A BILL
To require the United States Secret Service to provide protection to
major Presidential and Vice Presidential candidates and their spouses
at the same level of protection provided to the President, and for
other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Protect our Presidents Act''.
SEC. 2. SECURITY INCREASE FOR PRESIDENTIAL AND VICE PRESIDENTIAL
CANDIDATES.
Section 3056 of title 18, United States Code, is amended by adding
at the end the following:
``(h)(1) In this subsection, the term `covered individual' means--
``(A) a President-elect;
``(B) a Vice President-elect;
``(C) a major Presidential or Vice Presidential candidate
(as defined in subsection (a)(7)) who has accepted a nomination
for President or Vice President at a national nominating
convention of a political party; and
``(D) the spouse of an individual described in
subparagraphs (A) through (C).
``(2)(A) The United States Secret Service shall provide to covered
individuals--
``(i) the same level of protection provided to the
President under subsection (a)(1); and
``(ii) any necessary protective measure.
``(B) A covered individual may decline the increased protection
provided under subparagraph (A).
``(3) In a Presidential election year, not later than 15 days after
the date on which a major Presidential or Vice Presidential candidate
(as defined in subsection (a)(7)) accepts a nomination for President or
Vice President at a national nominating convention of a political
party, and every 15 days thereafter until the date of the Presidential
election, the United States Secret Service shall provide to the
majority and minority leaders of the Senate, the Speaker and minority
leader of the House of Representatives, the Committee on Homeland
Security and Governmental Affairs of the Senate, and the Committee on
Homeland Security of the House of Representatives a report and briefing
on--
``(A) the threat level posed to each major Presidential and
Vice Presidential candidate (as defined in subsection (a)(7))
who has accepted a nomination for President or Vice President
at a national nominating convention of a political party; and
``(B) all security measures being implemented for each
candidate described in subparagraph (A), including the cost of
those measures, the number of personnel permanently assigned to
the protective detail of the candidate, and a list of any unmet
security needs of the candidate.''.
