which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To reauthorize titles II and V of the Juvenile Justice and Delinquency Prevention Act of 1974, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Juvenile Justice and Delinquency Prevention Reauthorization Act of 2024</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id6a4ec243358b4cc79a758089e7a45789"><enum>2.</enum><header>Amendments</header><subsection commented="no" display-inline="no-display-inline" id="id0b783a82679c4c5fbaa8eecce19a5bb6"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text>Section 103(22) of the Juvenile Justice and Delinquency Prevention Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/34/11103">34 U.S.C. 11103</external-xref>) is amended by inserting <quote>, including any prison,</quote> after <quote>secure facility</quote>.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idf73af7aa8fe04174b2be1a5c19323d9f"><enum>(b)</enum><header>State plans</header><text>Section 223 of the Juvenile Justice and Delinquency Prevention Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/34/11133">34 U.S.C. 11133</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id5ab97506566640f187a4827080ff3a25"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id2bb87f7c0db5420d9c38bf7e2737d10a"><enum>(A)</enum><text>in paragraph (3)—</text><clause commented="no" display-inline="no-display-inline" id="idcee0e7280aa346e197e2ff8557888ead"><enum>(i)</enum><text>by striking the matter preceding subparagraph (A) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id7380F9B31CCA4F26AE4EB9A0055E0317"><paragraph id="idba0ecafa30494aa789e738f1e899c1fe"><enum>(3)</enum><text>provide satisfactory evidence that the State agency has established and maintained, or is working toward establishing and maintaining, an advisory group that—</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause><clause commented="no" display-inline="no-display-inline" id="iddb479e6fd073423a8bd53966b12ba621"><enum>(ii)</enum><text>in subparagraph (A)(iv), by striking <quote>at the time of the initial appointment</quote>;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id91dff3e35dd54cf5b512b7ddf22b7cb7"><enum>(B)</enum><text>in paragraph (9)—</text><clause commented="no" display-inline="no-display-inline" id="idcda761f325dd490a973755ad5aaaef23"><enum>(i)</enum><text display-inline="yes-display-inline">in the matter preceding subparagraph (A)—</text><subclause commented="no" display-inline="no-display-inline" id="ida5ba954b649d45b78ca33578cdf5081b"><enum>(I)</enum><text>by striking <quote>not less than 75 percent of</quote>;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="ida46364e7ec0943a8ab41289d2b346d93"><enum>(II)</enum><text>by striking <quote>shall be used for</quote> and inserting <quote>shall be used in accordance with the plan</quote>; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idd288b5db17404b54a4ea9fcf0f45340b"><enum>(III)</enum><text>by striking <quote>promising programs—</quote> and inserting <quote>promising programs, which may include programs for—</quote>;</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="ida042254bdbb44428b45ed77d07dc23c5"><enum>(ii)</enum><text>in subparagraph (F)—</text><subclause commented="no" display-inline="no-display-inline" id="ida8ef33edc1a3409fbb8625141da33e89"><enum>(I)</enum><text display-inline="yes-display-inline">in the matter preceding clause (i), by striking <quote>expand the use of probation officers</quote> and inserting <quote>improve probation departments</quote>; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id560b9bfe939342d2803905b044b602a9"><enum>(II)</enum><text display-inline="yes-display-inline">in clause (i), by striking <quote>non-violent juvenile offenders (including status offenders)</quote> and inserting <quote>youth</quote>;</text></subclause></clause><clause id="id4c143e814b2f4401bbb0fd060ca19ff7"><enum>(iii)</enum><text>in subparagraph (M)—</text><subclause commented="no" display-inline="no-display-inline" id="idb030d2502109471296c2fd02d23dde4f"><enum>(I)</enum><text>in clause (i), by inserting <quote>restorative practices,</quote> before <quote>expanded use of probation</quote>; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idae7db5b898e74e66a3e445512d246c46"><enum>(II)</enum><text>in clause (ii), by inserting <quote>, including determining the appropriateness of programs intended to divert youth from the justice system at the earliest point possible</quote> before the semicolon at the end;</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="idcb3e1840fbaa4cc69cc15855d0700f0f"><enum>(iv)</enum><text>in subparagraph (V), by striking <quote>and</quote> at the end; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id78d25a4563a84948b9ba8b5d7e29f7d2"><enum>(v)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id6D7A4DED2C294D48815DC0CEC17FF960"><subparagraph id="id5fdad4c18a5849e99607fbe7c9c70fba"><enum>(X)</enum><text>programs to address racial and ethnic disparities;</text></subparagraph><subparagraph id="id528abaf282034646966d2aa66c327d25"><enum>(Y)</enum><text>programs and projects to collect data on the socioeconomic status of youth in the juvenile justice system;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8e76b11e6f504df9a368d6c3e9606af1"><enum>(Z)</enum><text>programs intended to help divert youth from the justice system before or after arrest; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida345616a29ce471c8ac5e4f5d58113cb"><enum>(AA)</enum><text display-inline="yes-display-inline">programs in support of the initiatives described in paragraphs (11) through (13) and (16);</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idec879af28efa44d0866226e289c18f94"><enum>(C)</enum><text>in paragraph (11)—</text><clause id="id4ba4600af69d4371b4a50efca0c054e3"><enum>(i)</enum><text>in subparagraph (A)—</text><subclause commented="no" display-inline="no-display-inline" id="id3c5863c65cbb4003b8d28960c2801ae5"><enum>(I)</enum><text display-inline="yes-display-inline">in clause (i)(II), by striking <quote>paragraph (23)</quote> and inserting <quote>paragraph (11)(B)</quote>; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id10bc80985a3a4ee4966367081cbbc5c2"><enum>(II)</enum><text display-inline="yes-display-inline">in clause (ii)(II)(bb), by striking <quote>and</quote> at the end;</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="ida040f03cbdd94a84a1f49d3e51f54739"><enum>(ii)</enum><text>by striking paragraph (11)(B) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id6D23FE1637824B90B8978C7CA3044D71"><subparagraph id="idda3a99e47ad643baaae713f5dab5785f" commented="no"><enum>(B)</enum><text>require that, if a juvenile is taken into custody for violating a valid court order issued for committing a status offense—</text><clause id="id034546c746f44d0f85683b57f8aa62ab" commented="no"><enum>(i)</enum><text>an appropriate public agency shall be promptly notified that the juvenile is held in custody for violating the court order;</text></clause><clause commented="no" display-inline="no-display-inline" id="id4d010951144c4be88c602b01dbbe7db7"><enum>(ii)</enum><text>not later than 24 hours after the juvenile begins to be held, an authorized representative of the agency shall interview, in person, the juvenile;</text></clause><clause commented="no" display-inline="no-display-inline" id="idad9551c6dd53477aaa5f05cd14422252"><enum>(iii)</enum><text>not later than 48 hours after the juvenile begins to be held—</text><subclause commented="no" display-inline="no-display-inline" id="id4d8e297dcf6644a3a2eb2e5a0f96ebf5"><enum>(I)</enum><text>the representative described in clause (ii) shall submit an assessment to the court that issued the court order relating to the immediate needs of the juvenile;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id4476a8f333674b238dd93d76c3aab98e"><enum>(II)</enum><text>the court that issued the court order shall conduct a hearing to determine—</text><item commented="no" display-inline="no-display-inline" id="id6609b522a209441896ec3b06173e9cb5"><enum>(aa)</enum><text>whether there is reasonable cause to believe that the juvenile violated the court order; and</text></item><item commented="no" display-inline="no-display-inline" id="id97f5a59f33d241b59ba8446311199b62"><enum>(bb)</enum><text>the appropriate placement of the juvenile pending disposition of the alleged violation; and</text></item></subclause><subclause commented="no" display-inline="no-display-inline" id="id79fa30eacf244dfab7acb79e0602bb06"><enum>(III)</enum><text>if the court that issued the court order determines the juvenile should be placed in a secure detention facility or correctional facility for violating the court order—</text><item commented="no" display-inline="no-display-inline" id="idc6094b674f1c44dd9d2a097fe9bc9392"><enum>(aa)</enum><text>the court shall issue a written order that—</text><subitem commented="no" display-inline="no-display-inline" id="ide2261c4fef1c43ea8c1aacf18b23a3d2"><enum>(AA)</enum><text>identifies the valid court order that has been violated;</text></subitem><subitem commented="no" display-inline="no-display-inline" id="idabeb57ca74c54f98ae5bf7dacc31d3df"><enum>(BB)</enum><text>specifies the factual basis for determining that there is reasonable cause to believe that the juvenile