2"><enum>(3)</enum><text>the cost of training for operations and maintenance of charging equipment for electric vehicles.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id2c1ad31dedec470ebc379cc084f60f80"><enum>(f)</enum><header>Applicability of section 5311 requirements</header><text>The requirements under section 5311 of title 49, United States Code, (other than subsection (f)) shall apply with respect to a grant awarded under this section in the same manner as if the grant were awarded under such section 5311. </text></subsection><subsection id="idD98F793C38AA4CF8BFE11E33A208D97D"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this section $500,000,000 for each of fiscal years 2025 through 2029.</text></subsection></section></legis-body></bill>
