which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit the use of materials that use the term <quote>West Bank</quote>, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H04265A83ACFF4C5B8D7FD44E4A26BE11"><section section-type="section-one" id="H233F3EBCB7BB47E4BA396EADCFD6FBF4"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Retiring the Egregious Confusion Over the Genuine Name of Israel’s Zone of Influence by Necessitating Government-use of Judea and Samaria Act</short-title></quote> or the <quote><short-title>RECOGNIZING Judea and Samaria Act</short-title></quote>.</text></section><section id="HFF4F7B436A764B90A32B6C59078A2A9B"><enum>2.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that the United States Government—</text><paragraph id="HE80055892F8149B39B25D2D299CF183A"><enum>(1)</enum><text>should refer to the land annexed by Israel from Jordan during the 1967 Six-Day War by its historical names of <quote>Judea and Samaria</quote>, with the land south of Jerusalem being considered <quote>Judea</quote> and the land north of Jerusalem being considered <quote>Samaria</quote>; and</text></paragraph><paragraph id="H74C058A7437143C1B5C5A99678FEB1AB"><enum>(2)</enum><text>should no longer use the term “West Bank” in official government materials.</text></paragraph></section><section id="H48B3BCA20163470D9AC945E59853FEC2"><enum>3.</enum><header>Prohibition on use of materials that use the term <quote>West Bank</quote></header><subsection id="HD68336780B1543439E54A21FABF29EF2"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, none of the funds authorized to be appropriated or otherwise made available after the date of the enactment of this Act may be obligated or expended to prepare or promulgate any policy, guidance, regulation, notice, Executive order, materials, briefing, press release, communications, or other work product that refers to Judea and Samaria as the “West Bank”.</text></subsection><subsection id="HEBBD73313BD7415CBFFD1439281A940C"><enum>(b)</enum><header>Exception</header><text display-inline="yes-display-inline">The prohibition in this section shall not apply with respect to the obligation or expenditure of funds relating to obligations of the United States under international treaties or other agreements.</text></subsection><subsection id="HD71BEF0941F04334A1E2D6B3CE5E2BB6"><enum>(c)</enum><header>Waiver</header><text>The Secretary of State may waive the prohibition in this section if the Secretary—</text><paragraph id="H8CA46BA2A6F54D079F86ED1FB493DB3A"><enum>(1)</enum><text>determines that is in the interests of the United States to do so; and</text></paragraph><paragraph id="HCE131485F6764656A7DB5AE8F37145F8"><enum>(2)</enum><text>submits to Congress an explanation for the waiver not later than 30 days after the date on which the Secretary makes the determination.</text></paragraph></subsection></section><section id="HC7219780270D4B52B8F64E6A2ED4BC4B"><enum>4.</enum><header>Conforming changes to United States law</header><subsection id="H41BA8CACBFCD4C7093C4B636CC57FE1F"><enum>(a)</enum><header>Foreign Assistance Act of 1961</header><text display-inline="yes-display-inline">The Foreign Assistance Act of 1961 is amended as follows:</text><paragraph id="H96EA797DBB074A0C8944D9E26D52CDF2"><enum>(1)</enum><text>In section 620K(f)(3) (<external-xref legal-doc="usc" parsable-cite="usc/22/2378b">22 U.S.C. 2378b(f)(3)</external-xref>), by striking <quote>the West Bank</quote> and inserting <quote>Judea and Samaria</quote>.</text></paragraph><paragraph id="HBF2E348A66FF42FB958BEEBAA37FCBE1"><enum>(2)</enum><text>In section 620L (<external-xref legal-doc="usc" parsable-cite="usc/22/2378c">22 U.S.C. 2378c</external-xref>)—</text><subparagraph id="H0646DF841EB64810B00181D75137B6C3"><enum>(A)</enum><text>in the section heading, by striking <quote><header-in-text level="section" style="OLC">the west bank</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">judea and samaria</header-in-text></quote>; and </text></subparagraph><subparagraph id="H70B219EABFF34F1DA74ED168F2B72221"><enum>(B)</enum><text>by striking <quote>the West Bank</quote> each place it appears and inserting <quote>Judea and Samaria</quote>.