has violated the court order;</text></subitem><subitem commented="no" display-inline="no-display-inline" id="id8f48827d25b84f7f822912bb96822520"><enum>(CC)</enum><text>includes findings of fact to support a determination that there is no appropriate less restrictive alternative available to placing the juvenile in the secure detention facility, with due consideration to the best interest of the juvenile;</text></subitem><subitem commented="no" display-inline="no-display-inline" id="id568a86854b524f9a94fc4902372f10e8"><enum>(DD)</enum><text>specifies the length of time, not to exceed 7 days, that the juvenile may remain in a secure detention facility or correctional facility, and includes a plan for the release of the juvenile from the facility; and</text></subitem><subitem commented="no" display-inline="no-display-inline" id="idd06c0359c1a349d4b0dfd7466ed2a458"><enum>(EE)</enum><text>may not be renewed or extended; and </text></subitem></item><item commented="no" display-inline="no-display-inline" id="id26df32117e7f4d99a7c9147d6bce3f6e"><enum>(bb)</enum><text>the court may not issue a second or subsequent order described in item (aa) relating to a juvenile unless the juvenile violates a valid court order after the date on which the court issues an order described in item (aa); and</text></item></subclause></clause><clause commented="no" display-inline="no-display-inline" id="id056d550691b841b59fe0fdf0d4730009"><enum>(iv)</enum><text>there are procedures in place to ensure that the juvenile held in a secure detention facility or correctional facility pursuant to a court order described in this paragraph does not remain in custody longer than the shorter of 7 days and the length of time authorized by the court; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id15c22f7be43d4856a408cb056498a7e8"><enum>(C)</enum><text>require that not later than September 30, 2028, the State will eliminate the use of valid court orders to provide secure confinement of juveniles who commit status offenses, except that juveniles may be held in secure confinement in accordance with the Interstate Compact for Juveniles if the judge issues a written order that—</text><clause id="id68677eafde014807a2e476368f5f369a" commented="no"><enum>(i)</enum><text>specifies the authority of the State to detain the juvenile under the terms of the Interstate Compact for Juveniles;</text></clause><clause id="idfb54f9b6a6ad437099e0aae6eaa6c920" commented="no"><enum>(ii)</enum><text>includes findings of fact to support a determination that there is no appropriate less restrictive alternative available to placing the juvenile in such a facility, with due consideration to the best interest of the juvenile;</text></clause><clause id="id2e7a35bf24a24e01a6879d96b7f09086" commented="no"><enum>(iii)</enum><text>specifies the length of time a juvenile may remain in secure confinement, not to exceed 15 days, and includes a plan for the return of the juvenile to the home State of the juvenile; and</text></clause><clause id="id5801a35d15af43b08e7f630e7075fd55" commented="no"><enum>(iv)</enum><text>may not be renewed or extended;</text></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9b472ffafc374239a2a5ab86c2c95bc5"><enum>(D)</enum><text>in paragraph (13)—</text><clause commented="no" display-inline="no-display-inline" id="id8fe54e1865f34fd5988495cfb24de7a4"><enum>(i)</enum><text display-inline="yes-display-inline">in subparagraph (B)—</text><subclause commented="no" display-inline="no-display-inline" id="id49e15010ffdf4892a38e2f52e34b48cc"><enum>(I)</enum><text display-inline="yes-display-inline">in the matter preceding clause (i), by inserting <quote>for adults</quote> after <quote>jail or lockup</quote>; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id459cb018d84e41fa9cd491b2d3f81c72"><enum>(II)</enum><text display-inline="yes-display-inline">in clause (ii)(III), by adding <quote>and</quote> at the end; and</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="id9034e15a31df41eeb2a07f804513dfcd"><enum>(ii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id1190BB2904EF42979A2CFB9542FE581E"><subparagraph id="idacb9664243ed416a96f5a67b7168725e" commented="no"><enum>(C)</enum><text>juveniles awaiting trial or other legal process who are treated as adults for purposes of prosecution in criminal court and housed in a secure facility, unless a court finds, after a hearing and in writing and in accordance with paragraph (14), that it is in the interest of justice;</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc6d35a7ae6614a268a0b4abc8195ff46"><enum>(E)</enum><text>by striking paragraph (23);</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7e9b63ebc88547c2abfe45cd2371aca1"><enum>(F)</enum><text>by redesignating paragraphs (14) through (22) as paragraphs (15) through (23), respectively;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7f6a59d0284241259c88a03ee3257d7b"><enum>(G)</enum><text>by inserting after paragraph (13) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id561BA6109F804D76B2BEF1F3A49F746F"><paragraph id="ideb283353641e4a71b50074520e604524"><enum>(14)</enum><text>provide that—</text><subparagraph commented="no" display-inline="no-display-inline" id="id0fd9289f5db945398fdfe01f37c80285"><enum>(A)</enum><text display-inline="yes-display-inline">a juvenile described in paragraph (13)(C)—</text><clause commented="no" display-inline="no-display-inline" id="id236c5f40890a49ccab4ff20b903c3b18"><enum>(i)</enum><text display-inline="yes-display-inline">that is confined in any jail or lockup for adults shall not have sight or sound contact with adult inmates; and</text></clause><clause id="idf749d7b192d64335893ec2b7876e5849" commented="no"><enum>(ii)</enum><text>except as provided in this paragraph, may not be held in any jail or lockup for adults;</text></clause></subparagraph><subparagraph id="id310bfe94fa0541e8a5daa80da5aebc21" commented="no"><enum>(B)</enum><text>in determining under paragraph (13)(C) whether it is in the interest of justice to permit a juvenile to be held in any jail or lockup for adults, or have sight or sound contact with adult inmates, a court shall consider—</text><clause id="id371037fdb78b411a8ffc4dbcaa16b2ca" commented="no"><enum>(i)</enum><text>the age of the juvenile;</text></clause><clause id="id3b524c46e1c040829fce789394460048" commented="no"><enum>(ii)</enum><text>the physical and mental maturity of the juvenile;</text></clause><clause id="id36c091a07e7a4c67b873af0bf158fe54" commented="no"><enum>(iii)</enum><text>the present mental state of the juvenile, including whether the juvenile presents an imminent risk of harm to the juvenile;</text></clause><clause id="idc9df1097e9274ac198237773640cafca" commented="no"><enum>(iv)</enum><text>the nature and circumstances of the alleged offense;</text></clause><clause id="idea0e43d56bdf4e9d991bd3e958b05712" commented="no"><enum>(v)</enum><text>the juvenile’s history of prior delinquent acts;</text></clause><clause id="idfa0db92da23f42a0805e4b4d36765c4d" commented="no"><enum>(vi)</enum><text>the relative ability of the available adult and juvenile detention facilities to meet the specific needs of the juvenile and protect the safety of the public and other detained juveniles; and</text></clause><clause id="ida007891d50c3416dbffefd77488eabc8" commented="no"><enum>(vii)</enum><text>any other relevant factor; and</text></clause></subparagraph><subparagraph id="id4aecb71eee4f498e801fbad0f1734a48" commented="no"><enum>(C)</enum><text>if a court determines under subparagraph (B) that it is in the interest of justice to permit a juvenile to be held in a jail or lockup for adults—</text><clause id="id41b5e099120b475e9a6290a00c827e70" commented="no"><enum>(i)</enum><text>the court shall hold a hearing not less frequently than once every 30 days, or in the case of a rural jurisdiction, not less frequently than once every 45 days, to review whether it is still in the interest of justice to permit the juvenile to be so held or have such sight or sound contact; and</text></clause><clause id="id383b7f11d8c54e4d9891e24fd63db63c" commented="no"><enum>(ii)</enum><text>the juvenile shall not be held in any jail or lockup for adults, or be permitted to have sight or sound contact with adult inmates, for more than 180 days, unless the court, in writing, determines there is good cause for an extension or the juvenile expressly waives this limitation;</text></clause></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id18c3f71d043e4fca8e19b3e203a1a5e6"><enum>(H)</enum><text>in paragraph (15), as so redesignated—</text><clause id="id706408c439384960a4fae6b5387cc3f9"><enum>(i)</enum><text>by striking <quote>jails, lock-ups, detention facilities, and correctional facilities</quote> and inserting <quote>jails and lockups for adults, secure detention facilities, and secure correctional facilities</quote>;</text></clause><clause commented="no" display-inline="no-display-inline" id="idc8985220703e41e2a02a55e640c95ac0"><enum>(ii)</enum><text>by striking <quote>, except that such reporting requirements</quote> and all that follows; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id370b0f17a5544702a6fbb78f8b85ff4f"><enum>(iii)</enum><text>by adding a semicolon at the end;</text></clause></subparagraph><subparagraph