which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize appropriations for occupational education and training programs of the Bureau of Prisons, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id14c5780c2fe040598acd62013e91b506"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ensuring Work Opportunities in Correctional Facilities Act of 2023</short-title></quote>.</text></section><section section-type="subsequent-section" id="S1"><enum>2.</enum><header>Expanded work programs</header><subsection id="id29D94ABF6F9E4237A01E86DC3D0F0B7B"><enum>(a)</enum><header>Occupational education programs</header><paragraph id="id5A8BBC67077941F6AFF72AFCB6B92099"><enum>(1)</enum><header>In general</header><text>There are authorized to be appropriated to the Bureau of Prisons $210,000,000 for fiscal years 2024 through 2029 for occupational education and training programs.</text></paragraph><paragraph id="iddbf395876cc1404c92303b0a8daea0cd"><enum>(2)</enum><header>Reports</header><text>Beginning on the date that is 2 years after the date of enactment of this Act, the Director of the Bureau of Prisons shall submit to the Attorney General public annual reports, produced by the Program Review Division of the Bureau of Prisons, an independent governmental or nongovernmental agency, or a private auditor, that—</text><subparagraph id="id564f444ed46042a58046b936631076d9"><enum>(A)</enum><text>includes a list of the programs that receive the funds appropriated under paragraph (1); and</text></subparagraph><subparagraph id="idfb7956318d4c4585a20a4b70edac6767"><enum>(B)</enum><text>analyzes the efficacy of the programs described in subparagraph (A) in providing incarcerated workers with valuable job skills, improving their quality of life, and increasing their job prospects upon release.</text></subparagraph></paragraph></subsection><subsection id="idFC2B645D03F546448866F9A2B2B4DB63"><enum>(b)</enum><header>Prison work pilot projects</header><text>Section 1761(c)(1) of title 18, United States Code, is amended by striking <quote>50</quote> and inserting <quote>100</quote>.</text></subsection><subsection id="idE98852A56D604440AD731573E62CFC2F"><enum>(c)</enum><header>Vocational training programs</header><paragraph id="id8B26A65F27354C8598D570991077051C"><enum>(1)</enum><header>Omnibus Crime Control and Safe Streets Act of 1968</header><text>The Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10101">34 U.S.C. 10101 et seq.</external-xref>) is amended—</text><subparagraph id="id940BEAED69F14E7598C7BB23A3455DFA"><enum>(A)</enum><text>in section 1001(a) (<external-xref legal-doc="usc" parsable-cite="usc/34/10261">34 U.S.C. 10261(a)</external-xref>), by striking paragraph (28) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id412ABC1DB8664424824081C3D3A47C44"><paragraph commented="no" display-inline="no-display-inline" id="H8FB4184518DE4552B29FF974B5A0957A"><enum>(28)</enum><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out section 3041(a)(4) of part NN $10,000,000 for each of fiscal years 2024 through 2029.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="id688F66548BE3452593F1E9EEEC9E963C"><enum>(B)</enum><text>in section 2976(o) (<external-xref legal-doc="usc" parsable-cite="usc/34/10631">34 U.S.C. 10631(o)</external-xref>), by striking paragraph (1) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id647A079CF2B74E6F9E40C3BBBA7DCE87"><paragraph commented="no" display-inline="no-display-inline" id="ID159A3781D5F8420D8CC11AD89DF75FC2"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">To carry out this section, there are authorized to be appropriated $70,000,000 for each of fiscal years 2024 through 2029.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idC931168A04E7481C80CA1AF5C5E9BDEA"><enum>(2)</enum><header>Careers training and demonstration grants</header><text>Section 115 of the Second Chance Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/34/60511">34 U.S.C. 60511</external-xref>) is amended by striking subsection (f) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id1804E020BA224999874B7BF867BD32D4"><subsection commented="no" display-inline="no-display-inline" id="HFA69746150FB421C850B31FA0F607E21"><enum>(f)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this section $20,000,000 for each of fiscal years 2024 through 2029.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