</text></subparagraph></paragraph></subsection><subsection id="H45875AB3A429483286B62E8765BDE45A"><enum>(b)</enum><header>Taylor Force Act</header><text>Section 1004 of the Taylor Force Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2378c-1">22 U.S.C. 2378c–1</external-xref>) is amended—</text><paragraph id="H6D48A9898192446AA0FE8F48E0CB8AA7"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text level="section" style="OLC">the west bank</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">judea and samaria</header-in-text></quote>; and</text></paragraph><paragraph id="H1DBB68EE4FDF487E92B5DBDFBC7937DF"><enum>(2)</enum><text>by striking <quote>the West Bank</quote> each place it appears and inserting <quote>Judea and Samaria</quote>.</text></paragraph></subsection><subsection id="H1BF29A651C6E45459173CC44AEFE15AE"><enum>(c)</enum><header>Multinational Force and Observers Participation Resolution</header><text display-inline="yes-display-inline">Section 2 of the Multinational Force and Observers Participation Resolution (<external-xref legal-doc="usc" parsable-cite="usc/22/3421">22 U.S.C. 3421</external-xref>) is amended by striking <quote>the West Bank</quote> and inserting <quote>Judea and Samaria</quote>.</text></subsection><subsection id="HF3555DA502614C92A12FA22583E6C31F"><enum>(d)</enum><header>Omnibus Diplomatic Security and Antiterrorism Act of 1986</header><text display-inline="yes-display-inline">Section 414 of the Omnibus Diplomatic Security and Antiterrorism Act of 1986 (<external-xref legal-doc="usc" parsable-cite="usc/22/4862">22 U.S.C. 4862</external-xref>) is amended—</text><paragraph id="H62BDF0B60AB044A4AFD49168697C143E"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text level="section" style="OLC">west bank</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">judea and samaria</header-in-text></quote>; and</text></paragraph><paragraph id="H85AA2BCC33354AF6B80757AA1F37D6A6"><enum>(2)</enum><text>by striking <quote>the West Bank</quote> and inserting <quote>Judea and Samaria</quote>.</text></paragraph></subsection><subsection id="HE0F6C53832334E529BE237B0917D193D"><enum>(e)</enum><header>United States-Israel Free Trade Area Implementation Act of 1985</header><text display-inline="yes-display-inline">Section 9 of the United States-Israel Free Trade Area Implementation Act of 1985 (<external-xref legal-doc="public-law" parsable-cite="pl/99/47">Public Law 99–47</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/19/2112">19 U.S.C. 2112</external-xref> note) is amended by striking <quote>the West Bank</quote> each place it appears and inserting <quote>Judea and Samaria</quote>.</text></subsection><subsection id="HACB6FEBD73B64E70A0B4F599B65BBA51"><enum>(f)</enum><header>Implementing Recommendations of the 9/11 Commission Act of 2007</header><text display-inline="yes-display-inline">Section 2021(i) of the Implementing Recommendations of the 9/11 Commission Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/22/2151">22 U.S.C. 2151</external-xref> note) is amended by striking <quote>the West Bank</quote> and inserting <quote>Judea and Samaria</quote>.</text></subsection><subsection id="H19C0A9DA49304F069046557DC51E6908"><enum>(g)</enum><header>Foreign Relations Authorization Act, Fiscal Year 2003</header><text display-inline="yes-display-inline">Section 699 of the Foreign Relations Authorization Act, Fiscal Year 2003 (<external-xref legal-doc="public-law" parsable-cite="pl/107/228">Public Law 107–228</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/22/2301">22 U.S.C. 2301</external-xref> note) is amended—</text><paragraph display-inline="no-display-inline" id="HCF2B94E8CB854A0DAB6C6DBD774CC725"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text level="section" style="OLC">west bank</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">judea and samaria</header-in-text></quote>; and</text></paragraph><paragraph id="H7199109E6F1C4010A1D0B658DB6C03E2"><enum>(2)</enum><text>in subsection (a), by striking <quote>the West Bank</quote> and inserting <quote>Judea and Samaria</quote>.</text></paragraph></subsection><subsection id="H4C105E73D621429CBB3D870DAE917EFA"><enum>(h)</enum><header>Nita M. Lowey Middle East Partnership for Peace Act</header><text display-inline="yes-display-inline">Section 8005 of the Nita M. Lowey Middle East Partnership for Peace Act (division K of <external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>) is amended by striking <quote>the West Bank</quote> each place it appears and inserting <quote>Judea and Samaria</quote>.</text></subsection></section></legis-body></bill>