id="id1678004a87034fa7a6cd196d580c5b61"><enum>(I)</enum><text>in paragraph (16), as so redesignated, in the matter preceding subparagraph (A), by inserting <quote>that are culturally and linguistically competent</quote> before <quote>at the State, territorial, local, and tribal levels</quote>;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1357145352e341c3a40f774df8634129"><enum>(J)</enum><text>in paragraph (17), as so redesignated, by striking <quote>gender, race, ethnicity, family income, and disability</quote> and inserting <quote>gender, race, ethnicity, religion, family income, disability, national origin, and sexual orientation</quote>;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1811e52aaaf249c29de51b8ef2efc17d"><enum>(K)</enum><text display-inline="yes-display-inline">by striking paragraph (24); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide06de36f5b7e4531b91a96865d71de31"><enum>(L)</enum><text>by redesignating paragraphs (25) through (33) as paragraphs (24) through (32), respectively; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9cd6d117548449008addf867e7b066bb"><enum>(2)</enum><text>in subsection (d)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id65047b8985724175a42c78a75ca0ae22"><enum>(A)</enum><text>by striking <quote>In the event that any State</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id199C1E99AE2E4E249FC3FEF4DA0398F3"><paragraph id="idb1ff45b44a064ca6944ef44cb97864a6"><enum>(1)</enum><header>In general</header><text>In the event that any State</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id40a021d7375648c7872dc6e549931733"><enum>(B)</enum><text>in paragraph (1), as so designated, by striking <quote>802, 803, and 804 of title I of the Omnibus Crime Control and Safe Streets Act of 1968</quote> and inserting <quote>802 and 803 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10222">34 U.S.C. 10222</external-xref>, 10223)</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id28b45aef0c114860ac312241612a2964"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idF0C85DAB3ADC44038E4F9792780D2B64"><paragraph id="id1f925214b88041709b6bb25bae73eed3"><enum>(2)</enum><header>Local public and private nonprofit agencies</header><text>Local public and private nonprofit agencies within a State shall be eligible to receive funds under paragraph (1)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id4b4eb2f7cee24d7ebfc382fe9cfe0d43"><enum>(A)</enum><text display-inline="yes-display-inline">only upon a showing by the State agency designated under subsection (a)(1) of exigent circumstances; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd02f49d8386742f3af1b1face2af51e9"><enum>(B)</enum><text display-inline="yes-display-inline">in no case for more than 2 consecutive years. </text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="id933a3a0c39d645b59c8bbaaa95272965"><enum>(c)</enum><header>Conforming amendments</header><paragraph commented="no" display-inline="no-display-inline" id="id704296bd4e284d90b0414e2992b86de2"><enum>(1)</enum><header display-inline="yes-display-inline">Definitions</header><text>Section 103 of the Juvenile Justice and Delinquency Prevention Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/34/11103">34 U.S.C. 11103</external-xref>) is amended—</text><subparagraph commented="no" display-inline="no-display-inline" id="id582a29e34b824aa3a47562190ab086a5"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (30), by striking <quote>and (15)</quote> and inserting <quote>and (16)</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id025e3364dc644702a24b2b3c1908df06"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (39), by striking <quote>(a)(15)</quote> and inserting <quote>(a)(16)</quote>.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7f4c51d860a143bfa55c115ea215604f"><enum>(2)</enum><header>Concentration of Federal efforts</header><text display-inline="yes-display-inline">Section 204(b)(7) of the Juvenile Justice and Delinquency Prevention Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/34/11114">34 U.S.C. 11114(b)(7)</external-xref>) is amended by striking <quote>(a)(14)</quote> and inserting <quote>(a)(15)</quote>.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id13a6f9df7b894e06a6553e1a49a3392e"><enum>(d)</enum><header>Authorization of appropriations</header><text>Section 601 of the Juvenile Justice and Delinquency Prevention Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/34/11321">34 U.S.C. 11321</external-xref>) is amended by striking <quote>fiscal years 2019 through 2023</quote> and inserting <quote>fiscal years 2025 through 2029</quote>.</text></subsection></section></legis-body></bill>
