<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 520</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230216">February 16, 2023</action-date><action-desc><sponsor name-id="S404">Mr. Scott of Florida</sponsor> (for himself, <cosponsor name-id="S384">Mr. Tillis</cosponsor>, and <cosponsor name-id="S397">Mr. Braun</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for greater transparency about China's bilateral security agreements and joint police initiatives, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No CCP (Chinese Communist Police) in the United States Act of 2023</short-title></quote>.</text></section><section id="id6B30D3D86D484588B0A26F56F9431C81"><enum>2.</enum><header>Transparency regarding Chinese bilateral security agreements and joint police initiatives</header><subsection id="idA23156AC856F42788B3A4C3028639E0C"><enum>(a)</enum><header>Department of State publication</header><text>The Secretary of State, in coordination with the Director of the Federal Bureau of Investigation, shall publish on the Department of State website and any other travel alert system operated by the Department of State a list of all countries that have a bilateral security agreement or joint police initiative with the Government of the People's Republic of China or the Chinese Communist Party. The Secretary shall update the list not less frequently than every 6 months. </text></subsection><subsection id="id5B56619FB2704EA184555110DB06A6FD"><enum>(b)</enum><header>FBI Briefing</header><text>The Director of the Federal Bureau of Investigation shall provide an annual briefing to the appropriate congressional committees on the People's Republic of China’s widespread presence internationally through bilateral security agreements and joint police initiatives. </text></subsection></section><section id="id282BBB4984BE4D459A924831E7B98FE2"><enum>3.</enum><header>Notification of State and local law enforcement, public, and Congress regarding Chinese police stations</header><text display-inline="no-display-inline">If the Federal Bureau of Investigation discovers a police station operated by the People's Republic of China or the Chinese Communist Party within the United States, the Director of the Bureau shall—</text><paragraph id="id25D2DFB12AE04303B838331AB1866C0A"><enum>(1)</enum><text>not later than 24 hours after the discovery, notify the applicable State and local law enforcement agencies;</text></paragraph><paragraph id="id2096A1DB6448416BA519A354EC607212"><enum>(2)</enum><text>not later than 72 hours after the discovery, notify the public through a law enforcement bulletin; and</text></paragraph><paragraph id="idC9BCDB23E9E64417A2D68AB5FFB81C17"><enum>(3)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id3B29190FAF6E4F3C88D741EF6E79B342"><enum>(A)</enum><text>not later than 15 days after the discovery, provide a briefing to the appropriate congressional committees; and</text></subparagraph><subparagraph indent="up1" id="id9CBE623E862D48ECB9C61159DAFC9D4B"><enum>(B)</enum><text>after the briefing under subparagraph (A), provide the appropriate congressional committees with a situational update not less frequently than once every 60 days. </text></subparagraph></paragraph></section><section id="idE0DA7802694C41F4B51662F22A97C923"><enum>4.</enum><header>Appropriate congressional committees defined</header><text display-inline="no-display-inline">In this Act, the term <term>appropriate congressional committees</term> means—</text><paragraph id="id3E380FBF9A754F1BB4B88CE4BF8D5CEE"><enum>(1)</enum><text>the Committee on Homeland Security and Governmental Affairs and the Committee on the Judiciary of the Senate; and</text></paragraph><paragraph id="id290EE69134AC4F45B7194CB3F9B14290"><enum>(2)</enum><text>the Committee on Homeland Security and the Committee on the Judiciary of the House of Representatives.</text></paragraph></section></legis-body></bill>
